<strong>National</strong> <strong>HR</strong> <strong>Standards</strong> <strong>Briefing</strong>At this event, you will:11 October 2013Santam Head Office, <strong>Cape</strong> <strong>Town</strong>Co-hosted by <strong>SABPP</strong> and <strong>HR</strong> Future1 Be briefed on the new <strong>HR</strong> <strong>Standards</strong> for SA.2 Hear Case Studies on some of the <strong>Standards</strong>.3 Engage in Q and A sessions on implementing each Standard.<strong>HR</strong> <strong>Standards</strong> journeyThe majority of <strong>HR</strong> Managers are doing their best to ensure an effective <strong>HR</strong> function, butthey are doing so in the absence of a common framework for people practices. Forinstance, while most organisations do some form of performance management, vastlydifferent approaches and models are used to manage performance. Other <strong>HR</strong> functionssuch as learning, reward and employment relations are not exempt from theseinconsistencies and variances in practice. This has contributed to a lack of competence,consistency and credibility in the <strong>HR</strong> profession at large, despite pockets of excellence.During the course of 2012, <strong>HR</strong> Directors from leading companies identified 13 <strong>HR</strong>Standard elements The <strong>SABPP</strong> <strong>HR</strong> System <strong>Standards</strong> Model encompasses the fourphases of all good quality management practice, that is, prepare, implement, review andimprove.The three <strong>Standards</strong> components are (1) <strong>HR</strong>-business alignment at the strategic level,(2) the functional and cross-functional <strong>HR</strong> value chain, as well as (3) measuring <strong>HR</strong>success.The 13 <strong>HR</strong> <strong>Standards</strong>1. Strategic <strong>HR</strong>M;2. Talent management;3. <strong>HR</strong> Risk Management;4. Workforce planning;5. Learning and Development;6. Performance management;7. Reward;8. Wellness;


9. Employment Relations Management;10. Organisation Development;11. <strong>HR</strong> Service Delivery;12. <strong>HR</strong> Technology; and13. <strong>HR</strong> Measurement.On 21 May 2013, just over a hundred <strong>HR</strong> Directors and Subject Matter Experts, as wellas eight <strong>HR</strong> professional bodies and Associations, gathered at the <strong>HR</strong> <strong>Standards</strong>Development Summit in Johannesburg to define and write these first formal 13 <strong>HR</strong>standards for South Africa.The Summit was part of a national initiative driven by the <strong>HR</strong> quality assurance andprofessional body, the SA Board for People Practices (<strong>SABPP</strong>) and <strong>HR</strong> Future, SouthAfrica’s premier <strong>HR</strong> magazine. The project was born from the acknowledgement thatother business activities such as production, accounting and engineering have clearlydefined standards while, in the field of <strong>HR</strong>, there is a total absence of <strong>Standards</strong>. TheSummit was facilitated by Dr Michael Robbins, Managing Director of IMOR(UK), whoasserted after the event: “South African <strong>HR</strong> Directors are leading the world after today.There are six groups doing this work globally, but South Africa is now at the forefront ofsetting <strong>HR</strong> <strong>Standards</strong>.”Siphiwe Moyo, Chairman of <strong>SABPP</strong> opened the summit, announcing: “This project is themost profound national <strong>HR</strong> project in South Africa ever. Setting proper <strong>HR</strong> <strong>Standards</strong> forSouth Africa will not only raise the level of professionalism in <strong>HR</strong>, but will also improvethe quality of people practices in organisations.” One delegate remarked: “This was thebest day in my <strong>HR</strong> career. After today I am proud to be in <strong>HR</strong>.” David Bischof, chairmanof the Assessment Centre Study Group summarised the day as follows: “An exciting,invigorating and intellectually stimulating day with fantastic colleagues. Stan Horwitz, aboard member of the South African Organisation Development Network, described theevent as an “outstanding, groundbreaking summit.”Going forwardDuring Phase one of the project, a total of 13 groups generated the draft <strong>Standards</strong>based on three dimensions: (1) a clear definition of what the standard element means,(2) the objectives of the standard, as well as (3) the implementation of the standard inpractice. During June and July 2013, the broader market will be consulted for their inputsabout the <strong>Standards</strong> (Phase two), and the final standards were launched at the first<strong>National</strong> <strong>HR</strong> <strong>Standards</strong> Roll Out on 20 and 21 August (Phase three).All <strong>HR</strong> professionals, academics, consultants and service providers were invited toparticipate in this historic event.


The <strong>National</strong> <strong>HR</strong> <strong>Standards</strong> Roll Out provided an overview of the 13 draft <strong>Standards</strong>,followed by Case Studies and brainstorm sessions to develop practice guidelines forapplying the <strong>Standards</strong> in the workplace.On 11 October, a one-day <strong>Briefing</strong> will be provided for those who were not able to attendthe Gauteng Roll Out in August.Deliverables at the <strong>Cape</strong> <strong>Town</strong> <strong>Briefing</strong>1. Provide an overview of the 13 Standard Elements;2. Present Case Studies to support and explain some of the <strong>Standards</strong>; and3. Engage in Q and A sessions on how to implement the <strong>Standards</strong>.Clear, formal <strong>HR</strong> <strong>Standards</strong> will take the practice of <strong>HR</strong> to new levels of relevance,significance, excellence and credibility. This is exactly what <strong>HR</strong> needs in order to play itsrightful role.
