BackgroundSFCI is a schedule ‘C’ CPSE in Agro Based Sector under the Administrativecontrol of Department of Agriculture & Cooperation, Ministry of Agriculture. It isincorporated under the Companies Act, 1956 with the objective to maintainAgriculture Farms in different States for production and distribution of quality seedsof different crops. Its Headquarter is at New Delhi and it has a network of five Farmsand seven Regional Offices pervasive all over India.2. Scope of the Project3.1 Project DetailsSFCI (A Government of India Undertaking) under the administrative control ofMinistry of Agriculture, Department of Agriculture & Cooperation, Government ofIndia is inviting EOI from reliable and leading agro based companies to undertake

-: 5 :-seed production / agricultural activities, including vegetable crop cultivation in anarea of 200 hectares at our Central State Farm, Jawalgera, District Raichur.3.2 Activities Proposed(i) Development of large scale farm and establish residual-free farmingpractices.(ii) Production of high quality crops.(iii) Contract seed production(iv) Establishment of quality testing, grading and packaging centre.(v) Any other related activities.4. Expression of Interest Submission4.1 Proposal of Project(i)(ii)(iii)The interested parties shall submit proposal highlighting the proposedactivities related to crop production, including horticultural activities.The proposal shall include the approach and methodology forimplementation of the proposed activities with solutions for addressingkey issues.The interested parties may also visit the sites for ascertaining the sitecondition, location surroundings, climate factors and any otherinformation that they feel necessary for their project. It is to be notedthat the existing activities and plantations in the farm area are not to bedisturbed.In order to improve / preserve the fertility status of soil, the inputs beingused shall be residue free quality inputs like Bio-pesticides, Biofertilizers,plant growth promoters etc. The companies should beequipped with facilities to handle post-harvest operation likespecialized transportation, storage, processing, package etc.4.2 Supporting DocumentsEOI:-Interested parties are required to submit the following documents as a part of(i) Proven record to establish that they are actively involved in agriculturalproduction process, preferably in Karnataka.(ii) Audited financial status of the company alongwith details of turnoverduring the past three years.(iii) Brief profile of the company alongwith details of Directors / Owners /Trustees etc.(iv) R&D facilities, if any, in the field of seed production, plant breeding, soilnutrients and nourishment and crop protection inputs.

-: 6 :-(v)(vi)(vii)(viii)The party shall clearly spell out the economics of the project indicatingthe mode and quantity of monetary payment to be made to SFCI.Preference shall be given to the party, who is prepared to undertakethe project on payment per acre basis.Details of composition of Project Management Team to implement andmanage the Project.The details of persons to be contacted for everyday activities at thefarm site should be included.Standard formats for technical and financial proposals:(a) A letter of proposal submission in the format.(b) Organizational hierarchy chart and experience of top level executivein the format prescribed.(c) CV of key professionals.(d) Staffing schedule.(e) Work Schedule.(f) Format for information regarding any conflicting activities anddeclaration thereof.5. -: 7 :-Whereas the Corporation, with the intention of getting the Agricultural /Horticultural services invited EOI __________and whereas the Party’s offerdated ________has been accepted by the Corporation.(iii)(iv)EOI documents and attached instructions shall form integral part of thiscontract. The terms and conditions prescribed by the Corporation shall bebinding on the Party. The terms and conditions of the Party mentioned inthe original offer of the Party shall not be considered as forming part of thiscontract.Execution of contract: The Party will only be responsible for execution ofthe whole contract and it is to be executed to the entire satisfaction of theCorporation.7. Transfer and Sub-Letting(i)(ii)(iii)The Party shall not sub-let, transfer and assign or otherwise or part withthe contract as a whole or any part thereof in favour of any person or firmor company directly or indirectly without prior written permission of theCorporation.At the time of signing of the Contract, the Party will declare that no relativeof the Partner/Director of the Party are engaged in employment in SFCI orat the Board of Directors.The Party is expected to carry out assignment with due diligence and inaccordance with prevailing standards of profession and their relationshipwith the Corporation will be governed by applicable laws and rules.8. ArbitrationIn case of dispute between the parties arising out or touching with anymatter relating to the Contract, the same shall be adjudicated by theArbitrator nominated by CMD of the Corporation. It will be obligatory forthe parties to first resort the remedy of the arbitration before approachingto Court of Law. However, for any purpose in resorting judicial channels,the Court at Delhi will have exclusive jurisdiction to entertain anyproceedings between the parties.9. Instructions to the offerer of EOI(i)The offerers are requested to submit their EOI by Registered Postacknowledgement due duly addressed to Chairman-cum-MangingDirector, State Farms Corporation of India Limited, Farm Bhavan, 14-15Nehru Place, New Delhi – 110 019 in sealed envelop marked “EOI FORAGRICULTURE / HORTICULTURE SERVICES’ as indicated in theinstructions or put the offer personally in the Tender Box available in officeupon 1.00 PM on or before the date as indicated in the EOI invitationletter. All Offers should be complete in all respects accompanied bysupporting materials indicated in the EOI documents.

No erasing oralteration in the EOI document is permitted and any such eraser and / oralteration will be disregardedThe offerers are required to submit their EOI with complete particulars tothe corporation to enable to compare EOI and assess the performance ofEOI of the other offerers.The EOI should also enclose the organizational hierarchy chart, theresumes of top and middle level key personnels who will handle theassignment and Entity Proof documents.The offer should be submitted in two separate sealed envelops, oneenvelop should contain only ‘technical specifications’ and other as‘financial specifications’. The envelop concerned should super scribeaccordingly the nature of specifications.The interested parties shall submit the proposal alongwith a sum ofRs.2,00,000/- (Rupees two lakhs only) towards Earnest Money Deposit(EMD), which shall be refunded upon satisfactory completion of theproject work. No interest shall be payable on EMD. The Company / firmshall, however, deposit a sum of Rs.25,000/- towards processing feealongwith EOI, which shall not be refunded to successful party.The last date for submission of EOI is 30.7.2013.
