A Public Hearing on <strong>the</strong> Town Council’s Proposed OperatingBudget <strong>the</strong> Fiscal Year 2008-2009.The Chair opened <strong>the</strong> public hearing at 7:12 p.m. and <strong>the</strong> Clerk read <strong>the</strong> legalnotice recorded with <strong>the</strong>se <strong>minutes</strong> as Agenda D-1 into <strong>the</strong> record. The TownManager reviewed <strong>the</strong> Town Council’s proposed budget recorded with <strong>the</strong>se<strong>minutes</strong> as Agenda Item D-1a using <strong>the</strong> presentation recorded with <strong>the</strong>se<strong>minutes</strong> as Agenda Item D-1b. Mary Grace Reed, Chair <strong>of</strong> <strong>the</strong> Board <strong>of</strong>Education reviewed <strong>the</strong> Board <strong>of</strong> Education budget using <strong>the</strong> handoutsrecorded with <strong>the</strong>se <strong>minutes</strong> as Agenda Item D-1c and Dr. Robert Villanova,Superintendent <strong>of</strong> Schools discussed <strong>the</strong> enrollment/pr<strong>of</strong>essional staffing levelsover <strong>the</strong> past five years using <strong>the</strong> chart recorded with <strong>the</strong>se <strong>minutes</strong> as AgendaItem D-1d. Mike Clark, Town Council Chair asked <strong>the</strong> public to support <strong>the</strong>Town Council’s proposed budget for fiscal year 2008-2009 and explained <strong>the</strong>Council’s reasoning for <strong>the</strong>ir proposed budget. He used <strong>the</strong> presentationrecorded with <strong>the</strong>se <strong>minutes</strong> as Agenda Item D-1e to justify <strong>the</strong> spending andrequired tax increase for fiscal year 2008-2009. He made <strong>the</strong> following eightpoints:1) Farmington has a long history <strong>of</strong> providing fiscally responsiblegovernment continued by <strong>the</strong> proposed budget. The Town <strong>of</strong>Farmington has <strong>the</strong> lowest equalized mill rate when compared toneighboring <strong>town</strong>s in <strong>the</strong> Hartford region. The proposed mill rate <strong>of</strong>19.75 is <strong>the</strong> lowest in twelve years.2) The overall spending increase in <strong>the</strong> proposed budget is 1.2%, whichis <strong>the</strong> lowest percent increase, since 1995-1996 fiscal year. Thepercentage <strong>of</strong> increase is well below <strong>the</strong> cost <strong>of</strong> living increase <strong>of</strong> 4.0%annually.3) Unlike federal and state tax dollars, every dollar <strong>of</strong> <strong>the</strong> <strong>town</strong> budget isspent in Town providing services and educating children.MINUTES OF THE REGULAR MEETING OFTHE FARMINGTON TOWN COUNCIL HELDAPRIL 7, 20082

One program that was preserved was <strong>the</strong> Elderly Tax ReliefProgram, which sets aside over $160,000 for elderly tax relief.5) Due to revaluation <strong>the</strong>re is no average tax increase this year. Eachhome will have an individual tax increase. Your individual taxincrease is based on <strong>the</strong> percentage increase from your oldassessment to your new assessment. If your assessment value wentup 31% or less you will have no tax increase.6) You will pay lower taxes on each automobile you own because <strong>of</strong> <strong>the</strong>decreased mill rate.7) You can compute your property tax increase on <strong>the</strong> Town <strong>of</strong>Farmington website.8) The Town <strong>of</strong> Farmington closed on <strong>the</strong> Krell Farm that morning for$6,750, 000, which was an action overwhelming supported by <strong>the</strong>voters. With <strong>the</strong> purchase comes <strong>the</strong> shared responsibility to pay forwhat was overwhelming approved.He informed <strong>the</strong> public that although <strong>the</strong> Council tried to preserve all currentservices, it was not possible at <strong>the</strong> spending levels being proposed and that if<strong>the</strong> budget gets defeated on May 1, 2008 and fur<strong>the</strong>r cuts are necessary, <strong>the</strong>rewill be significant cuts in Town services and educational programming.The Chair opened <strong>the</strong> hearing for public comment.Jean Frenette <strong>of</strong> 37 Wolf Pit Road stated he has lived in Farmington since 1965,and that even with <strong>the</strong> new tax break for seniors he would be paying more intaxes next year. He stated he was for open space, but <strong>the</strong> Krell Farm cost toomuch, and he would never live long enough to use <strong>the</strong> land. He didn’t feel itwas fair that he was being forced to pay higher and higher property taxes whenhe hardly used any Town services and had no children in school.Ellen Siuta, Farmington Future spoke in favor <strong>of</strong> <strong>the</strong> budget and askedresidents to support it. She stated <strong>the</strong> last speaker that said he didn’t useTown services rode his car on <strong>the</strong> roads, lived in a home protected by fire andpolice services, and had emergency response services available for medicalemergencies.Richard Koszyca <strong>of</strong> 11 Coppermine Road stated <strong>the</strong> earlier speaker was wrongwhen he said he wasn’t using Town services. He spoke in favor <strong>of</strong> <strong>the</strong> budgetand asked <strong>the</strong> Council to look for ways to increase income. He felt it wasnecessary to have an Economic Development Coordinator position hired for <strong>the</strong>Town <strong>of</strong> Farmington and he stated he was sorry <strong>the</strong> new communication systemfor <strong>the</strong> Police Department was cut out <strong>of</strong> <strong>the</strong> budget.Giles Packer <strong>of</strong> 36 Mountain Land asked <strong>the</strong> Council to remember this budgetwould impact some citizens like him with a $100.00 per month property taxincrease.Ron Faibusch <strong>of</strong> 241 Talcott Notch Road said even though <strong>the</strong> mill rate staysabout <strong>the</strong> same or goes up slightly every year; <strong>the</strong> residents lose services eachMINUTES OF THE REGULAR MEETING OFTHE FARMINGTON TOWN COUNCIL HELDAPRIL 7, 20083

He was particularly disturbed by <strong>the</strong> delay <strong>of</strong> <strong>the</strong> Economic DevelopmentDirector position, <strong>the</strong> loss <strong>of</strong> <strong>the</strong> Hartford Metro Alliance membership and <strong>the</strong>reduced landfill hours.Carol Presutti, 16 White Oak Road and President <strong>of</strong> <strong>the</strong> Chamber <strong>of</strong> Commercewas disturbed about <strong>the</strong> delay <strong>of</strong> <strong>the</strong> Economic Development Director positionand <strong>the</strong> loss <strong>of</strong> <strong>the</strong> Hartford Metro Alliance membership. She believed weneeded an Economic Development Director with <strong>the</strong> skills to sell <strong>the</strong> Town <strong>of</strong>Farmington to bring more businesses to Town. Despite her comments she felt<strong>the</strong> Town <strong>of</strong> Farmington was a great Town to live in evidenced by <strong>the</strong> strongproperty values.Gene Chamberlain <strong>of</strong> 85 Somersby Way spoke in favor <strong>of</strong> <strong>the</strong> budget. He felt<strong>the</strong> budget was regressive but understood why it had to be this year. Hewanted <strong>the</strong> Town <strong>of</strong> Farmington to think about controlled growth versus justbuying open space and to think <strong>of</strong> ways to raise revenue.A Gentleman, resident employed at <strong>the</strong> UCONN Health Center spoke in favor <strong>of</strong><strong>the</strong> budget expenditures, but made <strong>the</strong> point <strong>the</strong> average taxpayer was <strong>the</strong>backbone <strong>of</strong> <strong>the</strong> budget and <strong>the</strong> homes <strong>of</strong> higher value were not paying <strong>the</strong>ir fairshare.Sam Iritano, Farmington Taxpayers Association Inc. spoke against <strong>the</strong> budgetand felt <strong>the</strong> Board <strong>of</strong> Education was supporting a self-serving bureaucracy. Hepointed out since 2003 school staffing has gone up 6.1%, <strong>the</strong> number <strong>of</strong>students has decreased 6.8% and <strong>the</strong> Board <strong>of</strong> Education budget has increased24.2%. He wanted <strong>the</strong> Board <strong>of</strong> Education budget cut fur<strong>the</strong>r.Jenny Mulpeter <strong>of</strong> 5 Morgan Place thanked <strong>the</strong> Council and Board <strong>of</strong> Educationfor <strong>the</strong>ir work on <strong>the</strong> budget. She stated since <strong>the</strong> spending increase proposedwas less than <strong>the</strong> rate <strong>of</strong> inflation, per pupil expenditures were less than <strong>the</strong>State <strong>of</strong> Connecticut average <strong>the</strong> budget should be supported. She believed if<strong>the</strong> budget didn’t pass Town and School services would be severely impacted.C.J. Thomas <strong>of</strong> 149 Mountain Spring Road thanked <strong>the</strong> Council and Board <strong>of</strong>Education for <strong>the</strong>ir work on <strong>the</strong> budget. He talked about <strong>the</strong> decreasing millrate lowering <strong>the</strong> automobile taxes for individuals. He agreed with <strong>the</strong> Chairthat <strong>the</strong>re was no average taxpayer this year. He stated since <strong>the</strong>re was only a2.9% increase on <strong>the</strong> tax levy <strong>of</strong> <strong>the</strong> Town <strong>of</strong> Farmington when <strong>the</strong> rate <strong>of</strong>inflation was 4% <strong>the</strong> budget deserved to be supported.Robert Parker <strong>of</strong> 22 Tanglewood Road spoke in favor <strong>of</strong> <strong>the</strong> budget. He believedall surrounding <strong>town</strong>s were facing <strong>the</strong> same problems <strong>the</strong> Town <strong>of</strong> Farmingtonwas facing with its budget. Because <strong>of</strong> our low taxes in comparison to ourneighboring <strong>town</strong>s and <strong>the</strong> high quality <strong>of</strong> our Town and School servicesFarmington residents were getting a great deal.Pierre Guertin <strong>of</strong> 12 Henley Commons thought <strong>the</strong> Council and Board <strong>of</strong>Education had done a great job with <strong>the</strong> budget. Hebelieved we elected <strong>the</strong> Council and Board <strong>of</strong> Education to build a budget andhired pr<strong>of</strong>essionals to run <strong>the</strong> Town and School System, and because <strong>of</strong> <strong>the</strong>great job <strong>the</strong>y have done, <strong>the</strong>y deserve to be supported by voting yes for <strong>the</strong>budget.Hearing no fur<strong>the</strong>r public comment <strong>the</strong> Chair closed <strong>the</strong> hearing at 8:39 p.m.2. A Public Hearing to Consider <strong>the</strong> Purchase <strong>of</strong> Property Owned bySusan, Nathaniel, Jr., Edith and Robin Howe Located at Lot 1BMountain Spring Road (Approximately 2.28 Acres) for aPrice Of $279,300.The Chair opened <strong>the</strong> public hearing at 8:50 p.m. and <strong>the</strong> Clerk read into <strong>the</strong>record <strong>the</strong> legal notice recorded with <strong>the</strong>se <strong>minutes</strong> as Agenda D-2. Mr.Wadsworth, Chair <strong>of</strong> <strong>the</strong> Land Acquisition Committee reviewed <strong>the</strong> purchaseand described <strong>the</strong> qualities <strong>of</strong> this parcel that qualify it for purchase under <strong>the</strong>bylaws <strong>of</strong> <strong>the</strong> Land Acquisition Committee. He talked about <strong>the</strong> FarmingtonLand Trust currently supporting approximately 50 acres <strong>of</strong> open space in <strong>the</strong>area, and he felt this would be a good faith effort on <strong>the</strong> Town <strong>of</strong> Farmington’spart to support <strong>the</strong>ir efforts.The Chair opened <strong>the</strong> public hearing for public comments.Kathy Wadsworth, President <strong>of</strong> <strong>the</strong> Farmington Land Trust read into <strong>the</strong> record<strong>the</strong> letter <strong>of</strong> support recorded with <strong>the</strong>se <strong>minutes</strong> as Agenda D-2a.Pam Freedman 181 Mountain Spring Road spoke in favor <strong>of</strong> <strong>the</strong> purchase. Shetalked about <strong>the</strong> woodland nature <strong>of</strong> <strong>the</strong> lot and surrounding area.Gene Chamberlain <strong>of</strong> 85 Somersby Way suggested <strong>the</strong> Town <strong>of</strong> Farmingtonshould not buy any more open space unless a commitment is made to pay forit. He suggested money from <strong>the</strong> operating budget is being shifted to debtservice to pay for open space resulting in diminished services for Townresidents. He asked <strong>the</strong> Council to consider ways to have open space generaterevenue for <strong>the</strong> Town.Marie Baker <strong>of</strong> 145 Mountain Spring Road spoke in favor <strong>of</strong> <strong>the</strong> purchase. Shetalked about <strong>the</strong> purchase fitting <strong>the</strong> mission statement <strong>of</strong> <strong>the</strong> Town <strong>of</strong>Farmington.Nancy Sichler <strong>of</strong> 125 Mountain Spring Road spoke in favor <strong>of</strong> <strong>the</strong> purchase.She talked about maintaining <strong>the</strong> rural and scenic quality <strong>of</strong> Mountain SpringRoad.Richard Koczyca <strong>of</strong> 11 Coppermine Road told <strong>the</strong> Council he had been involvedwith <strong>the</strong> open space purchases <strong>of</strong> <strong>the</strong> Hein and Krell Farms and has been verysupportive <strong>of</strong> open space purchases. He wanted to maintain <strong>the</strong> character <strong>of</strong> his neighborhood forhimself and all <strong>the</strong> residents that travel up and down on a daily basis.Alex Thomas <strong>of</strong> 149 Mountain Spring Road spoke in favor <strong>of</strong> <strong>the</strong> purchase. Shenoted <strong>the</strong> Mountain Spring Road area has <strong>the</strong> most underdeveloped land in <strong>the</strong>Town <strong>of</strong> Farmington making <strong>the</strong> area <strong>the</strong> most vulnerable for development.Amanda Strauss <strong>of</strong> 16 Townsend Road agreed with <strong>the</strong> speaker that talkedabout <strong>the</strong> Town services being sacrificed for open space purchases. Shequestioned if this property could even be built on because <strong>of</strong> <strong>the</strong> wetlands on<strong>the</strong> lot and <strong>the</strong> need to establish a septic system.Mr. Wadsworth informed <strong>the</strong> Council that <strong>the</strong> lot would support building. He thanked <strong>the</strong> Councilfor helping his neighborhood with <strong>the</strong>ir power outage problems. He felt hiringan Economic Development Director with a pay range <strong>of</strong> $50,000 to $75,000 ayear salary range is unrealistic and a waste <strong>of</strong> taxpayer’s money. He wouldra<strong>the</strong>r see <strong>the</strong> money used for public safety. He agreed with an earlier speakerthat suggested <strong>the</strong> Town <strong>of</strong> Farmington needed to find ways to generate income.Gene Chamberlain <strong>of</strong> 85 Somersby Way asked about methods to revise <strong>the</strong>Charter. He is interested in having funding for open space segregated in afashion as to not detract from Town services.
