Dear Friends in Christ,
It was an outstanding year for Lutheran Social Services and there is remarkable opportunity for our
125th anniversary awaiting us in 2007. Hope abounds and it exists in the midst of often painful
desperation. Incredibly hopeful signs are everywhere across our two-state service area. Growth
opportunities continue to develop as we uncover new ways to serve. In the midst of challenge,
comes opportunity! This is the context in which LSS helps people improve the quality of their lives.
Here are a few snapshots of ways that LSS has maintained its momentum for growth in service:
• In Appleton, the Thompson Community Center recently became a program of LSS. There, in
cooperation with government, foundations, businesses, United Ways, churches and the
community, we serve the diversity of the older adult population, families in later life,
and the community at large. This is a creative initiative and partnership that we believe will
provide a unique model for other like ventures.
• Special needs, international and domestic adoptions continue to rise as new Forever
Families are formed.
• Housing of all sorts, and for all ages, is becoming a larger and larger part of our key service
delivery. People must be safe, sheltered and fed before other services can be effective.
• In the furthest reaches of northern Michigan, programs to runaway youth, troubled adults
and the communities at large continue to expand.
• Already beginning to be implemented in Wisconsin, Long Term Care Reform will shape
our future. LSS is staying informed and a part of the conversation to help determine the
best ways to care for our residents.
• Our Homme Youth and Family Programs continue to serve younger and more troubled
youth than ever in our history. Where the need is greatest we continue to be at our best in
providing quality service.
• Despite the tightening of revenue streams, the agency showed a modest financial gain for
the year. While always worth celebrating, this is especially notable in this past year.
• Program after program all over the two-state area are examples of LSS continuing to
develop and deepen programs as we find ways to enhance and live out the mission of the
church in this world.
LSS is on a remarkable path. It is a unique time of extraordinary
hope, and we have one thing clearly in mind: God is yearning for us
to love our neighbor. The path of that love is built with intelligent,
impassioned advocacy, and imaginative, accountable and
compassionate service.
In response to our mission, “Motivated by the compassion of
Christ we help people improve the quality of their lives,” we put our
vision into action and literally begin to “change the world — one
grace-filled life at a time.”

2006 People We Served
Lutheran Social Services of Wisconsin and Upper Michigan, Inc. served people through a variety
of compassionate social services in 2006. These services can be classified into these major areas:
Adoption & Birth Parent Services
Adoptive family services, domestic and international adoptive placements, special needs
placement, infant foster care and birth parent counseling.
Counseling Services
Individual, marriage and family counseling; treatment for drug, alcohol and gambling addictions;
halfway houses and treatment centers for recovering substance abusers.
Children, Youth and Family Services
Family preservation, family outreach, delinquency intervention and prevention, early intervention
for children with developmental delays or disabilities, services for runaway or homeless youth and
their families, foster care and treatment foster care, adult correction services, refugee and immigrant
services, educational programs, group homes and treatment centers.
Physical Health Services
Home health and special therapies.
Older Adults Services
Adult day care, low-income housing and assisted living; assessment and case management;
supportive home care; and information and referral.
Special Needs Services
Residential care for people with developmental disabilities or long-term mental illness,
community support, community-based center for people with mental illness, employment
services, adult family homes, and respite care.
Volunteer Services
Volunteers serve in numerous LSS programs and
on our Board of Directors and LSS Foundation
Board of Directors.

Partners in Ministry
“It was our dream to listen to what the needs were and then to accommodate as
many as possible,” explains recently retired Pastor Terry Berg. Since 1993, Berg
had been the lead pastor at Trinity Lutheran Church in West Bend, Wis. before
retiring at the end of 2006. The church houses two LSS programs – an adult day
center and a center for children with developmental disabilities – as well as other
community programs. LSS has been partners with Trinity for nearly 16 years. “We
are thrilled with all our partnerships and feel they are important,” says Berg.
“The congregation and pastors at Trinity have been so supportive of our
programming,” says Carol Willegal, activity/lead caregiver at the LSS Adult Day
Center. “They are so forward thinking.”
“It’s our church’s mission to reach out into the community. So when we were planning
our renovation, we surveyed the community and discovered additional needs for our aging
population,” explains Karen Berg, retired parish coordinator and wife of Pastor Berg. In
2003, the church completed renovations and included upgrades to the space
LSS uses as well.
“The renovation really allowed us to expand our services. They
installed a new walk/ride-in shower, which allows us to offer that
option to the older adults that are part of our program.”
Other key pieces to the partnership have been the associate
pastors, David and Cristy Schoob. “They have been equally
supportive,” says Carol. “They visit our center once a month for
reflection and are always available if one of our participants
needs to talk.” The congregation also pitches in whenever
possible. Several church groups have been huge supporters
of the LSS programming – giving them supplies and gift
certificates for program use. In addition, the church offers
LSS the program space at a reduced rent, allowing us to focus
on service.
All of this community support has not gone unnoticed.
It’s not often that a church gets recognition from the State for
the services they provide to the community. But that’s exactly
what happened for Trinity. In 2005, Trinity received a
Governor’s Senior Service Award from the State of Wisconsin
for their service to the community and the people of Wisconsin.
“This award is a testimony to their strong commitment to
programs like ours. We are so very grateful for their support
and partnership in our programming. It just keeps getting
stronger,” concludes Carol.

A Special Gift
“This special donation will bring years of enjoyment for
Cole,” explains a smiling Celeste Moore, lead community
living specialist at the LSS E Street Program. “It’s given
him tremendous self-confidence too.”
Cole is a resident of the E Street Program, a new LSS
program serving three young men with developmental
disabilities in Eau Claire, Wis. The LSS staff provides
24-hour in-home assistance to help the men with their daily
living needs – including meal preparation, transportation,
assisting with personal care, and getting out into the
community. For Cole, part of getting out into the community
means enjoying the great outdoors.

with his parents. Together, they enjoyed hiking, biking and
everything in between. The staff at E Street realized Cole’s
love of the outdoors and nourished that as much as possible.

on a bright yellow, three-wheeled bike with a big basket on the back. Since then, Cole rides
through his neighborhood with staff and also likes to take his bike to the trails near his
house. “This was not just a donation of a bike, but also a gift of self-confidence and
health,” says Celeste.
Cole’s special gift was made possible through the generous gifts of individuals,
organizations, and businesses that support and donate to the LSS Foundation. Each year,
through its Foundation, LSS is able to provide financial assistance for individuals and families
and to enhance programs. These gifts bring joy and smiles to the faces of individuals with
disabilities, like Cole, who are living as independently as they are able through the help of
LSS programs and staff.

2006 Gift Income
As a result of compassion and generosity from individual donors, congregations,
corporations and foundations, LSS received over $2.7 million in cash and in-kind gifts
to support the adults, children, youth and families we served in 2006. LSS also recorded
an additional one-time gift of $2.1 million as a result of the partnership with the
Thompson Community Center (TCC) in Appleton, Wis. Here are some additional
highlights of 2006 gift income:
• Over 30-percent of gift income (excluding the TCC amount) came from Evangelical
Lutheran Church in America (ELCA) congregations and support from Women of
the ELCA groups. In addition, congregations provided a variety of office, clinic and
program space at discounted or no fees. Add to those gifts the countless hours of
volunteer service and prayer support, and the result is a remarkable partnership
between the church and LSS.
• Individual giving reached an all-time high – about $90,000 more than last year. A big
reason for this increase are the contributions of 776 first-time donors. As a whole,
this group’s gifts totaled over $100,000.
• Members of the Boards of Directors of LSS and the LSS Foundation gave over $63,000.
• LSS became aware of 34 new planned gifts in 2006. Planned giving continues to
provide important support to the endowment development initiative at LSS and
will play an increasingly prominent role in years to come.
• Many LSS donors chose to direct gifts to the permanent endowment funds. As
these funds grow, they improve our ability to provide needed services in a very
tight reimbursement climate. In 2006, the LSS Foundation approved $814,000 to
be distributed to LSS programs in 2007.

over 50 United Way agencies across Wisconsin and Upper Michigan. This long-time
partnership with the United Way and United Way donors continues to serve those
in our care. LSS is greatly blessed by all those who support our work in so many
