Where Opportunity Happens
2007-2008 Annual Report

Dear Friends,
For the past 25 years, the Portland Community College Foundation has been
dedicated to helping students gain the powerful, life-changing education offered
by PCC.
Thanks to you, last year was another year of accomplishment. We awarded more
than 325 scholarships totaling over $410,000. We supported PCC programs with
over $500,000 for faculty professional development, workforce training equipment
and student success activities. The Foundation also completed the first year of a
three-year plan to increase our ability to raise funds. We have added staff and are
working to increase the size of our board of directors and improve our communications
with donors.
As we look forward to our next quarter century, our vision is twofold: to ensure
that no qualified student is denied access to a college education and to make PCC
the preeminent education and training center in Oregon. Currently we are unable
to offer scholarships to hundreds of qualified applicants, and our program support
is not sufficient to keep PCC career and technical equipment current with
changing industry demands.
In 2008-09 we have been given a fantastic opportunity to take a major step
forward. If the PCC Foundation can raise approximately $700,000 for scholarships
this year, we will receive $320,000 in matching funds from the James F. and
Marion L. Miller Foundation. This would mean over $1 million raised for
scholarships and the opportunity to award hundreds more scholarships next year.
This is an exciting moment in the PCC Foundation’s history. Together with the
Miller Foundation, your contribution can offer the gift of opportunity to many
more students. Thank you so much for your support.
Sincerely,
Peter Bauer
Where Opportunity Happens
Dear Friends,
It is truly wonderful to read the words of thanks from real students, staff
and faculty who received support from the PCC Foundation during the
last academic year. The amazing stories the Foundation has collected in this
report are made possible only through the help of people like you.
On behalf of PCC students and programs….thank you!
Warm regards,
Making a Difference
The students and programs mentioned here and in the following pages are only a fraction of those benefiting from the support of
the PCC Foundation. In their stories you can begin to see the difference your gift makes. Thank you again for all you do to make
these opportunities happen.
Working Hard to Give Back
PCC Foundation scholarship recipients come from many different backgrounds
but all have dreams of walking across the stage at graduation. These students are
pursuing degrees in over 66 fields from aviation science to welding. The youngest
student to receive a scholarship was 16, the oldest 61. Scholarship recipients include
students like Erica Bailey (p. 4), Joaquin Forrest Arriaga (p. 4), and Robert
Cimiluca (p. 10), who are working hard so that they can give back. In June 2008,
twenty-six PCC Foundation scholarship recipients graduated with highest honors.
Programs Prospering
In addition to providing scholarships, the PCC Foundation offers vital support for
programs and development. The Foundation-supported Portland Teacher’s Program,
for example, strives to close the educational achievement gap among groups
of students by preparing teachers of color to enter the public school system. Other
programs highlighted in this report include the Illumination Project (p. 5), Fitness
Technology (p. 12) and Gateway to College (p. 11).
Helen Warren,
PCC alumna, staff member and donor
Once a PCC student who received job training, Helen Warren now works at PCC Portland Metro Workforce Training Center
and coordinates the PCC Foundation Fund for Excellence for Portland Metro. The fund helps with crucial employment-related needs
such as transportation, clothing and haircuts. “We help with items that Department of Human Services can’t cover,” said Warren.
“
Receiving these scholarships
has shown me things I did not fully realize. I have
learned that scholarships not only give financial
relief but help with fulfilling goals and dreams,
encouraging you not to be swayed in pursuit
of your degree.”
Working for the Future
Erica Bailey
Erica Bailey is the recipient of the CarolAnn Curthoys Scholarship.
She aspires to become a nurse practitioner and work with
medically underserved communities. She also sees nursing as a
career that will offer her and her three-year-old daughter flexibility
and financial stability. Erica spoke at the PCC Foundation’s
Annual Scholarship Reception, saying, “I think it is important to
note that these scholarships have a radiating impact on the community.
In our future careers, we will give back to our communities
in a variety of ways as we become nurses, teachers, social
workers, service professionals, and so much more.”
Joaquin Forrest Arriaga
Joaquin Forrest Arriaga received the John and Dorothy Persen
Diesel Mechanics Scholarship, the John Connor Book Award,
and the Fred DeWitt Scholarship. Born in Wilsonville and raised
on a dairy farm, Joaquin dropped out of high school and worked
in construction until he realized he could go no further without
an education. Once he graduates from PCC in 2009 with a degree
in diesel service technology, he will be prepared for a wellpaying
job as a diesel mechanic working on trucks, trains, ships,
commercial transport or farm equipment.
Conquering Obstacles, Pursuing Dreams
Illumination Project
PCC’s Illumination Project combines a service-learning
model with a style of social justice theater known as
“theater of the oppressed.” The project, which benefits
from the support of the PCC Foundation, aims to
combat discrimination and develop the leadership skills
of participating students, known as student educators.
Here’s how it works: Student educators perform a
student-written play, which presents a problem of
discrimination or oppression. They perform the play once
without interruption and without solving the problem.
The second time they perform, the audience can stop the
play and offer a solution to the discrimination they see
happening.
Each year, 20 Illumination Project student educators
write six plays, produce approximately 30 performances,
and reach over 1,500 audience members.
“The interactive nature of the performances helps
students see that there are a variety of possible strategies
to deal with isms in day-to-day interactions and a variety
of opportunities within each interaction,” said PCC
sociology instructor Rowan Wolf.
“Being part of the Illumination Project helped me realize the
things I can do in the community; it helped me step up to the
plate and actually take more responsibility.”
Mark Danilin
Last year Mark Danilin and his wife were crunching
numbers, trying to figure out how both could afford to stay
in school, when she suggested that he apply for a scholarship
through the PCC Foundation. “You’re smart. You can
pull it off,” he remembers her saying. Although Mark was
apprehensive about how his application would measure up,
he decided to go for it.
Not surprising to those who know him, Mark was awarded
the competitive J & J Inc. Scholarship. Mark and his family
emigrated from Russia to the U.S. when he was in the
second grade, and from the beginning, he had to overcome
tremendous difficulties due to language. He credits the
words of his mother – “Anything is possible” – for encouraging
him to work hard and eventually excel in reading,
writing and math.
In fall 2008, Mark will finish up his last term at PCC while
also taking classes at PSU, where he plans to earn his
bachelor’s degree. After that, it’s four more years of dental
school, possibly at OHSU or Washington State University,
before he achieves his dream of becoming a dentist.
In the meantime, Mark will devote his time to his studies.
He acknowledges that some of his friends and relatives may
think it’s not worth the time it takes to reach his goal.
“However,” Mark said, “I believe in pursuing your dream,
conquering obstacles, striving to achieve excellence, and
understanding that anything is possible.”
New Places, Extraordinary Lessons
Marneet Lewis
Marneet Lewis — PCC Foundation’s Jean
Buck Memorial Scholarship recipient —
broadened her horizons and learned about the
world of public service by spending the summer
serving as an intern in U.S. Senator Ted
Kennedy’s office in Washington, D.C.
Marneet’s selection as a community college
student is, to say the least, out of the ordinary.
One of only eight students selected for the
Summer Congressional Internship Program for
Students with Disabilities — sponsored by the
Mitsubishi Electric America Foundation and
the American Association of People with
Disabilities — Marneet, a student with dyslexia,
was the only community college applicant
chosen from a very competitive field of
candidates.
Marneet graduated from PCC in June 2008
and received the 2008 Washington State
University – Vancouver Community College
President’s Award, which provides three years
of tuition-free study at WSU-V.
Service to Community
The Portland Community College Foundation’s Service to
Community Scholarship is a unique program that offers
students crucial financial help in exchange for volunteer
work throughout the community.
Students receiving these scholarships not only earn and
gain the powerful, life-changing benefits and key work
skills afforded by a higher education, but they also learn
the value of serving the local community.
During the school year, each scholarship student
volunteers a minimum of 75 hours per term at a local
agency while maintaining a full schedule of courses at
PCC. After the student completes the volunteer hours
and submits a required 2-3 page report, the student
receives a $1,000 tuition scholarship for the next term.
Recipients can continue volunteering and earning the
scholarship for three terms. In 2007-08, the Foundation
awarded 10 Service to Community scholarships,
producing over 2,200 hours of volunteer service!
Rob Cimiluca
Not only does Robert Cimiluca take classes at PCC to
prepare for a career as a special education teacher, he also
volunteers, trains for an upcoming internship with the Red
Cross, and in his spare time, catalogs galaxies as an amateur
astronomer.
Not bad for someone who was told by doctors that he had
approximately six months to live. When Robert was diagnosed
with AIDS in 1996 that was the prognosis. “And here I
am 12 years later,” he said. “I thought, I have to get on with
my life.”
Robert started volunteering at Esther’s Pantry, a food pantry
for people with HIV/AIDS and began thinking about going
back to school at PCC. Because he was on disability, his
financial options were limited.
“Thankfully, the PCC Foundation has been there for me,”
he said. For two years now, Robert has been the recipient of
the Service to Community Scholarship. He spent his first year
volunteering at Esther’s Pantry and this last year at Free Geek,
where he helped teach Open Office and Ubuntu and even
had the opportunity to teach a class in Spanish.
After he’s done at PCC, Robert plans to continue at Portland
State University to earn a bachelor’s degree and teaching
certificate. “I can’t tell you how much I appreciate having the
opportunity to go back to school,” Robert said.
An Extra Little Boost
Funds for Excellence: Mini Grants
In 2007, in partnership with the PCC Staff and Organizational Development Department, the PCC Foundation
initiated a mini-grant program to give funds to faculty and staff for projects that improve the quality of instruction
and services at Portland Community College. The mini-grant program is supported by the Foundation with
funds raised through the annual Faculty, Staff and Retiree Campaign and through general Foundation fundraising.
Mini-grants are given for projects that fall outside the College’s general budget and support the PCC mission.
The Foundation received 17 proposals, from which the following five projects were funded.
Hybrid Theory, Operation, and Safety $1,000
Project Director: Russ Jones
The mini-grant provides specialized safety equipment
to keep automotive service technology students and
instructors protected when working around the high
voltage systems on hybrid cars. This project recognizes
the growing popularity of hybrid vehicles and the need
for hybrid-qualified service technicians.
Gateway to College Academic Lab $1,000
Project Directors: Jane Larson and
Sylvia Scott
The project addresses a need identified in surveys of
Gateway students – to develop a stronger connection
between academic lab activities and the Gateway
math, reading and writing classes. The mini-grant
provides curriculum development funds and materials.
COMPASS Retesting Workshop $522
Project Directors: Laurel Spillum,
Heiko Spoddeck, and Colleen Barajas
This project provides funds for a two-part workshop
on test-taking skills and strategies for students who
test into developmental education courses and are
interested in retaking the PCC placement test. The
project directors expect improved retention rates for
participating students.

Functional Anatomy Learning Lab $1,000
Project Director: Tanya Littrell
This project provides a computer and functional
anatomy software for the fitness technology resource
Lab. The equipment and software enables
students to have virtual “hands-on experiences”
and enhances the instructors’ ability to tutor
students.
Second-year PCC student Nels Spence studies
and completes homework in the fitness technology
program’s new anatomy learning lab.
Audio Text Players for Students with
Disabilities $1,000
Project Director: Wendy Palmer
This mini-grant provides five specially formatted
audio text players, “Victor Vibes,” to give students
with disabilities the opportunity to access printed
textbooks in a format that best fits their learning
needs. Without this special equipment, these students
would be at increased risk of failing courses
and withdrawing from college without completing
their education.
PCC student Magen Quinn uses an audio text
player to “read” textbooks. “It’s been a life-saver,”
she said. “With the Victor Vibe you can jump
right to the page you need.”
EVELYN CROWELL
Retired educator, Evelyn “Evie” Crowell is passionate about helping students
advance their learning and life opportunities, especially when it
comes to pursuing higher education. Evie’s annual scholarship for PCC
students fulfills her lifelong passion for inspiring young people.
Said Evie, “As a librarian in higher education, it was thrilling to work
with students and watch the light bulb turn on in their faces. Through
my career and now as a PCC donor, I touch people’s lives. I’ve enjoyed
it immensely.”
CARL GEORGE AND SUE GEORGE
Alma Mae “Sue” George was one of PCC’s first
business instructors. She was a pioneer in keeping
students and faculty current on technology
changes and the latest needs of business and industry.
Sue also gave generously to the PCC
Foundation. When she passed in 2002, husband
Carl George endowed a scholarship in her memory
for PCC business students. “Sue was dedicated
to her students; scholarship support made
sense,” said Carl, who continues his tradition of
giving today.

GOLF TOURNAMENT
RASK FAMILY MEMORIAL FUND
A day on the links sounds like the perfect weekday
getaway, but for players in the Portland Community
College Foundation Golf Invitational there’s more to
it than hoping to sink a hole in one.
In 2007 the event netted nearly $70,000. A portion of
the proceeds went toward general student scholarships
as well as an endowed scholarship fund for PCC
building construction technology students.
Such an event wouldn’t be possible without dedicated
partners. Walsh Construction, Emerick Construction,
Howard S. Wright Constructors and Skanska pulled
together as founding sponsors and helped launch the
tournament in 2004.
“My view of the work of the community college
system is that it’s vitally important” said Bob Walsh,
The Rask Family Memorial Fund was formed in 1979 following the death
of 19-year-old Michael Rask. Michael’s friends and family transformed loss
into hope by working to raise money to help young people in the community
reach their dreams.
Since the fund began, it has donated over $500,000 in college scholarship
money to needy students, with former scholars reaching their goals of being
physicians, teachers and vital contributing members of the community.
For 2007-08, the fund provided five scholarships to worthy Portland
Community College students.
president of Portland-based Walsh Construction.
“The college is also a good returning step for those
already in the workplace who need to improve their
skills and marketability.”
“All of these companies involved in the golf
tournament have a passion for construction and the
construction program at PCC,” said David Osborne,
golf committee co-chair and senior vice president
for Skanska. “We took a look at what the PCC
program needed to grow and then we responded.”
NORMA JEAN AND HENRY GERMOND
From her thoughtfulness to her tenacity, Norma Jean
Germond is known for getting things done on behalf of
PCC and especially students.
Portland Community College added one more feather to
Norma Jean Germond’s cap by awarding her and
husband Henry the 2008 Distinguished Patron Award.
The award, established in 2007, recognizes extraordinary
levels of service to the college.
“We are extremely honored and a little bit humbled,”
Norma Jean said. “To include Henry, who has done a lot
for the college as well, was very wonderful.”
Norma Jean and Henry recently established an endowed
scholarship with the PCC Foundation that will provide
tuition support for students taking developmental
education courses. Norma Jean, who was elected to the
college’s board in 1985, now serves on the PCC
Foundation Board of Directors.
“The Foundation is extremely important,” she said. “It’s
my wish that every needy student receive a scholarship.
It’s critical to the community.”
DOROTHY FISHER-JONES
Dorothy Fisher-Jones spent a lifetime devoted to the love
of singing and opera. Dorothy performed in Portland,
Europe and New York. She was once offered a position
with the Metropolitan Opera in New York City, and she
performed opera in Germany for 20 years. In 1963,
Dorothy returned to Portland, where she sang, taught
voice and performed.
A few years before she died, Dorothy made plans to help
PCC students pursue careers in singing and music. She
placed a bequest in her will to donate the proceeds from
the sale of her home in Lake Oswego to the PCC
Foundation at her death. When Dorothy passed away
last year, the house was sold and the proceeds were placed
in a PCC Foundation endowed scholarship fund.
Dorothy’s gift will remain intact in perpetuity, and the
interest it generates will pay for tuition, private voice
lessons, and other assistance with recipients’ voice
education and training.

A Family Tradition of Philanthropy
DOREEN GANDY WILEY, JOE WILEY,
GIGI AND ROBERT WOODS
Doreen Gandy Wiley has enjoyed many
adventures and overcome much adversity in her
life. She survived WWII in the Philippines
during the Japanese occupation and escaped
with her family to the United States. Here she
met and married her first husband Lou Gandy
and raised her family. Along the way, she
became a published poet and writer, earned a
master’s degree and enjoyed a long career at
PCC teaching English.
When Lou Gandy unexpectedly passed away
at the young age of 53, Doreen established a
scholarship to honor his memory and to
tangibly express the family’s shared commitment
to education. Doreen and her second
husband, Joe Wiley, supported the annual
scholarship award for a number of years. In
2006, together with Doreen’s daughter Gigi
Wood and Gigi’s husband, Robert Wood, they
decided to fully endow the Lou Gandy
Humanities Scholarship to ensure the scholarship
continues to be awarded in perpetuity.
Inspired by her mother’s philanthropy, Gigi
Wood, with Robert’s support, established the
Doreen Gandy Wiley Teaching and Writing
Endowed Scholarship as a surprise gift to
Doreen on her 80th birthday. This scholarship
17 Foundation Donors
gives tuition support to PCC students
preparing to follow Doreen’s footsteps into
a career in teaching or writing. The PCC
Foundation is deeply grateful to Doreen and
Joe, and Gigi and Robert for their personal
gifts, together with the matching gifts
received from Robert’s employer, Nike.
With two family scholarships at the
Foundation, their generosity will forever
touch generations of PCC students.
LOU GANDY HUMANITIES
SCHOLARSHIP
This scholarship honors bright minds like Lou Gandy’s – good students in
need of financial assistance to stay in college and pursue their academic
dreams. Lou was an avid reader and excellent scholar, receiving his humanities
degree from Stanford. While he made a successful living in the business
world in Oregon, his college education contributed in a significant way to
how he pursued high ideals and found new ways to work toward fresh and
creative solutions in work and life.

Financial Report
STATEMENT OF ACTIVITIES 2007- 08
2007-2008 was another excellent year for the PCC Foundation. In all, the
Foundation generated over $2.1 million in total revenue, and $1.7 million
raised in cash contributions. On top of cash donations, Foundation revenues
came from in-kind contributions and support from the college. The PCC
Foundation endowment grew to almost $2.7 million, a four percent increase
over the prior year.
Finally, with the assistance of two generous grants from the James F. and Marion
L. Miller and The Meyer Memorial Trust, the PCC Foundation
embarked on a capacity building effort by expanding its development staff;
improving back office infrastructure; and adding training for its board and
committee volunteers. The overall objective is to increase annual fund
revenue to almost $2 million by June 2010 and to grow the endowment fund
asset base.
