Dear Friends in Christ,<br />

It was an outst<strong>and</strong>ing year for <strong>Lutheran</strong> <strong>Social</strong> <strong>Services</strong> <strong>and</strong> there is remarkable opportunity for our<br />

125th anniversary awaiting us in 2007. Hope abounds <strong>and</strong> it exists in the midst <strong>of</strong> <strong>of</strong>ten painful<br />

desperation. Incredibly hopeful signs are everywhere across our two-state service area. Growth<br />

opportunities continue to develop as we uncover new ways to serve. In the midst <strong>of</strong> challenge,<br />

comes opportunity! This is the context in which LSS helps people improve the quality <strong>of</strong> their lives.<br />

Here are a few snapshots <strong>of</strong> ways that LSS has maintained its momentum for growth in service:<br />

• In Appleton, the Thompson Community Center recently became a program <strong>of</strong> LSS. There, in<br />

cooperation with government, foundations, businesses, United Ways, churches <strong>and</strong> the<br />

community, we serve the diversity <strong>of</strong> the older adult population, families in later life,<br />

<strong>and</strong> the community at large. This is a creative initiative <strong>and</strong> partnership that we believe will<br />

provide a unique model for other like ventures.<br />

• Special needs, international <strong>and</strong> domestic adoptions continue to rise as new Forever<br />

Families are formed.<br />

• Housing <strong>of</strong> all sorts, <strong>and</strong> for all ages, is becoming a larger <strong>and</strong> larger part <strong>of</strong> our key service<br />

delivery. People must be safe, sheltered <strong>and</strong> fed before other services can be effective.<br />

• In the furthest reaches <strong>of</strong> northern Michigan, programs to runaway youth, troubled adults<br />

<strong>and</strong> the communities at large continue to exp<strong>and</strong>.<br />

• Already beginning to be implemented in <strong>Wisconsin</strong>, Long Term Care Reform will shape<br />

our future. LSS is staying informed <strong>and</strong> a part <strong>of</strong> the conversation to help determine the<br />

best ways to care for our residents.<br />

• Our Homme Youth <strong>and</strong> Family Programs continue to serve younger <strong>and</strong> more troubled<br />

youth than ever in our history. Where the need is greatest we continue to be at our best in<br />

providing quality service.<br />

• Despite the tightening <strong>of</strong> revenue streams, the agency showed a modest financial gain for<br />

the year. While always worth celebrating, this is especially notable in this past year.<br />

• Program after program all over the two-state area are examples <strong>of</strong> LSS continuing to<br />

develop <strong>and</strong> deepen programs as we find ways to enhance <strong>and</strong> live out the mission <strong>of</strong> the<br />

church in this world.<br />

LSS is on a remarkable path. It is a unique time <strong>of</strong> extraordinary<br />

hope, <strong>and</strong> we have one thing clearly in mind: God is yearning for us<br />

to love our neighbor. The path <strong>of</strong> that love is built with intelligent,<br />

impassioned advocacy, <strong>and</strong> imaginative, accountable <strong>and</strong><br />

compassionate service.<br />

In response to our mission, “Motivated by the compassion <strong>of</strong><br />

Christ we help people improve the quality <strong>of</strong> their lives,” we put our<br />

vision into action <strong>and</strong> literally begin to “change the world — one<br />

<strong>of</strong> compassionate social services in <strong>2006</strong>. These services can be classified into these major areas:<br />

Adoption & Birth Parent <strong>Services</strong><br />

Adoptive family services, domestic <strong>and</strong> international adoptive placements, special needs<br />

placement, infant foster care <strong>and</strong> birth parent counseling.<br />

Counseling <strong>Services</strong><br />

Individual, marriage <strong>and</strong> family counseling; treatment for drug, alcohol <strong>and</strong> gambling addictions;<br />

halfway houses <strong>and</strong> treatment centers for recovering substance abusers.<br />

Family preservation, family outreach, delinquency intervention <strong>and</strong> prevention, early intervention<br />

for children with developmental delays or disabilities, services for runaway or homeless youth <strong>and</strong><br />

Partners in Ministry<br />

“It was our dream to listen to what the needs were <strong>and</strong> then to accommodate as<br />

many as possible,” explains recently retired Pastor Terry Berg. Since 1993, Berg<br />

had been the lead pastor at Trinity <strong>Lutheran</strong> Church in West Bend, Wis. before<br />

retiring at the end <strong>of</strong> <strong>2006</strong>. The church houses two LSS programs – an adult day<br />

center <strong>and</strong> a center for children with developmental disabilities – as well as other<br />

community programs. LSS has been partners with Trinity for nearly 16 years. “We<br />

are thrilled with all our partnerships <strong>and</strong> feel they are important,” says Berg.<br />

“The congregation <strong>and</strong> pastors at Trinity have been so supportive <strong>of</strong> our<br />

programming,” says Carol Willegal, activity/lead caregiver at the LSS Adult Day<br />

Center. “They are so forward thinking.”<br />

“It’s our church’s mission to reach out into the community. So when we were planning<br />

our renovation, we surveyed the community <strong>and</strong> discovered additional needs for our aging<br />

population,” explains Karen Berg, retired parish coordinator <strong>and</strong> wife <strong>of</strong> Pastor Berg. In<br />

2003, the church completed renovations <strong>and</strong> included upgrades to the space<br />

LSS uses as well.<br />

“The renovation really allowed us to exp<strong>and</strong> our services. They<br />

installed a new walk/ride-in shower, which allows us to <strong>of</strong>fer that<br />

option to the older adults that are part <strong>of</strong> our program.”<br />

Other key pieces to the partnership have been the associate<br />

pastors, David <strong>and</strong> Cristy Schoob. “They have been equally<br />

supportive,” says Carol. “They visit our center once a month for<br />

reflection <strong>and</strong> are always available if one <strong>of</strong> our participants<br />

needs to talk.” The congregation also pitches in whenever<br />

possible. Several church groups have been huge supporters<br />

<strong>of</strong> the LSS programming – giving them supplies <strong>and</strong> gift<br />

certificates for program use. In addition, the church <strong>of</strong>fers<br />

LSS the program space at a reduced rent, allowing us to focus<br />

on service.<br />

All <strong>of</strong> this community support has not gone unnoticed.<br />

It’s not <strong>of</strong>ten that a church gets recognition from the State for<br />

the services they provide to the community. But that’s exactly<br />

what happened for Trinity. In 2005, Trinity received a<br />

Governor’s Senior Service Award from the State <strong>of</strong> <strong>Wisconsin</strong><br />

for their service to the community <strong>and</strong> the people <strong>of</strong> <strong>Wisconsin</strong>.<br />

“This award is a testimony to their strong commitment to<br />

programs like ours. We are so very grateful for their support<br />

<strong>and</strong> partnership in our programming. It just keeps getting<br />

stronger,” concludes Carol.<br />

A Special Gift<br />

“This special donation will bring years <strong>of</strong> enjoyment for<br />

Cole,” explains a smiling Celeste Moore, lead community<br />

living specialist at the LSS E Street Program. “It’s given<br />

him tremendous self-confidence too.”<br />

Cole is a resident <strong>of</strong> the E Street Program, a new LSS<br />

program serving three young men with developmental<br />

disabilities in Eau Claire, Wis. The LSS staff provides<br />

24-hour in-home assistance to help the men with their daily<br />

living needs – including meal preparation, transportation,<br />

assisting with personal care, <strong>and</strong> getting out into the<br />

community. For Cole, part <strong>of</strong> getting out into the community<br />

means enjoying the great outdoors.<br />

Before moving to E Street in May <strong>of</strong> <strong>2006</strong>, Cole lived<br />

with his parents. Together, they enjoyed hiking, biking <strong>and</strong><br />

everything in between. The staff at E Street realized Cole’s<br />

love <strong>of</strong> the outdoors <strong>and</strong> nourished that as much as possible.<br />

As a result, he has had many new outdoor experiences since<br />

on a bright yellow, three-wheeled bike with a big basket on the back. Since then, Cole rides<br />

through his neighborhood with staff <strong>and</strong> also likes to take his bike to the trails near his<br />

house. “This was not just a donation <strong>of</strong> a bike, but also a gift <strong>of</strong> self-confidence <strong>and</strong><br />

health,” says Celeste.<br />

Cole’s special gift was made possible through the generous gifts <strong>of</strong> individuals,<br />

organizations, <strong>and</strong> businesses that support <strong>and</strong> donate to the LSS Foundation. Each year,<br />

through its Foundation, LSS is able to provide financial assistance for individuals <strong>and</strong> families<br />

<strong>and</strong> to enhance programs. These gifts bring joy <strong>and</strong> smiles to the faces <strong>of</strong> individuals with<br />

disabilities, like Cole, who are living as independently as they are able through the help <strong>of</strong><br />

LSS programs <strong>and</strong> staff.<br />

<strong>2006</strong> Gift Income<br />

As a result <strong>of</strong> compassion <strong>and</strong> generosity from individual donors, congregations,<br />

corporations <strong>and</strong> foundations, LSS received over $2.7 million in cash <strong>and</strong> in-kind gifts<br />

to support the adults, children, youth <strong>and</strong> families we served in <strong>2006</strong>. LSS also recorded<br />

an additional one-time gift <strong>of</strong> $2.1 million as a result <strong>of</strong> the partnership with the<br />

Thompson Community Center (TCC) in Appleton, Wis. Here are some additional<br />

highlights <strong>of</strong> <strong>2006</strong> gift income:<br />

• Over 30-percent <strong>of</strong> gift income (excluding the TCC amount) came from Evangelical<br />

<strong>Lutheran</strong> Church in America (ELCA) congregations <strong>and</strong> support from Women <strong>of</strong><br />

the ELCA groups. In addition, congregations provided a variety <strong>of</strong> <strong>of</strong>fice, clinic <strong>and</strong><br />

program space at discounted or no fees. Add to those gifts the countless hours <strong>of</strong><br />

volunteer service <strong>and</strong> prayer support, <strong>and</strong> the result is a remarkable partnership<br />

between the church <strong>and</strong> LSS.<br />

• Individual giving reached an all-time high – about $90,000 more than last year. A big<br />

reason for this increase are the contributions <strong>of</strong> 776 first-time donors. As a whole,<br />

this group’s gifts totaled over $100,000.<br />

• Members <strong>of</strong> the Boards <strong>of</strong> Directors <strong>of</strong> LSS <strong>and</strong> the LSS Foundation gave over $63,000.<br />

• LSS became aware <strong>of</strong> 34 new planned gifts in <strong>2006</strong>. Planned giving continues to<br />

provide important support to the endowment development initiative at LSS <strong>and</strong><br />

will play an increasingly prominent role in years to come.<br />

• Many LSS donors chose to direct gifts to the permanent endowment funds. As<br />

these funds grow, they improve our ability to provide needed services in a very<br />

tight reimbursement climate. In <strong>2006</strong>, the LSS Foundation approved $814,000 to<br />

be distributed to LSS programs in 2007.<br />

In addition to this gift income, LSS received payments <strong>of</strong> over $1.6 million from<br />

over 50 United Way agencies across <strong>Wisconsin</strong> <strong>and</strong> Upper Michigan. This long-time<br />

partnership with the United Way <strong>and</strong> United Way donors continues to serve those<br />

in our care. LSS is greatly blessed by all those who support our work in so many<br />

ways. Motivated by the compassion <strong>of</strong> Christ, we together, help people improve<br />

the quality <strong>of</strong> their lives.<br />
