Renewable <strong>Energy</strong> Development Sector Investment Program (REDSIP)Second EM <strong>Report</strong> of Pakpattan <strong>HPP</strong>EXECUTIVE SUMMARY1. The “Renewable <strong>Energy</strong> Development Sector Investment Program (REDSIP)” isbeing implemented with the assistance of Asian Development Bank (ADB Loan No. 2286-PAK). The Pakpattan Hydropower project (RD 112+350 at Pakpattan Canal) is one of the 5proposed small to medium hydropower projects 1 ranging from 3.2 MW to 7.2 MW which areat different stages of implementation in the Punjab province. To meet the ADB safeguardrequirements, a Short Land Acquisition and Resettlement Plan (LARP) of Pakpattan <strong>HPP</strong>was prepared by PPMU and approved by ADB on 17 October, 2011 for its implementation.2. To confirm and validate the LARP implementation status of the LARP, first externalmonitoring report was conducted in March 2012. This is the Second <strong>External</strong> <strong>Monitoring</strong><strong>Report</strong> prepared based on the field survey conducted from 24 – 26 August, 2012. The majorfindings of the Second EMA report are as under:i). The payment of land compensation has already been made to all 27 AFs (landowners having 16 other shareholders) by the Revenue Department in November,2011, which has also been reflected in the first EMA report (March, 2012).ii). In case of outstanding payments of crops and trees, out of total 28 AFs, 27 AFs havereceived their payment, while 1 AF (leaseholder) is still unpaid. In fact, this unpaid AFis a leaseholder of the land owned by Hindu Auqaf. The PPMU in consultation withAuqaf Department should make the payment to this leftover AF by 31 October, 2012.Conclusions3. Based on the second EMA report, it can be concluded that on the whole, the ShortLARP of Pakpattan Hydropower Project (P<strong>HPP</strong>) has been sufficiently implemented and theproject site is clear for construction activities.Compliance on the Action Plan4. The Government of Punjab is implementing the project of “Renewable <strong>Energy</strong>Development Sector Investment Program 2 (REDSIP)”, with the assistance of AsianDevelopment Bank ((ADB Loan No. 2286-PAK). It involves construction of five small tomedium hydropower stations ranging from 3.2 MW to 7.2 MW in the Punjab province. Thefeasibility studies of all the 5 projects including the i) Pakpattan, ii) Marala, iii) Chianwali, iv)Deg Outfall and v) Okara Hydro Power Projects have already been conducted during 2005by WAPDA through Consultants, while the preparation of feasibility studies of otherproposed five sites are being conducted. Based on the feasibility studies, the project ofPakpattan HHP (at canal RD 112+350) was proposed for the generation of 3.2 MW ofhydropower. This project was further reviewed under the ADB TA No. 4425-PAK. Finally, thePakpattan Canal site at RD 112+350 was considered for the installation of 2.82 MWHydropower Station. The proposed project is located at head Kumariwala, Tehsil and DistrictPakpattan.2. To meet the ADB safeguard requirements, a Short Land Acquisition andResettlement Plan (LARP) were prepared by the Punjab Power Management Unit (PPMU),Lahore. After the review, the ADB approved this LARP on 17 October, 2011 for itsimplementation as per implementation schedule given in the Resettlement Plan. To confirmand validate the LARP implementation status of the LARP, first external monitoring wasconducted in March 2012 and a report issued. The report at hand is the Second <strong>External</strong><strong>Monitoring</strong> <strong>Report</strong> and is based on the field survey conducted from 24 – 26 August, 2012.1.2 Project Description3. The Pakpattan is connected to National Highway (Lahore-Multan) at Okara throughDepalpur and Sahiwal. Access to the project area is gained from Pakpattan through metalledroad up to RD 112+350 and katcha road leading to powerhouse location at RD 114+000along the right bank of canal.4. The scope of civil works extends from the fall structure at RD 112+350 to the fall atRD 124+950 of the Pakpattan canal. The Pakpattan <strong>HPP</strong> consists of a combination of twofalls to utilize the head for energy output. A power canal by-pass from RD 113+000 to115+250 at right side of Pakpattan canal and the power house will be constructed under the“Renewable <strong>Energy</strong> Development Sector Investment Program (REDSIP)” as a PakpattanHydropower Project (PHHP). The project includes intake section, gated spillway, powerhouse, and tail race section etc. The bed level and the embankment of power canalupstream of power house will be raised according to remodel cross sections up to RD112+350. The power canal downstream of the power house will be excavated up to RD124+950.1.3 Objectives of the <strong>External</strong> <strong>Monitoring</strong>5. The resettlement monitoring refers to the collection, analysis, reporting and use ofinformation relating to the progress of resettlement based on Entitlement Matrix/Resettlement Plan. The monitoring is an integral part during the implementation of LARP2 The government of Pakistan has initiated a project to develop indigenous, nonpolluting, and renewable sources of energy tohelp in order to meet the country’s power shortage and diversify the power sources. This will also improve the quality of thepower system, especially in rural areas. The Punjab province has also developed potential sites of low-head, high-volume smallhydropower stations that can be installed in the existing irrigation canal system with perennial water flows.4

The overallobjective of the study is to conduct external monitoring of the implementation of Short LARPand ascertain the efficiency of land acquisition process and adequacy in compensationassessed before acquiring the land and assets, adequacy of allowances provided to thevulnerable groups and timeliness of compensation disbursement, and efficiency ofconsultation and grievance redress mechanisms with focus on how the concerns of affectedpersons, especially those of female and other vulnerable groups are recorded andaddressed. Specifically, confirmation of full implementation of LARP through conductingexternal monitoring before the commencement of civil works is a pre-requisite under ADB’safeguards requirements.6. Keeping the foregoing objectives in view, the implementation progress of theapproved LARP is monitored to determine the updated progress on implementation statusand validate the payment made to the entitled APs. Furthermore, suggest remedialmeasures/ corrective action plan for the payment to leftover APs, are suggested.In order to achieve the objectives, the following aspects have been considered:Review the internal monitoring reports especially relating to the implementation of ShortLARP;Review the implementation status of resettlement activities including eligibility,entitlements, award of compensation, adequacy of budget, timeliness and institutionalarrangements;Review of community complaints/ grievance redress methods/ system of the project;Conduct consultations with the APs, community and other stakeholders;Suggest the remedial measures/ corrective action plan for leftover tasks.1.4 Internal <strong>Monitoring</strong> <strong>Report</strong>7. In accordance with the Resettlement plan, Quarterly Internal monitoring reports wereto prepare on monthly basis and submitted to ADB on Quarterly basis. In this context, firstIMR was prepared in May, 2012.1.5 Due Diligence <strong>Report</strong>8. The PPMU has prepared a Due Diligence <strong>Report</strong> (DDR) in September, 2012. DDRreflected some minor changes in the figures of Short LARP prepared in October, 2011. Thefollowing are the changes: The land acquired from Irrigation Department decreased from 3.4 acres to 2.47acres, while in case of land owned by Auqaf Department, it increased from 3.31acres to 4.25 acres. The number of wood trees owned privately decreased from 113 to 38.Accordingly, these changes have been incorporated in this external monitoring report.5

The Approach and Methodology section of the report covers a review of the progressof RP implementation including status of disbursement of payment to APs, redress ofcommunity complaints, relevant data collection and analysis.10. Both primary and secondary data was collected. Primary data was derived from theconsultations with APs/ interviews of 20 AFs. It included confirmatory information about thepayment received by APs and their concerns/ feedback about the implementation of theproject. The field survey was conducted from 24 – 26 August, 2011 and results were alsoshared with DD (Resettlement), PPMU. All collected data/ information from different sourceswere computerized and analysis was made to compile results.3. IMPLEMENTATION STATUS OF SHORT LARP11. The project involved acquisition of private agricultural land (52.31 acres) and 6.71acres of government land. Due to the acquisition of private agricultural land, the loss of cropsand trees has also been accounted for in the Short LARP. The project impacts and status ofpayments are discussed in the ensuing section of the report.3.1 Projects Impacts12. In accordance with the Short LARP, the project impacts include:Total 59.02 acres to be acquired, out of which, 52.31 acres are private agricultural landowned by 27 people (AFs), while remaining 6.71 acres are owned by the government(Irrigation and Auqaf Departments);Affected crops on 55.6 acres of land (i.e. 52.31 acres of private land + 4.25 acrescultivated area of Auqaf Department land being cropped by a leaseholder).113 wood/ timber trees owned privately, while the revised number of trees are 38 as perDDR (September 2012).Total AFs are 28 (including 27 land owners and 1 leaseholder).6

Based on the field survey, it was observed that on the whole, payment of landcompensation has been made to all 27 AFs (land owners) by the Revenue Department,although 5 AFs received their payments. In case of crops, the PPMU has also madepayment to all above 27 AFs (land owners) except one leaseholder, who was cultivating theland (4.25 acres) owned by the Hindu Auqaf. Similarly, the trees compensation was alsomade to all 5 AFs as per number revised by the PPMU.14. Thus, out of total 28 AFs, one AF is still un-paid. In this context, it is suggested thatPPMU may make the payment on account of crop compensation to the unpaid AF (landlessleaseholder).The PPMU is scheduled to payment for crop compensation to 1 un-paid AF by 31 October,2012.15. The Second EMA report concludes that on the whole, the LARP of PakpattanHydropower Project (P<strong>HPP</strong>) has been adequately implemented and the project site is clearfor construction activities. The details regarding the status of payment are presented in Table2, while AP-wise details of payment are presented in Annex A.7

Based on the 2 nd EM report, the following conclusions may be drawn:Of the total AFs (28 AFs), 1 AF (leaseholder) is still unpaid regarding crop compensation.The DD (Resettlement) PPMU may ensure to make the payment by 31 October, 2012.‣ Short LARP of Pakpattan Hydropower Project (P<strong>HPP</strong>) has been sufficiently implementedand the project site is clear for construction activities.11
