Instrument za tehničku pomoć infrastrukturnim projektima5Pod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"1 UvodOvaj izvještaj "Aktivnost" predstavlja prvirezultat Zadatka 2 koji se bavi pripremom tenderske dokumentacije zarehabilitaciju odlagališta "<strong>Vrtijeljka</strong>" za Projekat " č r ku ,transporta i tretma<strong>na</strong> otpada iz Pr c C r r m d r ši tender k d kum c r h b c u d š Vr k " u skladu saProjektnim zadatkom (Prilog 1).CiljeviCilj ovog Izvještaja je da se, <strong>na</strong>kon ažuriranja dostupnih podataka, identifikuje ia<strong>na</strong>lizira postoje e stanje <strong>na</strong> lokaciji "<strong>Vrtijeljka</strong>", kao i izbor relevantnihpodataka neophodnih za izradu idejnog rješenja, odnosno:Stanovništvo Cetinja (vremenske demografske varijacije),Podaci o generisanju čvrstog otpada (obim i sastav)Lokacija i karakteristike lokacije "<strong>Vrtijeljka</strong>" (podaci o lokaciji,topografija, geotehničke, hidrogeološke i meteorološke karakteristike)Postoje a situacija u upravljanju čvrstim otpadom <strong>na</strong> odlagalištuUticaj odlagališta <strong>na</strong> postoje u životnu sredinu (zagađenje podzemnihvoda, zagađenje površinskih voda, emisija deponijskih gasova,nekontrolisani požari, raznošenje sme a).Osnovne informacijeZa potrebe takve a<strong>na</strong>lize, Konsultant je sproveo sljede e aktivnosti:Istražni radovi <strong>na</strong> lokaciji (obilazak, topografska (Prilog 2) i geotehničkaistraživanja (Prilog 3))Korespodencija i intervjui sa predstavnicima opštine Cetinje i Javnogkomu<strong>na</strong>lnog preduze a (JKP) (vidjeti intervju i upitnik za odlagalište"<strong>Vrtijeljka</strong>", Prilog 4)Pregled prethodnih studija i postoje e dokumentacije.Struktura izvještajaU poglavlju 2 ovog Izvještaja, a<strong>na</strong>lizira<strong>na</strong> je postoje a dokumentacija.Poglavlje 3 daje kratak opis lokacije "<strong>Vrtijeljka</strong>" i sadašnjeg stanja, kao što sulokacija, i prirodni, klimatski, geološki uslovi. Poglavlje 4 kratko razmatrauticaje odlagališta <strong>na</strong> životnu sredinu. U poglavlju 5 su dati demografskaprocje<strong>na</strong> i obračun postoje eg obima i strukture čvrstog otpada pripremljeni odstrane Konsultanta, kao osnov za izradu idejnog projekta. Poglavlje 6 sumirazaključke koji su relevantni za dalju pripremu idejnog projekta..


Instrument za tehničku pomoć infrastrukturnim projektima7Pod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"sastavu generisanog čvrstog otpada za opštinu Cetinje, kao i podaci onesanitarnom odlagalištu <strong>Vrtijeljka</strong>.2.1.1 Demografski podaciVeoma je važno definisati demografske podatke, kako bi se mogli koristiti kaoosnova za projekcije generisanih količi<strong>na</strong> čvrstog komu<strong>na</strong>lnog otpada (ČKO).SIMPUČOLPUOIzvještaj o a<strong>na</strong>liziPodataci o projekcijama stanovništva dati su u Strategiji za implementacijuMaster pla<strong>na</strong> za upravljanje čvrstim otpadom (SIMPUČO) u Crnoj Gori..Strategija daje procjenu promjene stanovništva u centralnom regionu CrneGore, kojem Cetinje pripada, u vidu smanjenja; - 0,80% godišnje za period od2011. do 2014., i u vidu pove anja; + 0,81% godišnje, počev od 2015. godine.U Lokalnom pla<strong>na</strong> upravljanja otpadom (LPUO), rast broja stanovnika uopštini Cetinje procijenjen je <strong>na</strong> 0,81% godišnje.U Izvještaju o a<strong>na</strong>lizi (Zadatak 1) realizovanom u okviru projekta WB4-MNE-ENV-12F uzete su u obzir projekcije iz prethodnih studija i procijenjeno je dae 2013. godine opšti<strong>na</strong> Cetinje imati 16.490 stanovnika, dok e se 2014. blagosmanjiti <strong>na</strong> 16.358 stanovnika.2.1.2 Podaci o generisanju čvrstog otpadaPodaci o proizvedenim količi<strong>na</strong>ma čvrstog otpada u postoje im dokumentimaz<strong>na</strong>tno se razlikuju, kao što je ve kazano. Ove varijacije se odnose i <strong>na</strong>količine i <strong>na</strong> <strong>na</strong>čin prezentacije.SIMPUČOSMPUOStrategija za implementaciju Master plan za upravljanje čvrstim otpadom uCrnoj Gori pokazuje da je u Opštini Cetinje 2009. godine generisano 5.882 to<strong>na</strong>čvrstog otpada. Takođe, u pomenutom dokumentu se <strong>na</strong>vodi da je do 2009.deponovano 19.054 to<strong>na</strong> čvrstog otpada.U Strateškom master planu za upravljanje otpadom <strong>na</strong> republičkom nivou(SMPUORN) <strong>na</strong>vedeno je da je 2004. godin u Opštini Cetinje generisano 5,471to<strong>na</strong> čvrstog otpada i da je 3.999 to<strong>na</strong> tog otpada deponovano.LPUO U <strong>na</strong>crtu Lokalnog pla<strong>na</strong> upravljanja otpadom Prijestonice Cetinje 2011-2015(LPUO), tvrdi se da je u opštini Cetinje 2010. godine generisano 5.501 to<strong>na</strong>čvrstog otpada.LEAP U Lokalnom ekološkom akcionom planu (LEAP), <strong>na</strong>vodi se slede e:„Dnevno se odloži oko 140 m 3 čvrstog otpada, i to 30 m 3 presovanog sme a,60 m 3 rasutog kontejnerskog sme a i 50 m 3 sme a <strong>na</strong> divljim lokacijama. Čvrstiotpad se odlaže <strong>na</strong> nesanitarnoj deponiji koja se <strong>na</strong>lazi <strong>na</strong> lokaciji Vrtijeljkaudaljenoj od grada šest kilometara.”UpitnikNa osnovu odgovora predstavnika JKP Cetinje <strong>na</strong> pitanja iz upitnika koji jepripremio Konsultant za potrebe ovog izvještaja, utvrđeno je da količi<strong>na</strong>prikupljenog čvrstog otpada iznosi oko 100 m 3 dnevno, dok količi<strong>na</strong> otpada.


Papir ikartonStakloMetalPlastikaTekstilOrganskiotpadOstali otpadInstrument za tehničku pomoć infrastrukturnim projektima8Pod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"deponovanog <strong>na</strong> nesanitarno odlagalište "<strong>Vrtijeljka</strong>" 2011. godine iznosi oko10.000-14.000 to<strong>na</strong>.Izvještaj o a<strong>na</strong>liziIzvještaj o a<strong>na</strong>lizi ( adatak 1) takođe se odnosi <strong>na</strong> podatke dobijene od JKP-a,koji govore da je 2011. godine <strong>na</strong> uslužnom području opštine Cetinjeprikupljeno 12.000-14.000 to<strong>na</strong> čvrstog otpada. U izvještaju je takođe <strong>na</strong>vedenoda gore <strong>na</strong>vedeni iznosi obuhvataju i građevinski otpad koji, pod normalnimuslovima, ne bi trebalo da bude prihva en <strong>na</strong> opštinskom odlagalištu čvrstogotpada.2.1.3 Podaci o sastavu čvrstog otpadaPodaci o sastavu čvrstog otpada su predstavljeni u SMPUO i LPUO,uključuju i i projekcije po periodima. (prosjek za CG) 18% 8% 4% 12% 5% 28% 25%LPUO Cetinje, 2011. 17% 7% 4% 10% 5% 25% 32%LPUO Cetinje, 2015. 20% 9% 5% 13% 5% 25% 23%Izvor: SMPUO i LPUO2.1.4 Podaci o odlagalištu "<strong>Vrtijeljka</strong>"Ve i<strong>na</strong> postoje e dokumentacije ne sadrži nikakve podatke koji bi mogli bitirelevantni za preciznu identifikaciju i opis nesanitarnog odlagališta "<strong>Vrtijeljka</strong>".LEAPIzvještaj opostoje em stanju imogu nostima zaodlaganje ČKO <strong>na</strong>lokaciji "<strong>Vrtijeljka</strong>"U Lokalnom ekološkom akcionom planu (LEAP) kaže se: „Uslovi <strong>na</strong> deponijine zadovoljavaju ni minimum ekoloških standarda, jer deponija nije ograđe<strong>na</strong>,nema rampu za kontrolu i <strong>na</strong>platu. Mjesečno je za tamponiranje potrebno 100-150 m tampo<strong>na</strong>, često otpad gori, ne postoji rasvjeta, niti hidroizolacija,pristupni put je uzak i ošte en”.U izvještaju o postoje em stanju i mogu nostima za odlaganje čvrstogkomu<strong>na</strong>lnog otpada <strong>na</strong> lokaciji "<strong>Vrtijeljka</strong>", pripremljenom od strane Dr.Refika ejnilovi a 2007. godine, primje eno je da lokacija zagađuje životnusredinu <strong>na</strong> sljede e <strong>na</strong>čine:agađenje vazduha: prouzrokovano je širenjem prašine i neprijatnih mirisa.


Instrument za tehničku pomoć infrastrukturnim projektima9Pod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"agađenje zemljišta (direktno i indirektno): direktan uticaj <strong>na</strong> zagađenjezemljišta kroz čvrsti otpad odložen <strong>na</strong> lokaciji. Kvalitet zemljišta jeugrožen supstancama iz komu<strong>na</strong>lnog čvrstog otpada.agađenje vode (i podzemnih i površinskih voda): uzrokovano jeprocjednim vodama koje mogu doprijeti do izvora ijeke Crnojevi a.Štaviše, u izvještaju je takođe dat sljede i komentar: „Kako se neposrednopored lokacije otvorenog smetlišta <strong>na</strong>lazi privatni objekat to je neophodnoriješiti imovinsko-pravne odnose sa vlasnicima, koji su u toku razgovora sapodnosiocima ovog izvještaja iskazali spremnost <strong>na</strong> dogovor sa Opštinom”.


Instrument za tehničku pomoć infrastrukturnim projektimaPod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"103 Podaci o lokaciji stanje postojeće lokacije3.1 LokacijaNesanitarno odlagalište <strong>Vrtijeljka</strong> u Prijestonici Cetinje koriš eno je zaodlaganje čvrstog otpada od 1987.godine, a urbanističkim planom iz 1990.definisano je kao lokacija za odlaganje čvrstog otpada.Topografija 1Odlagalište se <strong>na</strong>lazi u blizini brda <strong>Vrtijeljka</strong>, udaljenog od Cetinja 5,7 km,blizu magistralnog puta Cetinje-Budva.Prosječ<strong>na</strong> <strong>na</strong>dmorska visi<strong>na</strong> tere<strong>na</strong> <strong>na</strong> lokaciji odlagališta je 700-800 m. Instrument za tehničku pomoć infrastrukturnim projektimaPod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"113.2 Prirodne karakteristike 2Cetinjsko polje je formira<strong>na</strong> u istočnom kraško-kontinentalnom podnožjuplanine Lov en, čiji <strong>na</strong>jviši vrhovi su Štirovnik (1.749 mnm) i Jezerski vrh(1.660 mnm) <strong>na</strong> kojem je izgrađen mauzolej Petra II Petrovi a jegoša.Cetinjsko polje je okruženo golim krečnjačkim brdima sa strmim padi<strong>na</strong>ma.Izuzetno kraški teren uslovio je formiranje nekoliko pe i<strong>na</strong> <strong>na</strong> ivici Cetinjskogpolja. Ove pe ine su formirane od podzemnih ka<strong>na</strong>la, komora i sala sa bogatimspeleološkim ukrasima. Plato <strong>na</strong>kojem se <strong>na</strong>lazi odlagališta izdvaja se veličinom (100,0 m širine i 120,0 mdužine), sa dvije padine od kojih se jed<strong>na</strong> pruža ka istoku, a druga ka jugu sa<strong>na</strong>gibima od 35 do 45 stepeni. Visi<strong>na</strong> ove lokacije je od 720 m do 760 m<strong>na</strong>dmorske visine.Teren šireg istraživanja obuhvata formacije Gornjeg trijasa (T3) poput dolomitskogkrečnjaka i masivnih krečnjaka, postepeno formirane iz Ladinskih (T22)krečnjaka sa rožnjacima. Dolomitski krečnjaci i dolomiti su široko rasprostranjeni<strong>na</strong> ovom području prema jugu, od Cetinja ka Vrelima i Očini ima. Dolomitise uglavnom <strong>na</strong>laze u zbijenim <strong>na</strong>slagama (banks), rijetko se <strong>na</strong>laze u slojevimai nijesu masivni, smjenjuju i se povremeno sa domi<strong>na</strong>ntnim krečnjacima.Blokovi su razdvojeni, ali bez vidljivog kontinuiteta.ajmlađi, Kvartarni <strong>na</strong>nosi/sedimenti sastoje se od deluvijalne (dl), crvenegline koja se pretežno može vidjeti u depresijama i ponorima, a rijetko <strong>na</strong>površini tere<strong>na</strong>. Pukotine i pe ine u krečnjaku su pune crvene gline i finih<strong>na</strong>slaga. Duboke pukotine <strong>na</strong> ovom području su mapirane, i uglavnom seprostiru u pravcu sjeverozapad- jugoistok što je ujedno i pravac seizmičke aktivnosti.Hidrogeološkekarakteristike tere<strong>na</strong>a osnovu hidrogeoloških karakteristika i funkcija tere<strong>na</strong>, veoma dobro su prikazanevodopropusne stijene i kompleksi.Kao propustljive stijene pukotinskog kraškog poroziteta tere<strong>na</strong>, možemo izdvojitisve karbo<strong>na</strong>tne stijene sa izuzetkom čvrstih dolomita koji se rijetko pojavljuju.Intenzivno mehaničko odvajanje i stepen karstifikacije ukazuju da preovladavakraški porozitet i takvi su tereni bez površinskih voda. Teren koji sesastoji od veoma vodopropusnih stije<strong>na</strong> formira razbacane/raštrkane kraške izdani.a istražnom prostoru mogu se vidjeti pukotine, pe ine i depresije, kojeobično prate pukotine. One su glavne propusne zone <strong>na</strong> lokaciji.Voda koja pada <strong>na</strong> zemlju brzo, kroz mrežu otvorenih pukoti<strong>na</strong>, pe i<strong>na</strong> i jamainfiltrira se duboko u zemlju. a velikoj dubini, formiraju se raštrkani kraškiizdani. Pražnjenje ovih izda<strong>na</strong> vrši se kroz izvor ijeke Crnojevi a (Obodskiizvor). Baza karstifikacije je veoma duboka u ovom dijelu tere<strong>na</strong>, skoro donivoa Skadarskog jezera. Deluvijal<strong>na</strong> gli<strong>na</strong> sa drobinom je klasifikova<strong>na</strong> kaostije<strong>na</strong> niske propustljivosti sa intergranularnom i kapilarnom poroznoš u. jihovadistribucija <strong>na</strong> površini je minimal<strong>na</strong>, i oni nemaju z<strong>na</strong>čajan uticaj <strong>na</strong>hidrogeološke karakteristike tere<strong>na</strong>.Seizmičnost tere<strong>na</strong>Prema karti seizmičkog mikro-zoniranja urbanog područja Cetinja sa IvanovimKoritima, jegušima i ijekom Crnojevi a, ova lokacija je dio seizmičkog.

Tipični rezultati koji identifikuju situaciju <strong>na</strong>lokaciji su dati ispod.Životni vijekPodručjePrikupljeni čvrsti otpad u opštini Cetinje se odlaže svakog da<strong>na</strong> <strong>na</strong> nesanitarnoodlagalište “<strong>Vrtijeljka</strong>”, koje se koristi za tu svrhu ve 25 godi<strong>na</strong>.Lokacija “Vrtijeljke” je stjenovita i ima otežan pristup, te stoga nije koriš e<strong>na</strong>za neku drugu <strong>na</strong>mjenu prije nego što je počela da se koristi kao nesanitarnoodlagalište. Lokacija je okruže<strong>na</strong> rastinjem i slabom vegetacijom.Površi<strong>na</strong> Nesanitarno odlagalište ima površinu prekrivenu sme em od približno 16.300m 2 , što se može videti <strong>na</strong> topografskoj podlozi koja je snimlje<strong>na</strong> u avgustu2012. godine.Okol<strong>na</strong> <strong>na</strong>seljaInfrastrukturaStrujaajbliže <strong>na</strong>selje se <strong>na</strong>lazi <strong>na</strong> oko 500 metara udaljenosti od nesanitarnogodlagališta, ali <strong>na</strong>jbliži objekat (privat<strong>na</strong> štala) je <strong>na</strong> oko 100 metara udaljenostiod lokacije i nije u upotrebi.Nema komu<strong>na</strong>lnih ili infrastrukturnih instalacija <strong>na</strong> lokaciji, osim nedavnopostavljene javne rasvjete.Dalekovod se <strong>na</strong>lazi blizu ulaza nesanitarne deponije, sa kablovima koji seprotežu iz<strong>na</strong>d parcele nesanitarnog odlagališta i nije povezan <strong>na</strong> energetskumrežu. Međutim, uzimaju i uobzir karakteristike topografije, nesanitarno smetlište je praktično nedostupnoiz drugih pravaca osim ulaza.Ulaz je opremljen malom kapijom i stražarskom ku icom, ali je visi<strong>na</strong>postoje e ulazne kapije manja od 2 metra, što nije adekvatano. Stražarskaku ica nije opremlje<strong>na</strong> potrebnim sanitarnim instalacijama. Sabijanje čvrstog otpada se vrši bagerom, valjakse ne koristi.Čvrsti otpad se pokriva zemljom 5 do 8 puta u mjesec da<strong>na</strong>, a deblji<strong>na</strong> slojavarira od 0,5 do 1,5 metara. Materijal koji se koristi za prekrivanje je uglavnomzemlja, ali i građevinski otpad, a s vreme<strong>na</strong> <strong>na</strong> vrijeme i izlomljen kamen.epropusni sloj nije postavljen <strong>na</strong> dnu odlagališta te se stoga čvrsti otpadodlaže direktno <strong>na</strong> tlo. Tlo je propusno, a sve otpadne vode i filtrati iz otpadaidu direktno u zemlju predstavljaju i <strong>na</strong> taj <strong>na</strong>čin direktnu prijetnju zagađenjupodzemnih voda. Lokacija nije zašti e<strong>na</strong>/okruže<strong>na</strong> dre<strong>na</strong>žnimka<strong>na</strong>lima koji bi spriječili dopiranje vode iz uzvodnog pravca, što pove avakoličinu otpadnih voda <strong>na</strong>stalih <strong>na</strong> tijelu nesanitarne deponije.Slika 8 Od š “Vr k ”, čvr otpad sa i bez prekrivkeIzvor: Arhiva konsultantaEmisija gasovaRecikliranjePristupni putNesanitarno odlagalište nema sistem za prikupljanje gasova, zbog čega dolazido požara. Iz tog razloga, emisija gasova sa odlagališta je začajno smanje<strong>na</strong>, amože se očekivati manja količi<strong>na</strong> gasa u tijelu deponije. Fotografija požara jeprikaza<strong>na</strong> <strong>na</strong> slici 9.Sakupljači otpad prisutni su s vreme<strong>na</strong> <strong>na</strong> vrijeme <strong>na</strong> nesanitarnom odlagalištu,a prikupljaju materijale koji se mogu reciklirati. Količi<strong>na</strong> recikliranog čvrstogotpada <strong>na</strong> ovaj <strong>na</strong>čin je veoma mala, pa se može smatrati i zanemarljivom kadase radi o smanjenju količine odloženog čvrstog otpada.Pristupni put je dug oko 500 m i širok 4 m, sa pojedinim djelovima širokim od6 do 7 m. Ove izdani se prazne kroz izvor ijeke Crnojevi a, uz mogu nost daprenose zagađenje sa odlagališta <strong>na</strong> ovaj izvor. Stoga je od vitalnog z<strong>na</strong>čajasprovođenje mjera ublažavanja koje e spriječiti infiltraciju vode sa odlagalištau podzemne vode.4.2 Zagađenje površinskih vodaKako nema površinskih voda u blizini nesanitarnog odlagališta “<strong>Vrtijeljka</strong>”,nisu predviđeni nikakvi uticaji <strong>na</strong> tokove površinskih voda.4.3 Emisija gasova sa odlagalištaa lokaciji "<strong>Vrtijeljka</strong>" nema sistema kontrole koji bi pružio precizne podatkeo emisiji gasova <strong>na</strong> odlagalištu. a osnovu pretpostavki vezanih za raniji čvrstiotpad <strong>na</strong> Cetinju, <strong>na</strong> osnovu podataka dobijenih od JKP-a, te <strong>na</strong> osnovu posjetalokaciji i zatečenog stanja, Konsultant je <strong>na</strong>pravio model stvaranja gasova <strong>na</strong>osnovu koga procjenjuje emisiju gasova. ezultati ovog proraču<strong>na</strong> su prikazaniu Dodatku 5..

Takođe je pretpostavljeno i da se dio <strong>na</strong>stalog gasa<strong>na</strong>lazi i dalje unutar tijela nesanitarnog odlagališta, a može biti oslobođen u bilokoje vrijeme zbog <strong>na</strong>nošenja/raspoređivanja čvrstog otpada. Očigledno je da,čvrsti otpad, koji je odložen u posljednjih nekoliko godi<strong>na</strong>, još uvijek stvaraštetne gasove, ali i čvrsti otpad koji e se odlagati do zatvaranja nesanitarnogodlagališta e takođe doprinijeti stvaranju štetnih gasova. Stoga, procijenje<strong>na</strong>količi<strong>na</strong> proizvedenog štetnog gasa mora biti prikuplje<strong>na</strong> i obrađe<strong>na</strong> odgovarajuim sistemom prikupljanja gasova.4.4 Nekontrolisani požariBudu i da ne postoji sistem za prikupljanje gasova i da se dnevne prekrivkepreko tijela deponije primjenjuju veoma neorganizovano, uobičaje<strong>na</strong> je pojavanekontrolisanih požara.Zbog pojave nekoliko uzastopnih požara ove godine, ulaz <strong>na</strong> nesanitarno odlagališteje osvijetljen i čuvar je angažovan 24 časa dnevno.Kako bi se ublažio ovaj negativan uticaj, sistem za prikupljanje gasova morabiti obezbijeđen i opremljen odgovaraju im instalacijama za kontrolisano ispuštanjegasova.4.5 Raznošenje smećaLokacija nesanitarnog odlagališta "<strong>Vrtijeljka</strong>" je praktično okruže<strong>na</strong> sa svihstra<strong>na</strong> visokim brdima i prevladavaju i vjetar je prilično nizak. Stoga,raznošenje sme a sa nesanitarnog odlagališta nije z<strong>na</strong>čajno.Međutim, zbog neadekvatnog zbijanja čvrstog otpada i neredovnog prekrivanjatijela čvrstog otpada, kao i zbog nedostatka ograde oko nesanitarnogodlagališta, male količine sme a, koje je vjetar oduvao sa nesanitarnog odlagalištamogu biti primije ene u okoloni. Koriš enje prekrivnog sloja, uskladu sa propisima, e spriječiti ovaj negativni uticaj..

Dakle, u daljimizraču<strong>na</strong>vanjima, smatra e se relevantnim podaci verifikovani i predstavljeniu adatku 1 Izvještaj o a<strong>na</strong>lizi.Priprema idejnog rješenja, kao sljede i korak ovog projekta, bi e preduzeta <strong>na</strong>konšto se odobri ovaj izvještaj o trenutnoj situaciji, stoga e se podaciprikupljeni u daljem tekstu iskoristiti za dalja izraču<strong>na</strong>vanja koja e predstavljatibazu za Idejno rješenje za rehabilitaciju odlagališta “<strong>Vrtijeljka</strong>”.5.1 <strong>A<strong>na</strong>liza</strong> stanovništvaDemografski podaci veoma su važni za razumijevanje i predviđanje proizvodnječvrstog otpada. S druge strane, budu i da nije bilo sistematske evidencije opodacima o čvrstom otpadu odloženom <strong>na</strong> nesanitarnom odlagalištu, i kako bise utvrdio iznos odloženog čvrstog otpada i izraču<strong>na</strong>la proizvodnja gasa u tijelunesanitarnog odlagališta i trenutni status emisije gasova sa odlagališta, bilo jepotrebno utvrditi podatke o stanovništvu za proteklo razdoblje. Ovi podaci suuzeti iz popisa izvršenih do sada.Prema podacima popisa iz 2011, u opštini Cetinje ima 16.757 stanovnika što je2,67% ukupne populacije Crne Gore. Grad Cetinje ima 13.991 stanovnika. Naosnovu podataka iz 1948., <strong>na</strong> Cetinju se broj stanovnika smanjio sa 25.000 <strong>na</strong>16.750 stanovnika. Izmedju dva popisa stanovništva 1991 i2011, broj stanovnika Cetinja opao je za 3.550. Paralelno sa Strategijom za implementacijuMaster pla<strong>na</strong> za upravljanje čvrstim otpadom, pretpostavlja se dae se ovaj negativni trend <strong>na</strong>staviti do 2014. godine, pos topi od -0,8%godišnje.Takodje je očigledno da se i struktura populacije z<strong>na</strong>čajno promijenila, a primjet<strong>na</strong>je i migracija ruralnog stanovništva. Prema popisu iz 2011. godine, samo16,51% populacije živjelo je <strong>na</strong> seoskim područjima opštine Cetinje, u poređenjusa 64% zabilježenih 1948. godine.5.2 Karakteristike čvrstog otpadaOd početka koriš enja nesanitarne deponije, nema evidencije o odloženomčvrstom otpadu, te stoga, ne postoje službeni podaci o količini čvrstog otpada<strong>na</strong> nesanitarnomodlagalištu <strong>Vrtijeljka</strong>.S obzirom da do sada praksa recikliranja, odnosno implementacija separacijeizvora reciklabilnog čvrstog otpada, nije bila efikasno organizova<strong>na</strong> u opštiniCetinje pretpostavlja se da su sve vrste proizvedenog čvrstog otpada odložene<strong>na</strong> nesanitarnom odlagalištu "<strong>Vrtijeljka</strong>" s nez<strong>na</strong>tnom količinom koju su recikliralisakupljači sekundarnih sirovi<strong>na</strong>.Godine 2011., <strong>na</strong>kon stupanja <strong>na</strong> s<strong>na</strong>gu Zako<strong>na</strong> o upravljanju otpadom (Sl. ListRCG, broj 64/2011) i drugih relevantnih zako<strong>na</strong>, odlaganje specifičnog čvrstogotpada <strong>na</strong> nesanitarno odlagalište “<strong>Vrtijeljka</strong>” je zaustavljeno (poput dotrajalihvozila, otpad od električne i elektronske opreme, baterije i istrošeni akumulatori,otpad<strong>na</strong> ulja, otpadne gume, i druge slične vrste otpada).Opasni otpad i medicinski otpad nekada se skupljao i odlagao <strong>na</strong> lokaciji nesanitarnogodlagališta, kao i industrijski otpad, koji bi mogao da se okarakterišekao kompatibilan sa komu<strong>na</strong>lnim čvrstim otpadom.Građevinski otpad se dijelom odlaže <strong>na</strong> nekoliko manjih nekontrolisanih nesanitarnihodlagališta, a dijelom ga koristi JKP Cetinje kao svakodnevni pokrivnimaterijal <strong>na</strong> odlagalištu "<strong>Vrtijeljka</strong>".Sastav otpadaa osnovu zaključaka predstavljenih u poglavlju 2, Konsultant je <strong>na</strong>pravioizbor podataka o sastavu čvrstog otpada koji e se smatrati relevantnim za daljeproračune. Prihva eni podaci predstavljeni su u sljede oj tabeli..

Proračun konsultanta o količini (masi) odloženog otpada i prosječnojgustini čvrstog otpada.5.3.1 Pristup 1 – Modeliranje deponijeDa bi izraču<strong>na</strong>o količinu čvrstog otpada odloženog <strong>na</strong> odlagalište "<strong>Vrtijeljka</strong>",konsultant je sproveo model postoje eg otpada pomo u dvije graničnepovršine:Modeliranje gornje površine – <strong>na</strong> osnovu topografskog istraživanja, iModeliranje donje površine (donji sloj deponije – postoje i podzemninivoi) – <strong>na</strong> osnovu zaključaka "Geotehničkog istraživanja"Izraču<strong>na</strong>to je da razlika između gornje i donje površine iznosi 99.300 m 3 što jeekvivalentno količini deponovanog čvrstog otpada <strong>na</strong> lokaciji "<strong>Vrtijeljka</strong>" uperiod od 1987. do avgusta 2012. godine.5.3.2 Pristup 2 – ProračuniU cilju procjene količine čvrstog otpada <strong>na</strong> lokaciji potrebno je da se procijenikoliči<strong>na</strong> (masa) i prosječ<strong>na</strong> gusti<strong>na</strong> deponovanog materijala.Proračun o količini čvrstog otpada izvršen je <strong>na</strong> osnovu podataka o brojustanovnika i specifične količine čvrstog otpada po stanovniku.Prosječ<strong>na</strong> gusti<strong>na</strong> tijela deponije zavisi od sastava čvrstog otpada i količine ivrste inertnog materijala koji se koristi za svakodnevni površinski sloj, ali ta-.


Instrument za tehničku pomoć infrastrukturnim projektimaPod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"24kodje i od procesa slijeganja materijala, budu i da je odlagan tokom dužegvremenskog perioda.Ko<strong>na</strong>čno slijeganje je proces koji se sastoji od početno-neposrednog slijeganja,primarne konsolidacije i sekundarne kompresije.Slijeganje čvrstog otpadaTreba <strong>na</strong>pomenuti da za razliku od prirodnog tla, u kojoj se ve i<strong>na</strong> slijeganjadešava u početnoj i primarnoj fazi konsolidacije, slijeganje materijala čvrstogotpada dešava se tokom cijelog radnog vijeka deponije, i glavni efekti slijeganjasu sekundarne kompresije. azlog za to leži u činjenici da sekundar<strong>na</strong> kompresijaobuhvata sve "skrivene" efekte uključuju i i one povezane sa degradacijom,kako hemijskom tako i biološkom. Efekti sekundarne kompresije mogu smanjitideponiju do 25-40% prvobitne visine i zapremine. Sekundar<strong>na</strong> kompresijauglavnom zavisi od vreme<strong>na</strong>.Gusti<strong>na</strong> čvrstog otpadaGovore i o "Vrtijeljci", procjenjuje se da slijeganje čvrstog otpada od maksimum37 % treba uzeti u obzir za prve deponovane slojeve, sa postepenimsmanjivanjem do posljednjih godi<strong>na</strong> upotrebe, gdje ne bi trebalo očekivatiz<strong>na</strong>čajnije efekte slijeganja. Budu i da čvrsti otpad nije zbijen upotrebom prese,ve upotrebom bagera sa kašikom, postignuta gusti<strong>na</strong> sabijenog čvrstog otpadase procjenjuje <strong>na</strong> 0,5 t/m 3 .Gusti<strong>na</strong> čvrstog otpada zavisi od sastava, sadržaja vlažnosti i procenta mineralnihsastojaka. Instrument za tehničku pomoć infrastrukturnim projektimaPod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"276 Zaključaka osnovu a<strong>na</strong>lize podataka iz postoje e dokumentacije i a<strong>na</strong>lize podatakaprikupljenih sa nesanitarne deponije i od predstavnika Opštine Cetinje, za daljupripremu Idejnog rješenja za rehabilitaciju smetlišta, sljede i zaključci se smatrajuvalidnim:a) Prema podacima sa popisa iz 2011. godine, Opšti<strong>na</strong> Cetinje ima 16.757stanovnika od čega 13.991 živi <strong>na</strong> gradskom području.b) Promje<strong>na</strong> populacije za period od 2011. do 2014. iznosi -0,8 %, <strong>na</strong> osnovuodobrenog adatka 1 Izvještaj o a<strong>na</strong>lizi.c) Količi<strong>na</strong> čvrstog otpada iznosi 0,80 kg/stan./dan, <strong>na</strong> osnovu odobrenogadatka 1 Izvještaj o a<strong>na</strong>lizi.d) Sastav čvrstog otpada za centralni region Crne Gore, koji uključuje opštinuCetinje,predstavljen je u Tabela 8, <strong>na</strong> osnovu odobrenog Zadatka 1 Izvještajo a<strong>na</strong>lizi.e) Proširenje usluga prikupljanja čvrstog otpada za kratkoročni period (2005-2009) projektovano je kao:­ <strong>na</strong> gradskim područjima, postepeno pove anje sa 85% <strong>na</strong> 92%;­ <strong>na</strong> seoskim područjima (za populaciju od preko 190 stanovnika)postepeno pove anje sa 15% <strong>na</strong> 27%.f) Proširenje usluga prikupljanja čvrstog otpada za srednjoročni period (od2010 do 2014) projektovano je kao:­ <strong>na</strong> gradskim područjima, postepeno pove anje sa 93,3% <strong>na</strong> 100%;­ <strong>na</strong> seoskim područjima (za populaciju od preko 190 stanovnika)postepeno pove anje sa 48,3 % <strong>na</strong> 75 %;g) Nesanitarno odlagalište <strong>Vrtijeljka</strong> zauzima površinu od oko 16.300 m 2 , <strong>na</strong>osnovu rezultata topografskog istraživanja sprovedenog u avgustu 2012.godine. Do rehabilitacije, odlagalište e <strong>na</strong>staviti sa radom. Međutim, očekujese da e novi čvrsti otpad biti deponovan <strong>na</strong> vrh nesanitarnog odlagališta,a ne sa strane..


Instrument za tehničku pomoć infrastrukturnim projektimaPod-projekat: WB4-MNE-ENV-12 F: <strong>A<strong>na</strong>liza</strong> <strong>na</strong>či<strong>na</strong> prikupljanja, transporta i tretma<strong>na</strong> otpada iz prijestonice Cetinje i priprema idejnogrješenja i tenderske dokumentacije za rehabilitaciju odlagališta "<strong>Vrtijeljka</strong>"28h) a osnovu zaključaka geotehničkog izvještaja pripremljenog u septembru2012, površi<strong>na</strong> vrha nesanitarnog odlagališta je 100 m širine i 120 mdužine, sa dvije padine, jednom <strong>na</strong> istoku i drugom <strong>na</strong> jugu, <strong>na</strong>giba 35º do45º.i) Količi<strong>na</strong> čvrstog otpada deponovanog <strong>na</strong> nesanitarnom odlagalištu “<strong>Vrtijeljka</strong>”do avgusta 2012. procjenjuje se <strong>na</strong> približno 99.500 m 3 .j) Očekuje se da e se do kraja 2013. (završne godine) zapremi<strong>na</strong> tijela nesanitarnogodlagališta pove ati do približno 112.500 m 3 , uzimaju i u obzirčvrsti otpad iz Opštine Cetinje.k) “<strong>Vrtijeljka</strong>“ treba da se zatvori i rehabilituje implementacijom svih neophodnihmjera definisanih EU Direktivama i crnogorskim zakonodavstvomdatim ispod:­ Direktiva o otpadu 2008/98/EC;­ Direktiva o deponiji otpada 1999/31/EC;­ Pravilnik o bližim karakteristikama lokacije, uslovima izgradnje, sanitarno-tehničkimuslovima, <strong>na</strong>činurada i zatvaranjadeponije za otpad,stručnojspremi, kvalifikacijama rukovodioca deponije i vrstamaotpada i uslovima za prihvatanjeotpada <strong>na</strong> deponiji(Službeni list CrneGore, 84/2009 i 46/2011);­ akon o upravljanju otpadom (Službeni list Crne Gore, 64/2011);­ Zakon o uređenju prostora i izgradnjiobjekata (Službeni list CrneGore, 51/08, 40/10, 34/11, 40/11 i 47/11)..

WB4-MNE-ENV-12 Component F6 / 171 BackgroundMontenegro has entered into a fi<strong>na</strong>nce agreement with the European Investment Bank(EIB) for the implementation of the “Montenegro Solid Waste” project (the Project).The total investment under the Project is estimated to be approximately EUR54,000,000 for the benefit of municipalities throughout Montenegro.The Government of Montenegro, the Beneficiary, has established a Project ImplementationUnit (PIU) for the purposes of implementing the project. The PIU is the Natio<strong>na</strong>lProject Implementation Unit in the Field of Commu<strong>na</strong>l Services and Environment(PROCON). The Project will benefit from Technical Assistance under the WesternBalkan Investment Framework (WBIF), which will be directed initially towards specificoutputs to mobilise projects or specific components of identified projects.The Government of Montenegro passed, in 2005, the Strategic Master Plan for SolidWaste and in 2007 the Natio<strong>na</strong>l Waste Ma<strong>na</strong>gement plan (February 2008), which envisagethe construction of seven regio<strong>na</strong>l sanitary landfills for the needs of all 21 municipalities,recovery of the existing dumpsites, procuring equipment and machinerywith the aim of a better level of equipment of the public utility service companies andfor resolving the issues of hazardous waste disposal.2 Overall ObjectiveThe overall objective of the Project is to develop EU-standard Integrated Sustai<strong>na</strong>bleSolid Waste Ma<strong>na</strong>gement in Montenegro, as defined in the Natio<strong>na</strong>l Strategic MasterPlan adopted in 2005. The Project concerns inter alia the construction of new sanitarylandfills, recycling and composting facilities, including the implementation of the firstdisposal cells of up to 5 new inter-municipal sanitary landfills, with transfer, recyclingand composting facilities, as well as the rehabilitation of existing dumpsites.Under the Project, ToRs for separate components will be drafted which can be implementedby different resources and with varying durations.3 Specific objectives and purposeThe general objective of this Component is the provision of an adequate waste ma<strong>na</strong>gementsystem in the Municipality of Cetinje.The specific objectives of this Component are:to prepare an a<strong>na</strong>lysis of the way of collection, transport and treatment of wastefrom the Old Royal Capital of Cetinje;to prepare the conceptual design and tender documents for necessary infrastructurecomponents as i.e. the construction of a transfer station;to prepare the conceptual design and tender documents for the rehabilitation of theexisting dumpsite “Vrteljka”WB4-MNE-ENV-12F-ToR_Cetinje-Ver2-20120430


WB4-MNE-ENV-12 Component F7 / 174 Specific background and information4.1 BackgroundCetinje, the Old Royal Capital of Montenegro, is located in a karst area, at an altitudeof 640-750 m. It lies at a distance of 10-12 km from the Adriatic Sea, the Bay of Kotorand Skadar Lake. The Municipality of Cetinje covers an area of about 900 km 2According to the latest population census of 2009 (Monstat – Statistical Office), theMunicipality of Cetinje has about 18,000 inhabitants (including the 3,000 inhabitants inthe villages). According to the Republic-Level Solid Waste Strategic Master Plan, thetotal municipal solid waste generation is about 5,500 Ton /year. There are no significantseparate collection and recycling activities.The municipal solid waste of the Old Royal Capital Cetinje is presently disposed in thedumpsite “<strong>Vrtijeljka</strong>” but this dumpsite does not meet the requirements of the EU andMontenegrin legislation. WB4-MNE-ENV-12 Component F8 / 174.4 Risks and AssumptionsAccording to the Waste Ma<strong>na</strong>gement Plan 2008 – 2012, a transfer station needs to beconstructed in Cetinje to facilitate the transport of the waste to the “Livade” landfill. Itis assumed that a transfer station is indeed the most cost and environmentally effectivesolution for disposing the waste at the “Livade” landfill. If the a<strong>na</strong>lysis demonstratesthat this not the case, the Consultant is required to provide alter<strong>na</strong>tives.For the rehabilitation as well as for the construction of the transfer station, it is expectedthat Environmental Impact Assessment Studies need to be prepared. The decisionwhether indeed an EIA study is required is made by the Environmental Protection Agencybased on a request for decision from the investor(s).5 Detailed Tasks and deliverables5.1 Task 1 A<strong>na</strong>lysis5.1.1 Activity 1.1: A<strong>na</strong>lysis of the options for way of collection,transport and treatment of municipal wasteThe purpose of this task is to prepare an a<strong>na</strong>lysis for the need for a transfer station to beestablished in Old Royal Capital of Cetinje to transport municipal solid waste from theOld Royal Capital of Cetinje to the regio<strong>na</strong>l landfill “Livade” of Podgorica, and to a<strong>na</strong>lysealter<strong>na</strong>tives in terms of treatment of waste (collection and recycling of waste).The study shall include economic, fi<strong>na</strong>ncial and environmental factors in determiningthe need for a transfer station and options for collection and recycling of the waste, andcompare two or three different options for transport of municipal solid waste from Cetinjeto the Livade landfill including, inter alia:Direct haul by compaction collection trucks,Reloading into open semitrailers without compaction (directly or via floor/dozer),Reloading via hopper into compacting containers and transport via truck,Bailing and transport by truck.The cost comparisons shall be expressed as total capital and operating costs over a 20-year period (NPV, applying a discount rate per annum in accordance with the Montenegrinlegislation).Environmental concerns to be included in the study are inter alia:CO 2 emissionsNO X emissionsNumber of transportsNoise/dust/odourLitteringWB4-MNE-ENV-12F-ToR_Cetinje-Ver2-20120430


WB4-MNE-ENV-12 Component F9 / 17Waste quantities should be based on data on present waste generation of municipal solidwaste, derived from the documents listed in 4.2 and estimates of future waste generationfor an equal number of years as the lifetime of the investment with the longesteconomic lifetime. This includes estimates of future quantities of waste recycled orotherwise disposed of by methods other than landfilling at Livade landfill. The estimateshall also include waste from the <strong>Vrtijeljka</strong>” dumpsite, if the decision is to move thewaste as the preferred option for rehabilitation (see section5.2.2).The Consultant will prepare a report comparing the different methodologies and criteriafor choices together with a recommendation for the best option.The report and recommendations shall be discussed and approved by PROCON and theOld Royal Capital of Cetinje before the following phases of the project continues.5.1.2 Activity 1.2: Siting and conceptual design of the preferredoption for a transfer stationIn case the preferred option is a transfer station (and not direct haul of waste in collectiontrucks), conceptual design of the transfer station shall be carried out. This includesinter alia:Site identification and a<strong>na</strong>lysis of site considerations (e.g. traffic patterns, distanceto primary road network, environmental considerations, and others),Acceptance of site by Municipality of Cetinje,Obtaining of urban-technical conditions and other preconditions and requirementsform the authorities for obtaining building permit,Conceptual design, including, but not necessarily limited to:o Overall layouto Access road (principles and simple cross section)o Equipmento Soil, earth and concrete work as requiredo Fencing, gate, weight bridge and otherso Operations and mainte<strong>na</strong>nceo Cost estimateIf the result of the a<strong>na</strong>lysis under Task 1 indicates that the most economical and fi<strong>na</strong>nciallyand environmentally feasible option is direct haul by compacting trucks, the followingactivity 1.3 shall not been carried out. Then the activity 1.3 shall be revised andthe man days which are foreseen for the preparation of the Tender Documents shall beused for a detailed outline report for options for source-segregation and selective collectionof recyclable waste fractions and establishment of equipment for pre-processingand preparing the waste for recycling, e.g. balers and other equipment at the chosensite. This should be supported by a more comprehensive recycling study for Old RoyalCapital of Cetinje and possible surrounding municipalities (which is outside the scopeof this study).It is assumed that no geological, hydrological and waste composition a<strong>na</strong>lysis are to becarried out at this stage, and that sufficient information about waste quantities andWB4-MNE-ENV-12F-ToR_Cetinje-Ver2-20120430

The Consultant is requiredto identify if any such a<strong>na</strong>lyses are necessary for the later stages by a detailed review ofavailable information and to include an estimate of associated costs in the tender documents.Any EIA to be conducted for the transfer station is outside the scope of this study andshall be conducted by the Municipality of Cetinje.The activity shall be reported in a Siting and Conceptual Design report to be approvedby PROCON and the Municipality of Cetinje before the following phases of the projectcontinue.5.1.3 Activity 1.3: Preparation of the Tender Documents for TransferStationTender Documents for the construction of the transfer station, in accordance with thelegislation and regulations of Montenegro, shall be prepared. The Tender Documentsshall include the following parts as a minimum:Invitation for Tenders;Instructions to Tenderers;Forms of Tender and Tender Security;General Conditions of Contract (Conditions of Contract for Plant and Design-build,FIDIC Yellow Book)Particular Conditions;Evaluation matrix/criteria;The Tender Documents will be prepared in compliance with the rules and requirementsof the European Investment Bank, i.e. signed Fi<strong>na</strong>ncial Agreement between the EIBand the State of Montenegro for "Montenegro Solid Waste”, and require the approvalof PROCON, and the "no objection" from the EIB, the Municipality of Cetinje andfrom the Ministry for Sustai<strong>na</strong>ble Development and Tourism.5.2 Task 2 Preparation of Tender Documents for the Rehabilitationof “<strong>Vrtijeljka</strong>” Dumpsite5.2.1 Activity 2.1: A<strong>na</strong>lysis of Existing SituationThe information available about the “<strong>Vrtijeljka</strong>” dumpsite is rather limited and from2007. The information needs to be updated and the Consultant is required to prepare acomplete overview of gaps in the information. The following needs to be determined:Approximate amount of waste being deposited on the siteType of wastePeriod for disposal and date for last disposal (to determine if the dumpsite is still inits active phase)WB4-MNE-ENV-12F-ToR_Cetinje-Ver2-20120430

If not, a survey shall be carried outunder this project allowing for calculation of area and approximate volumes of waste, ifthis cannot be established in any other way.An assessment of the geological and hydrogeological conditions shall also be made forthe site. If necessary, water samples shall be taken and a<strong>na</strong>lysed in order to check thecurrent impact on surface and/or ground water. In the event that soil has been appliedas top layer the thickness and quality of the soil shall be checked.The a<strong>na</strong>lyses of the environmental impacts of the current dumpsite may include:Groundwater pollution,Surface water pollution,Landfill Gas Emissions,Uncontrolled fires,Wind blown litter.Any EIA to be conducted for the remediation of the dumpsite “<strong>Vrtijeljka</strong>” is outside thescope of this study and shall be conducted by the Municipality of Cetinje.The activity shall be reported in a report describing the existing situation.5.2.2 Activity 2.2: Conceptual design of the Rehabilitation of theDumpsiteBased on the information obtained under activity 2.1, the Consultant prepares a conceptualdesign of the rehabilitation project, including specific closure and remediationmeasures for the actual site.Emphasis shall be put on a realistic and feasible option, not only with respect to investmentcosts, but more importantly with respect to subsequent operation costs andlikelihood for proper mainte<strong>na</strong>nce of the measures. The following options are discussed:Shaping of dumpsite surface and installation of top coversTaking into consideration the level of seismic activitiesControl of landfill gas emissionsHydraulic measures in the aquiferExcavation and removal of the wasteEstablishment of surrounding fencesLeachate ma<strong>na</strong>gementThe most probable methodology is to clean up the site, keep the waste on the site, coverthe waste by a layer of low permeable soil, and re-cultivate the area.The design includes a description of monitoring activities that are recommended to beinitiated if relevant in order to document the future situation.The design report is subject of approval by PROCON and the Municipality of Cetinje.WB4-MNE-ENV-12F-ToR_Cetinje-Ver2-20120430


WB4-MNE-ENV-12 Component F12 / 175.2.3 Activity 2.3: Preparation of the Tender Documents for theRehabilitationBased on the a<strong>na</strong>lysis of existing situation, including all measures proposed and agreedin the conceptual design report, the procurement strategy must be determined. Tenderdocuments for the rehabilitation, in accordance with the legislation and regulations ofMontenegro, need to be prepared. The tender documents shall include the followingparts as a minimum:Invitation for Tenders;Instructions to Tenderers;General Conditions of Contract (Conditions of contract for works contract or plantand design-build, FIDIC Red or Yellow Book);Particular Conditions;Requirements;Evaluation matrix/criteria.The procurement strategy will determine which of the contract complexes will be applied.In case the decision is to carry out the tender according to the FIDIC Red book(Works contract), a main design project must be available, prepared by another party,outside these TORs.The Tender Documents will be prepared in compliance with the rules and requirementsof the European Investment Bank, i.e. signed Fi<strong>na</strong>ncial Agreement between the EIBand the State of Montenegro for "Montenegro Solid Waste” and requires approval fromPROCON and the Municipality of Cetinje and "no objection" from the EIB.5.3 Task 3: Assistance during TenderingThe assignment will be led by the Component Project Ma<strong>na</strong>ger who shall providetechnical assistance and on the job training to PROCON during the tendering processand the tender opening and evaluation. This shall include as a minimum:Planning and assistance to organize and attend pre-tender meetings, site visits, clarificationmeetings and preparing draft responses to questions of tenderers;Reviewing the queries raised by tenderers and preparing draft responses to be approvedand distributed by PROCON to all tenderers. The duty of the Consultant is to check the quality andappropriateness of this information.The assignment will be led by the Component Project Ma<strong>na</strong>ger (CPM) who will reportto the overall Project Ma<strong>na</strong>ger (PM) of the project. With its implementation the Elaborate will be done to obtainnecessary geotechnical basis for reconstruction Study.Exploration has consisted of field, laboratory and cabinet work. Fromthe field work was carried out recon<strong>na</strong>issance of the site, engineeringgeologicalmapping of the field, drilling exploratory wells, core mapping ofthe exploration wells, digging of exploration trial pits and mapping of it,sampling for laboratory testing, installation piezometric structures inboreholes and geotechnical supervision of field work. In the laboratory wascarried out detail a<strong>na</strong>lysis of samples. Subsequently, based on the resultsobtained and data collected from the fund documentation and literature,Elaborate on geotechnical properties of the terrain has been done forsanitary landfill reconstruction Study purpose.In the Study are presented data on the morphology, geologicalstructure, hydrogeological characteristics and seismic properties of theground as well as the engineering-geological properties of the specificformations. Landfill location is situated about 1km from the main road and is connected with the local road. Exploratio<strong>na</strong>rea, geodetically mapped, is situated on area of approximately 4.50 haand existing sanitary landfill occupies area of some 1.65 ha.Location is presented In Appendix No. 1.3. TYPE AND SCOPE OF PERFORMED WORKS3.1. Field worksNext field works have been performed:o recon<strong>na</strong>issance of the micro-location; aimed at prelimi<strong>na</strong>ry detection oflocation and research activities planning;o engineering-geological mapping of the terrain; was performed on theentire site that has been geodetically mapped around (4.5 ha). For fieldmapping, method of spring and engineering-geological processesdetection was used. Morphological characteristics of the terrainMorphology of sanitary landfill "<strong>Vrtijeljka</strong>" location is typical Karst withcharacteristic landforms like sinkholes, depressions and reefs. Landfillplateau depicts with size (100.0 m wide and 120.0 m long), with to slopesspreading one to the East and second to the South with incli<strong>na</strong>tions 35º to45º. Elevation of the site is from 1080 m to 1176 m above sea level.Location morphology is presented in engineering-geological map andprofiles given in Appendixes No. 3 and No. 4.4.2. Geological structure of terrainGeological structure of terrain can be seen on Basic Geological Map"Kotor" 1:100 000 with interpreter (Institute for Geological and GeophysicalResearch, Belgrade, 1962-1969). Terrain of wider exploration includesUpper Triassic formations (T3) of dolomitic limestones and massivelimestones, gradatio<strong>na</strong>lly developing from Ladinian (T 2 2 ) limestones withchert. Dolomitic limestones and dolomites are widely distributed on area,going to the South, from Cetinje to Vrela i Očinići. Dolomites are usually intick banks, rarely stratified or massive, changing occasio<strong>na</strong>lly withdomi<strong>na</strong>nt limestones. Blocks are separated but without apparentcontinuality.Youngest, Quater<strong>na</strong>ry depositions consist from deluvial (dl) red claydomi<strong>na</strong>ntly seen in depressions and sinkholes, while rarely seen on terrainsurface. Fractures and caverns in limestones are filled with red clay andfine debris.Terrain of wider exploration area by the geotectonic structure belongsto “High karst” zone and “Old Montenegro” anticlinorium (axis is dippingSoutheast) changing to “lower Zeta” sinclinorium. Paleorelief is crosssectedwith faults differently orientated. Deep faults were mapped on thisarea; generally spreading Northwest-Southeast and Northwest-Southeastare also directions of seismic activity.Geological map of the wider area is presented in Appendix No. 2stra<strong>na</strong> 4

Hydrogeological characteristics of the terrainBased on hydrogeological characteristics and functions of the terrainvery well water permeable rocks and complexes were depicted.As permeable rocks of fracture-karst porosity in the terrain we cansort out all the carbo<strong>na</strong>te rocks with the exception of solid dolomites whoappear very rarely. Intensive mechanical separation and degree ofkarstification indicate that prevails karst porosity and such terrains arewithout surface waters. The terrain made of very well water permeablerocks forms scattered karts aquifer type. On exploration area fractures,caverns and depressions, that usually accompany faults, can be seen.They are the main sinking zones on the site. Water that falls on the groundquickly, through a network of open fractures, caverns and caves infiltratedeep into the ground. At great depth scattered karst aquifer is formed.Discharge of this aquifer is through the spring of Crnojevića River(Obodska springs). Karstification base is very deep in this part of theterrain, almost to the level of Skadar Lake.Deluvial clays with debris are classified as low permeability rocks ofintergranular and capillary porosity. Their distribution on the surface isminimal, and they do not have a significant impact on the hydrogeologicalcharacteristics of the field.During exploration drilling (August 2012.) there was no undergroundwater appearance in exploration wells.4.4. Seismicity of the terrainAccording to the map of seismic microzo<strong>na</strong>tion of urban areas Cetinjewith Ivanova Korita, Njeguši and Rijeka Crnojevića, this location is a part ofseismic area B 3 . For the mentioned area B 3 , the maximum expectedearthquake is with intensity of VII degree MCS scale. The modern geological processes and phenome<strong>na</strong>From modern geological processes and phenome<strong>na</strong> at the site ofexploration pla<strong>na</strong>r erosion and karstification are present.Pla<strong>na</strong>r erosion has affected the entire field and the intensity isdifferent depending on the type of environment in which it takes place.Mostly eroded surface deluvial sediments are subject to pla<strong>na</strong>r erosion. Inthe limestone domi<strong>na</strong>nt formation, pla<strong>na</strong>r erosion intensity is low.Karstification is expressed in the limestone since the limestone ishighly tectonically fractured. It is estimated that karstification depth goes upto several hundred meters. In terms of engineering-geologicalcharacteristics terrain is stable.4.6. Engineering-geological characteristics of selected areasBased on the a<strong>na</strong>lysis of existing documentation relating to thelocation and other related terrains, engineering-geological location mappingand exploration drilling can be concluded that the field is basically built outof solid rock (limestone and dolomite). At one end of location is existinglandfill. Sections viewed from the surface are:• Mound (DR, PR)n - an artificial mound, and materials of the existinglandfill (in terrain profile it is section numbered 1). Material compositionis heterogeneous, unsorted, medium consolidated. It is compiled fromdebris and limestone blocks, dust and various municipal waste. It coverspart of the site. Mound thickness is variable, from minimal to over 10.0 m(central part of the landfill between wells B-3 and B-4). According tobuilding standards GN-200 this material belongs to Class II and III of theexcavation. Physical and mechanical parameters of this section are notconsidered as a landfill material is not sorted and there is a large rangeof values (from limestone blocks to the waste of plastic, metal, wood orconstruction debris).• Limestone (K, D) - massive dolomitic limestone or dolomite that formsthe base and the back of the field to a wider area (in terrain profile it issection numbered 2). These are massive rocks, fractured on surface,degraded and karstified, whitish in colour. When drilling or digging thisdolomitic limestone is broken into pieces, debris or dust. Fractures andcaverns in the surface zone are enlarged by karstification and filled withstra<strong>na</strong> 6

A good basis for founding. GEOTECHNICAL CONDITIONS FOR RECONSTRUCTION OF THELANDFILLGeotechnical conditions for reconstruction of the landfill are complex.Section that is favourable in geotechnical terms for construction ofnecessary facilities is the limestone section. On the site they are partiallycovered with a thick layer of the existing landfill. Landfill itself is not suitablefor any construction on it. If any facility is planned to be build it is requiredto remove the landfill from the site and perform the founding in thelimestone.Allowed load capacity of limestone is good while the subsidence isnegligible because it is virtually undeformable. To calculate the allowableloads Goodman's formula for ultimate bearing capacity of foundations infractured rock formations:qf2[ 1+(45+ϕ/2)]= q tguWhere are:q f - limit load of the foundation in the fractured rocksq u - uniaxial compressive strength of rocks under the foundationϕ - angle of inter<strong>na</strong>l friction of the rock mass under the foundation.Permitted load q a is obtained when the ultimate bearing capacity isreduced for the safety factor value (q a =q f /F s ). Value of the safety factor F srange from 3 to 5. In this case, the adopted value for Fs is 5. This aquifer is discharged throughsprings of Crnojevića River (Obodska springs). This means that the watertakes all pollution from the landfill deep underground.It is necessary to provide waterproof basis for future landfill, watersfrom landfill should not be washed down and drained in the ground withoutpurification.stra<strong>na</strong> 9

RECOMMENDATIONS FOR THE PROJECT MANAGERS ANDCONTRACTORSIn the design and construction of the facilities to keep in mind the followingrecommendations: excavation for the facilities foundations can be performed completely bymachines, with excavator and pikamers, since the material belongs tothe II and III to V and VI category excavation by GN-200 categorisation, landfill has poor geotechnical properties on one side so it needs to beremoved if any facilities are planned there, all facilities should be founded in the limestone since they have goodgeotechnical properties, Large fractures and caverns if they occur in the initial excavation isnecessary to clean of red clay and debris and space should be filled withbroken stone or lean concrete, for future landfill waterproof surface at the basis should be providedsince limestone basis is well-permeable and karstified, wastewaters from the landfill must be purified before being released tothe ground, geotechnical engineers presence is recommended in the execution offoundation excavation and groundwork.stra<strong>na</strong> 10

CONCLUSIONLandfill terrain site "<strong>Vrtijeljka</strong>" in Cetinje from engineering-geologicalaspect is built from underlying limestones. At one end is existing landfill.Foundation conditions are generally favourable in geotechnical but areproblematic in terms of hydrogeological conditions. Location is stable under<strong>na</strong>tural conditions.From the hydrogeological point of view, the terrain is one of the wellpermeable,fractured and karstic porosity. The water level is deep insidethe ground where it forms a scattered karts aquifer.The facility is in seismic zone with the expected maximumearthquake intensity of VIII degree MCS scale.Permitted load of limestone as a base for foundation of buildings ishigh (over 500 kN/m 2 ), while the subsidence is negligible. Basicexcavations can be carried out completely by machines.
