<strong>United</strong> <strong>Services</strong> (<strong>Portsmouth</strong>) <strong>Cricket</strong> <strong>Club</strong><strong>Emergency</strong> <strong>Procedures</strong>Fire prevention and emergency equipment and site health and safety are the responsibility ofthe Royal Navy relevant estates departments. However all club members and visitors have aduty of care to themselves and others.The <strong>Club</strong> undertakes to minimise risk by observing best practice in all our activities.to prevent the occurrence of emergencies by risk assessment of activities. to prepare for emergencies by having appropriate procedures in place. to prepare for emergencies by having appropriate equipment available. to prepare for emergencies by providing first aid training where required. to adequately record incidents which have led or could have led to emergencysituations, and to review assessments and procedures accordingly.Responsible Person in Charge (RPIC)In the event of an emergency, a Responsible Person in Charge (RPIC) shall take control ofthe situation. Dependent upon circumstances this will be one of the following: Member of Committee Adult Team Captain Colts Manager Senior <strong>Club</strong> MemberThe RPIC does not need to do everything themselves, but should seek assistance fromthose present, and delegate actions such as going for help, contacting emergency services,contacting relevant club committee members, contacting parents etc.In the event of an emergency situation no actions should be taken which could behazardous to the individual or others present.


<strong>United</strong> <strong>Services</strong> (<strong>Portsmouth</strong>) <strong>Cricket</strong> <strong>Club</strong><strong>Emergency</strong> <strong>Procedures</strong><strong>Emergency</strong> EquipmentRoyal Navy Estates are responsible for all fire fighting equipment, first aid equipment in the clubhouse andground attendant’s office and the provision of a landline telephone at each site.The <strong>Club</strong> will ensure that each adult team captain and colts manager, or person responsible for a coltssession, has a suitable first aid kit and the use of a working mobile telephone. In addition the colt’s managerwill have all next of kin and medical condition details of young players in his/her possession. See checklistcontained within the Risk Assessment documentWhen dealing with an incident/accident:Anticipated ScenariosMedical <strong>Emergency</strong> – for Ambulance dial 999Stay calm but act swiftly and observe the situation.Assess what assistance is immediately to hand.Is there danger of further injuries? – if so, try to minimize the danger.Listen to what the injured person is saying.Alert a first-aider who should take appropriate action for minor injuries.In the event of the injuries/condition requiring specialist treatment, the emergency services must becalled without delay. Keep the person warm and keep onlookers at bay.DO NOT move someone with major injuries. Wait for specialists from the emergency services.If the injured person is a child contact their parent/carer.If A&E hospital treatment is required, and the person is ‘ambulant’, then the RPIC should arrange forthat person to be taken to the Queen Alexandra Hospital, map at the rear of this document. If theinjured person is a child then two responsible known adults should take them to hospital.If appropriate, that person’s family or next of kin should be contacted to let them know of the natureof the person’s injury and whereabouts.If the injured person is taken to hospital, ensure that all his/her personal belongings are collected upand returned to the injured person or his/her parent/carer in due course.After a serious incident/accidentThe incident/accident must be reported in the incident/accident book in the attendant’s office.Form ECB1, copy attached, must be completed and passed to the <strong>Club</strong> Welfare Officer or <strong>Club</strong>Secretary.Ensure that arrangements have been made to replenish any first aid supplies used.In the case of a serious injury to a child, ensure that the injured child and his/her parents arecontacted for ‘updates’ and arrange visits if appropriate.Ensure that an injured person does not resume playing until fit to do so.

They are designed to beapplied by members of the club who, when faced with a fire emergency, will not necessarilybe aware of standing orders.On discovering a Fire.Raise the Alarm by activating one of the alarm pointsOn hearing a Fire AlarmThe RPIC shall:-act as controller of Fire Evacuation.immediately check which area is affected, and establish if possible, the reason for activation, andwhether a genuine alarm condition or false alarm condition applies.IF IN ANY DOUBT WHATSOEVER ASSUME THAT A GENUINE FIRE ALARMCONDITION EXISTS, and proceed to evacuation and 999 procedures.the RPIC shall immediately call or arrange for the FIRE BRIGADE to be called, from the landlineor mobile phone as soon as it is established that a genuine alarm condition may exist. Dial 999 or 112and ask for ‘Fire’, giving your name, and the name, address and location of the club, and the natureof the emergency.if the alarm is during bar opening hours AND IT IS SAFE TO DO SO the RPIC should arrange forthe bar area to be secured, closing shutters and doors. Do not delay departure by collecting coats orother personal belongings.the RPIC shall co-ordinate assistance, given here required for the evacuation of any disabled personsin the building.evacuate the premises quickly but calmly by the nearest exist and proceed to the nominatedAssembly Area in accord with published notice board information.When in the Assembly Area all persons should report to the RPIC, and all personnel should beaccounted for..following evacuation no-one should re-enter the building until a fire brigade officer has stated that itis safe to do so.Ensure that the Royal Navy command structure is notified by making contact with the gatehouse atHMS Temeraire, if no other contact has already been made.

They are designed to beapplied by members of the club who, when faced with an emergency, will not necessarilybe aware of standing orders.In the event of a criminal or anti-social disturbance on club premises, the RPIC should make an initialassessment of the situation and decide what, if any, police assistance may be needed, and arrange for that tobe summoned without delay. The Police in turn may notify the MOD Police to attend.The RPIC must ensure that the Accident/Incident Book held in the attendant’s room is completed and whereappropriate an ECB1 is completed.If a child protection issue is involved, the <strong>Club</strong> Welfare Officer or Secretary must immediately be advisedby telephone, and ECB1 passed to the <strong>Club</strong> Welfare Officer as soon as possible.


Queen Alexandra Hospital – A&ESouthwick Hill Road,Cosham, <strong>Portsmouth</strong> PO6 3LYTel: 023 9228 6000 (main switchboard)The Queen Alexandra Hospital is located just on the hill slopes of Portsdown Hill overlooking <strong>Portsmouth</strong>.It is conveniently situated for both the M27, A3M.From the WestFollow the M27 and use exit 12 (Cosham).At the traffic lights, follow the road straight ahead (Southampton Road) towards Cosham.Turn left at the 2nd set ot traffic lights.At the Traffic lights take the exit road left into Sevenoaks Road.Take the first turning to the right marked (Cavell Drive).As you enter the hospital grounds, public car parking is the first immediate turning to your left.access to the public car park can then be found to the right (main car park) or straight ahead (overflow car park).Please note that some disabled spaces are provided outside the emergency department and to the rear of the rehabilitation building.From the East Follow the A3M south to Junction 5. At the motorway roundabout take the 3rd exit marked for Drayton/Cosham. Follow this road until you reach the roundabout (Cosham). Proceed straight across into Southampton Road. At the 1st set of traffic lights turn right. At the next traffic lights take the left lane into Sevenoaks Road. Take the 1st turning to your right into Cavell Drive. As you enter the hospital grounds, public car parking is the first immediate turning to your left. access to the public car park can then be found to the right (main car park) or straight ahead (overflow car park).By Public TransportBy BusFor buses and their timetables please contact First Bus. Some buses stop within the hospital grounds and may be displayed on timetables as 'Queen AlexandraHospital' Others stop near the hospital and you should look for stops near 'Cosham' if possible.By TrainThe nearest train station is 'Cosham'. This is approximately 10-15 minutes from Queen Alexandra Hospital however the walk is mostly up a slight gradient and ifyou suffer from any condition where this may affect you we would recommend using a local taxi.
