I. ObjectivesA f<strong>in</strong>ancial support mechanism for private <strong>in</strong>vestments already established for years wasthe 1st Investment Law 2601/1998 which replaced by the Law 3299/2004 “Incentives forprivate <strong>in</strong>vestments for economic <strong>development</strong> and regional convergence” and itsamendment 3522/2006 expired <strong>in</strong> February, 2010. All the past Investment Laws provisionsconcerned either capital <strong>in</strong>vestment subsidies or tax rebates while it should be stressed thatthe use of heat<strong>in</strong>g and cool<strong>in</strong>g systems was only supported by a set of f<strong>in</strong>ancial <strong>in</strong>struments.Even now there is no regulatory support scheme (referr<strong>in</strong>g to targets or obligations) for theuse of such systems.This action foreseen 40% subsidy of the <strong>in</strong>stallation cost for the <strong>in</strong>stallation of new <strong>GSHP</strong>systems <strong>in</strong> the build<strong>in</strong>g sector (residential, public build<strong>in</strong>gs, tourism and agriculturalgreenhouses). Throughout this action the target is to give priority <strong>in</strong> 100% subsidy of GHE,HEX, submar<strong>in</strong>e pumps of Greek orig<strong>in</strong>.Figure 1.Estimated contribution of the different RES technologies for heat<strong>in</strong>g andcool<strong>in</strong>g to 2020 (source: NREAP)Accord<strong>in</strong>g to the National Renewable Energy <strong>Plan</strong> (NREAP) for <strong>Greece</strong>, the expectedenergy produced from renewable sources corresponds to the 2020 target is 4.341 ktoe. In9
