participation of Cyprus <strong>and</strong> Malta in EU-NATO strategic cooperation. Similarly, Turkey<br />
opposes Cyprus’ accession to the Wassenaar Arrangement. Turkey has yet to sign the<br />
International Criminal Court statute.<br />
There was some progress on financial control. Some administrative structures <strong>and</strong><br />
implementing legislation are in place. However, the Public Financial Management <strong>and</strong><br />
Control Law is not fully operational. Although some temporary measures have been adopted,<br />
structures to protect the EU´s financial interests are not complete yet. In relation to the<br />
financial <strong>and</strong> budgetary provisions, Turkey will need to establish in due course the<br />
coordination structures <strong>and</strong> implementing rules to ensure the correct calculation, collection,<br />
payment <strong>and</strong> control of own resources.<br />
