5ForewordIn 2006, the F<strong>in</strong>nish <strong>Rail</strong> Adm<strong>in</strong>istration conducted a study on marg<strong>in</strong>al rail <strong>in</strong>frastructurecosts with data from <strong>1997</strong>–2005. This report is an English summary of some of the ma<strong>in</strong>results. Two similar studies have been conducted earlier with data from <strong>1997</strong>–2002.The ma<strong>in</strong> goal of the study was the assessment of marg<strong>in</strong>al rail <strong>in</strong>frastructure costs andcomparison of the results with the level of the current basic <strong>in</strong>frastructure charge levied onrail operators.Members of the Steer<strong>in</strong>g Committee of the study were Martti Kerosuo (Chairman), LauraKuistio, Matti Niss<strong>in</strong>en, Harri Lahelma, and Pentti Hirvonen from the F<strong>in</strong>nish <strong>Rail</strong>Adm<strong>in</strong>istration and Tuomo Suvanto from the M<strong>in</strong>istry of Transport and Communications.The project consultants were M.Sc.
