United Statesdominates in military intervention, thanks to Afghanistan.The previous chapters have provided us with a basic overview of the depth, scope<strong>and</strong> genesis of the problems currently facing sub-Saharan Africa, the history of relationsbetween Europe <strong>and</strong> Africa, various types of development aid <strong>and</strong> their pro, cons <strong>and</strong> inherentlimits. With the exception of an occasional reference to the World Bank, so far we havenot touched on who the providers of development aid are <strong>and</strong> how they compare to oneanother. From the perspective of the bottom billion <strong>and</strong> sub-Saharan Africa it may not mattermuch, but it is not such an indifferent matter in terms of the ability of the citizens ofwealthy countries to evaluate just how active their country is with respect to developmentaid. Remember, the phenomenon of peer pressure generally occurs when countries are ableto compare themselves to others.The actors involved in development aid are a diverse bunch, from individuals acting onthe basis of their personal conscious, empathy, faith or rational analysis <strong>and</strong> various nongovernmentalorganizations (NGOs), religious groups, companies <strong>and</strong> communities on upto the easily most important actors in terms of development aid, the countries themselvesthat have created international organizations along the lines of the UN, the OECD, theWHO, the FAO, the UNDP, the World Bank <strong>and</strong> many, many others. Given the key role thatstates have as actors within development aid <strong>and</strong> the fact that the citizens of democraticcountries have at least a defined ability to influence their governments, let’s take a look atjust how these individual countries behave.The highest quality <strong>and</strong> most widely respected overview of the world of donor countriesis provided by the Washington-based NGO the Center for Global Development, which175
