What is the Procedure for Property Acquisition by OAUK?Our Constitution requires that in order to purchase a property, a Special General Meeting has to be called and that themembers attending the Special General Meeting must approve the purchase by a majority of at least two-thirds. D2 use includes any uses for the purposes of Assembly andLeisure. A property can also be used for other uses falling in different useclasses provided that this does not change the main use of the property.This will depend on the frequency and intensity of the use.In addition, there has been historical use of the property as a CommunityCentre. It has been used by the Jewish community as a community centresince the late 1970s and then by the Vishwakarma Association of the U.K.as a Community Centre. This use continues, for example, Sadris, marriages,receptions etc.The property cannot be used for the following purposes without change ofuse from D2 to D1 use:-- An Educational Institution- A Place of Worship or for Religious InstructionCurrent Activities that cannot be re-located at this stage- Re-Active8 (Friday Youth Club ) (Due to capacity)- Paryushan & Savantsari Bhojan (Due to capacity)- FunSkool / North West Academy & Cultural Arts SchoolWhy was the planning permission forChange of Use from D2 to D1 (change of useto worship and community centre) refused in2011?The Council’s objections related to theproposal to use the property as a place ofworship as this would potentially result in anincreased flow of traffic. Insufficient informationwas provided by the Applicants as to howthey proposed to deal with this increasedtraffic.The property can be used as a CommunityCentre and continues to be used as such. TheCouncil also recognises officially that it is aCommunity Centre as can be seen from theirwebsite and also from the planningdocumentation where the Council itself refersto it as a Community Centre.The Council has also indicated that theywould prefer to see the place run as aCommunity Centre.
Do we have sufficient activities to justify us purchasing a property?The lack of owning our own property in the local area has not prevented theAssociation from delivering events for its’ members. Utilising all our reservescould leave our Association in direstraits in future.Will the property undermine the use of Oshwal Centre?The property will pose no threat to the continued use of Oshwal Centre by our members and others for the followingreasons:- The size of the property will mean that large scale functions and events need to and will continue to be conductedat Oshwal Centre.- There is already a demand from members for functions to be held locally as Oshwal Centre is perceived to be toofar to travel, especially on week day evenings. This will avoid the need to hire other venues for the majority ofour functions and will encourage more people to attend the events.
