(iv) Prevention of Food Adulteration <strong>Act</strong> (v) SanitationConduct/ Control of Staff functions(i) Recruitments (ii) Postings (iii) Transfer (iv) Conduct & Control (v) Leave (vi ) Salary (vii)Retirement (viii) Pension etc. of <strong>the</strong> StaffDecision Making Process :The decisions in <strong>the</strong> <strong>Health</strong> <strong>Department</strong> are based upon various legislations pertaining<strong>to</strong> <strong>the</strong> <strong>Department</strong>, <strong>the</strong> <strong>Health</strong> Policy of <strong>the</strong> Govt. of India and <strong>the</strong> policy initiatives of <strong>the</strong> StateGovt. along with <strong>the</strong> data and feed back from <strong>the</strong> field on <strong>the</strong> implementation of <strong>the</strong> existingpolicy initiatives.The <strong>Health</strong> <strong>Department</strong> at <strong>the</strong> Secretariat level functions as per <strong>the</strong> rules of businessframed under The Rules of Business of <strong>the</strong> Govt. of <strong>HP</strong> 1971 and The Business of <strong>the</strong> Govt. of<strong>HP</strong> (Allocation) Rules 1971.Policy decisions under different enactments and regulations are taken at <strong>the</strong> Govt. levelin consultation with Finance, Personnel and Law <strong>Department</strong>s and wherever required with <strong>the</strong>approval of <strong>the</strong> Council of Ministers as per <strong>the</strong> standing orders issued by <strong>the</strong> <strong>Department</strong> fromtime <strong>to</strong> time.The Direc<strong>to</strong>rate and field offices implement <strong>the</strong> policy decisions of <strong>the</strong> Govt. as per <strong>the</strong>procedure laid down in <strong>the</strong> office manual and instructions issued by <strong>the</strong> Govt. from time <strong>to</strong>time.<strong>Information</strong> under section 4 (1)b –(v)The Rules, Regulations, Instruction, Manuals and Records Held by it or under itsControl or used by its Employees for Discharging its FunctionsThe following Rules, regulations, instructions, <strong>Act</strong>s and Manuals are followed/consulted while discharging its functions by <strong>the</strong> officers /officials :-6
