(3) Tritt ein Wettkämpfer zu einem Wettkampf nicht an, hat er dem Verein dieverauslagten Startgelder/Meldegebühren zurück zu erstatten. Bei nicht durch denWettkämpfer zuvertretenden Ursachen kann der Vorstand auf Antrag auf die Rückerstattung verzichten.(4) Für Eintrittsgelder, die von Mitgliedern als Zuschauer entrichtet wurden, ist eineErstattung ausgeschlossen.(5) Die Ausrichtung von Wettkämpfen, Meisterschaften und Turnieren bedarf dervorherigen Zustimmung des zuständigen Vorstands. Zur Vorbereitung der Entscheidungist ein Kostenplan mit den voraussichtlichen Ausgaben und Einnahmen zu erstellen.(6) Fahrtkosten können auf Antrag entsprechend § 9 der Abrechnungsrichtlinien erstattetwerden.§ 5 Sportgeräte(1) Zur Anschaffung von Geräten stellt die jeweilige Abteilung einen Antrag beim Vorstand.(2) Betragen die Anschaffungskosten mehr als € 1.000,00 so müssen drei Angeboteeingeholt und dem Vorstand vorgelegt werden.§ 6 Wettkampfbekleidung(1) Bei Wettkämpfen, Spielen und Turnieren soll der Verein durch seine Mitglieder ineinheitlicher Bekleidung vertreten sein.(2) Die Abteilungen können im Turnus von 3 Jahren einen Zuschuss für Wettkampfbekleidungbeantragen. Die Kosten der Beflockung von Trikots mit dem Vereinslogoübernimmt der Verein.(3) Einheitliche Trikots für Kinder und Jugendliche können von den Abteilungen beantragtwerden. Diese bleiben Eigentum des Vereins. Die Abteilungen sind für den pfleglichenUmgang und Rückgabe beim Ausscheiden bzw. Herauswachsen verantwortlich.§ 7 ÖffentlichkeitsarbeitMaßnahmen der Öffentlichkeitsarbeit (Veranstaltungen, Publikationen etc.) bedürfen derZustimmung des Vorstandes. Hierzu muss ein Kostenplan erstellt werden.Aktuelle Berichterstattung obliegt den Abteilungen bzw. dem Pressewart.§ 8 Lehrgänge, Tagungen und Versammlungen(1) Bei Lehrgängen und Weiterbildungen ist die kostengünstigste Variante zu wählen.(2) Lehrgangs- und Tagungsgebühren werden nach vorhergehender Genehmigung durchden Vorstand erstattet. Das Gleiche gilt für Lernmittel. Bis zu einer Obergrenze von€ 100,00 pro Veranstaltung ist die Zustimmung des Abteilungsleiters ausreichend.(3) Der Verein übernimmt nach Genehmigung durch den Vorstand die Hälfte der vomzuständigen Verband erhobenen Kosten für eine ÜL-Ausbildung bei Ausbildungsantritt.Die zweite Hälfte der Kosten wird erstattet, wenn der ÜL dem Verein nach Abschluss derAusbildung mindestens 2 Jahre zur Verfügung gestanden hat. Auf Antrag können einemMitglied in Ausnahmefällen bereits vorab die vollständigen Kosten erstattet werden.Kursunterlagen verbleiben beim Teilnehmer.(4) Für Sitzungen des Vorstands werden die Kosten für Raumnutzung und Bewirtung inangemessenem Rahmen bezahlt. Sitzungsgelder werden nicht bezahlt.


What is <strong>the</strong> Procedure for Property Acquisition by OAUK?Our Constitution requires that in order to purchase a <strong>property</strong>, a Special General Meeting has to be called and that <strong>the</strong>members attending <strong>the</strong> Special General Meeting must approve <strong>the</strong> purchase by a majority <strong>of</strong> at least two-thirds. D2 use includes any uses for <strong>the</strong> purposes <strong>of</strong> Assembly andLeisure. A <strong>property</strong> can also be used for o<strong>the</strong>r uses falling in different useclasses provided that this does not change <strong>the</strong> main use <strong>of</strong> <strong>the</strong> <strong>property</strong>.This will depend on <strong>the</strong> frequency and intensity <strong>of</strong> <strong>the</strong> use.In addition, <strong>the</strong>re has been historical use <strong>of</strong> <strong>the</strong> <strong>property</strong> as a Community<strong>Centre</strong>. It has been used by <strong>the</strong> Jewish community as a community centresince <strong>the</strong> late 1970s and <strong>the</strong>n by <strong>the</strong> Vishwakarma Association <strong>of</strong> <strong>the</strong> U.K.as a Community <strong>Centre</strong>. This use continues, for example, Sadris, marriages,receptions etc.The <strong>property</strong> cannot be used for <strong>the</strong> following purposes without change <strong>of</strong>use from D2 to D1 use:-- An Educational Institution- A Place <strong>of</strong> Worship or for Religious InstructionCurrent Activities that cannot be re-located at this stage- Re-Active8 (Friday Youth Club ) (Due to capacity)- Paryushan & Savantsari Bhojan (Due to capacity)- FunSkool / North West Academy & Cultural Arts SchoolWhy was <strong>the</strong> planning permission forChange <strong>of</strong> Use from D2 to D1 (change <strong>of</strong> useto worship and community centre) refused in2011?The Council’s objections related to <strong>the</strong>proposal to use <strong>the</strong> <strong>property</strong> as a place <strong>of</strong>worship as this would potentially result in anincreased flow <strong>of</strong> traffic. Insufficient informationwas provided by <strong>the</strong> Applicants as to how<strong>the</strong>y proposed to deal with this increasedtraffic.The <strong>property</strong> can be used as a Community<strong>Centre</strong> and continues to be used as such. TheCouncil also recognises <strong>of</strong>ficially that it is aCommunity <strong>Centre</strong> as can be seen from <strong>the</strong>irwebsite and also from <strong>the</strong> planningdocumentation where <strong>the</strong> Council itself refersto it as a Community <strong>Centre</strong>.The Council has also indicated that <strong>the</strong>ywould prefer to see <strong>the</strong> place run as aCommunity <strong>Centre</strong>.


Do we have sufficient activities to justify us purchasing a <strong>property</strong>?The lack <strong>of</strong> owning our own <strong>property</strong> in <strong>the</strong> local area has not prevented <strong>the</strong>Association from delivering events for its’ members. Utilising all our reservescould leave our Association in direstraits in future.Will <strong>the</strong> <strong>property</strong> undermine <strong>the</strong> use <strong>of</strong> <strong>Oshwal</strong> <strong>Centre</strong>?The <strong>property</strong> will pose no threat to <strong>the</strong> continued use <strong>of</strong> <strong>Oshwal</strong> <strong>Centre</strong> by our members and o<strong>the</strong>rs for <strong>the</strong> followingreasons:- The size <strong>of</strong> <strong>the</strong> <strong>property</strong> will mean that large scale functions and events need to and will continue to be conductedat <strong>Oshwal</strong> <strong>Centre</strong>.- There is already a demand from members for functions to be held locally as <strong>Oshwal</strong> <strong>Centre</strong> is perceived to be to<strong>of</strong>ar to travel, especially on week day evenings. This will avoid <strong>the</strong> need to hire o<strong>the</strong>r venues for <strong>the</strong> majority <strong>of</strong>our functions and will encourage more people to attend <strong>the</strong> events.


Will <strong>the</strong> car parking be enough?Quite frankly, <strong>the</strong> 15 – 20 car parking spaces is never going to be enough for our needs and especially not if we are all lookingfor on-site parking.The simple commercial reality is that <strong>the</strong>re are not many places available that will have all <strong>the</strong> boxes ticked, for example,car parking, D1 and D2 use, already built and available for immediate occupation, suitable for all our needs, exampleParyushan, Sports and Leisure club etc. And if any properties <strong>of</strong> this nature come along, <strong>the</strong>y will come at a significantlyhefty premium.It is up to members to decide whe<strong>the</strong>r on-site parking is <strong>of</strong> such paramount importance to us that it means <strong>the</strong> automaticrejection <strong>of</strong> this <strong>property</strong>. Please bear in mind that <strong>the</strong>re is o<strong>the</strong>r parking available, both on <strong>the</strong> road, and <strong>of</strong>f site.What is <strong>the</strong> primary purpose <strong>of</strong> <strong>the</strong> <strong>property</strong>?The primary purpose for this <strong>property</strong> is to provide a central hub for our community and to carry out community events. Itis not to generate income through lettings.If this is <strong>the</strong> case, how will <strong>the</strong> <strong>property</strong> fund itself?For <strong>the</strong> <strong>property</strong> to be effectively managed so that it does not run ata loss, <strong>the</strong> day to day operational costs need to be raised.
