2. Citizens may present complaints concerning acts or omissions on the part of publicbodies to the Ombudsman, who shall un<strong>de</strong>rtake a review, without power of <strong>de</strong>cision,and shall forward recommendations to the competent organs as <strong>de</strong>emed necessary.3. The Ombudsman shall be appointed by the National Parliament through absolutemajority votes of its members for a term of office of four years.4. The activity the Ombudsman shall be in<strong>de</strong>pen<strong>de</strong>nt from any means of grace and legalremedies as laid down in the <strong>Constitution</strong> and the law.5. Administrative organs and public servants shall have the duty to collaborate with theOmbudsman.Section 28(Right to resistance and self-<strong>de</strong>fence)1. Every citizen has the right to disobey and to resist illegal or<strong>de</strong>rs or or<strong>de</strong>rs that affecttheir fundamental rights, freedoms and guarantees.2. The right to self-<strong>de</strong>fence is guaranteed to all, in accordance with the law.1. Human life is inviolable.TITLE IIPERSONAL RIGHTS, FREEDOMS AND GUARANTEESSection 29(Right to life)2. The State shall recognise and guarantee the right to life.3. There shall be no <strong>de</strong>ath penalty in the Democratic Republic of East <strong>Timor</strong>.Section 30(Right to personal freedom, security and integrity)1. Every one has the right to personal freedom, security and integrity.2. No one shall be arrested or <strong>de</strong>tained, except un<strong>de</strong>r the terms clearly provi<strong>de</strong>d for byapplicable law, and the or<strong>de</strong>r of arrest or <strong>de</strong>tention should always be presented forconsi<strong>de</strong>ration by the competent judge within the legal timeframe.3.
