<strong>Guidance</strong> Document No: 21<strong>Guidance</strong> <strong>for</strong> <strong>reporting</strong> <strong>under</strong> <strong>the</strong> Water Framework Directivewith in<strong>for</strong>mation which is poorly comparable. Fur<strong>the</strong>rmore, <strong>the</strong> development of <strong>the</strong>WISE requires some <strong>for</strong>m of agreement on <strong>the</strong> contents and <strong>the</strong> technicalspecifications of data exchange. There<strong>for</strong>e, and having <strong>the</strong> successful consensusbasedcooperation <strong>under</strong> <strong>the</strong> Common Implementation Strategy (CIS) in mind, it wasdecided to prepare and agree guidance documents <strong>for</strong> <strong>the</strong> different <strong>reporting</strong>requirements using <strong>the</strong> <strong>for</strong>mat of Reporting sheets. These Reporting sheets have beenprepared by a drafting group of <strong>the</strong> Working Group on Reporting (Working Group D),agreed by <strong>the</strong> Group and endorsed by <strong>the</strong> Water Directors on a consensus basis. TheseReporting sheets <strong>the</strong>re<strong>for</strong>e are in<strong>for</strong>mal arrangements between <strong>the</strong> MS and <strong>the</strong>Commission and thus are not legally binding. It is a voluntary commitment, agreed athigh level, by <strong>the</strong> MS to submit this in<strong>for</strong>mation to WISE. Current experiences showthat this approach results in a higher success rate in <strong>reporting</strong> in comparison to <strong>the</strong>legally binding <strong>reporting</strong> requirements of <strong>the</strong> past.Figure 1 below shows <strong>the</strong> Reporting sheets developed <strong>for</strong> surface water and <strong>the</strong>relationships between <strong>the</strong>m. Similar sheets were developed <strong>for</strong> groundwater. Whilst<strong>the</strong> Reporting sheets were a useful tool <strong>for</strong> <strong>the</strong> development of <strong>the</strong> <strong>reporting</strong>requirements on an Article by Article basis, it is no longer necessary, or indeedhelpful, to present <strong>the</strong> in<strong>for</strong>mation requirements in this way. This consolidatedguidance document contains all <strong>the</strong> in<strong>for</strong>mation originally in <strong>the</strong> Reporting sheets butpresented in a clearer, object-related way with <strong>the</strong> ultimate focus being on fullyreported and comparable RBMP.3
