Irrespective of being born in a foreign country, children of a <strong>Timor</strong>ese father ormother shall be consi<strong>de</strong>red original citizens of East <strong>Timor</strong>.a) Children of an East <strong>Timor</strong>ese father or mother living overseas;b) Children of an East <strong>Timor</strong>ese father or mother serving the State outsi<strong>de</strong> thecountry;4. Acquisition, loss and reacquisition of citizenship, as well as its registration and proof,shall be regulated by law.Section 4(Territory)1. The territory of the Democratic Republic of East <strong>Timor</strong> comprises the land surface,the maritime zone and the air space <strong>de</strong>marcated by the national boundaries thathistorically comprise the eastern part of <strong>Timor</strong> Island, the enclave of Oecussi, theisland of Ataúro and the islet of Jaco.2. The extent and limits of territorial waters and the exclusive economic zone, and therights of East <strong>Timor</strong> to the adjacent seabed and continental shelf shall be laid down inthe law.3. The State shall not alienate any part of the East <strong>Timor</strong>ese territory or the rights ofsovereignty over the land, without prejudice to rectification of bor<strong>de</strong>rs.Section 5(Decentralisation)1. On matters of territorial organisation, the State shall respect the principle of<strong>de</strong>centralisation of public administration.2. The law shall <strong>de</strong>termine and establish the characteristics of the different territoriallevels and the administrative competencies of the respective organs.3. Oecussi Ambeno and Ataúro shall enjoy special administrative and economictreatment.Section 6(Objectives of the State)The fundamental objectives of the State shall be:a) To <strong>de</strong>fend and guarantee the sovereignty of the country;
