Inadequate staffing and trainingfor national prison staffPrison personnel in post-conflict countries are often militarized, with prison staff having been active participantsin the conflict. In general, staffing of prison systems inpost-conflict countries is not sufficient. Governments donot have the funding to pay salaries and equip prisons, resulting in high levels of corruption. Available staff oftenhave little knowledge about prison security, human rightsor prison management.Dilapidated and war-torn prison infrastructuresPrisons in post-conflict settings often consist of dilapidatedbuilding structures enabling prisoners to escapeeasily. In some instances, prisoners are kept chained inshackles to prevent escapes, as seen in eastern Chadand in Darfur. The inadequacy of the infrastructure is amain source of prisoner discontent which leads to prisonriots and other prison incidents.Top: Yambio Prison in post-conflict Sudan in 2007.Centre: Cayes Prison in post-conflict Haiti in 2004.Bottom: Prisoners being transported in Southern Sudan.UN PhotosSUSTAINABLE PEACE THROUGH JUSTICE AND SECURITY 7
