The <strong>Benefits</strong> <strong>Statement</strong> providesemployees with an estimate of their benefits relating to their current position. For employees whoare retirement eligible, we suggest they contact their personnel office for a more comprehensivereview of their retirement options.The <strong>Benefits</strong> <strong>Statement</strong> describes the estimated:value of benefits available to an employee or his/her survivors in the event of voluntaryretirement, disability, or death in serviceannuity benefits and account balances from the Thrift Savings Plan (TSP)The <strong>Benefits</strong> <strong>Statement</strong> also states when an employee will be eligible for Social Security and/orMedicare benefits and directs the employee to Social Security <strong>Benefits</strong>/Medicare <strong>Benefits</strong> for theexplanation.Methods for Delivery of the <strong>Benefits</strong> <strong>Statement</strong>sThe <strong>Benefits</strong> <strong>Statement</strong> will be delivered via mail or electronically for those employees of agencieswhich have elected paperless distribution of the <strong>Benefits</strong> <strong>Statement</strong>s.Who Will Receive the <strong>Benefits</strong> <strong>Statement</strong>The <strong>Benefits</strong> <strong>Statement</strong> will be delivered to each employee who is eligible for retirement benefitsand is covered by one of the retirement coverage codes listed below:Code DescriptionCECivil Service Retirement System (CSRS)Federal Insurance Contributions Act (FICA) and CSRS - For lawenforcement and firefighter personnelNFCBULLETINGKMFICA and Foreign Service Retirement and Disability System (FSRDS)Federal Employees' Retirement System (FERS) and FICAFERS and FICA - Special

This entails that a special retirementdeduction rate (Retirement Coverage Code 6, E, M, or T) in the Information/Research InquirySystem (IRIS) Program IR102, Dates & Misc Sal/Pers Data, is invalid. Invalid means that the6C Retirement Date is earlier than the retirement service computation date or is later than the<strong>Benefits</strong> <strong>Statement</strong> date.


3The employee is not eligible for retirement benefits.The employee was separated in Pay Period 26 of the prior year or Pay Period 1 of thecurrent year.The employee's agency has elected not to issue the <strong>Benefits</strong> <strong>Statement</strong>. Current Users will have access to this report. No additional security access request isnecessary.A reprint request can be submitted through the Special Payroll Processing System (SPPS) Inquiryoption by the agency. The request should include the employee's name and social security number.Reprints of <strong>Benefits</strong> <strong>Statement</strong>s will be available through Friday, June 1, 20<strong>12</strong>.Payroll/Personnel Output ProcedureExhibit 162 of the Payroll/Personnel Output (PPO) procedure, which is available online at NFC HomePage (http://www.nfc.usda.gov), will be updated to include the information in this bulletin. To view thisprocedure, go to the NFC Home Page (http://www.nfc.usda.gov), and click the Publications link at the topof the page. At the publications page right-hand menu, click Procedure by Acronym and selectPayroll/Personnel Output (PPO). Changes to the PPO procedure are identified by " ".Listed below are the changes that will be made to Exhibit 162: Changes the TSP annuity interest rate index to 2.250%. Changes the FERS death benefit additional amount payable to $30,792.98.Changes the 2011 dates and numeric factors to the 20<strong>12</strong> dates and factors where applicable.
