COUNTY OF WELLINGTON2009 BUDGETPROGRAMME OVERVIEWProgramme:Department:Governance:County CouncilAdministered by the Chief Administrative OfficerAdministration, Finance and Personnel CommitteeProgramme description• As the governing body of the County, it is the role of council to:- represent the public and to consider the well-being and interests of the municipality;- develop and evaluate the policies and programmes of the municipality;- determine which services the municipality provides;- ensure that administrative practices and procedures are in place to implement thedecisions of council;- maintain the financial integrity of the municipality; and- carry out the duties of council under all relevant legislation• County Council is comprised of the mayors of the seven member municipalities and ninedirectly elected ward councillors• The Warden is the head of Council and is chosen by Council annually. It is the role of thehead of Council to:- to act as chief executive officer of the municipality;- to preside over council meetings;- to provide leadership to the council;- to represent the municipality at official functions; and- to carry out the duties of the head of council under any provincial act.• The following committees and boards report directly to County Council, which meetsmonthly: Administration, Finance and Personnel; Social Services (joint committee withCity of Guelph); Roads; Solid Waste Services; Planning and Land Division; Information,Heritage and Seniors; Wellington County Library Board; Wellington County PoliceServices Board2009 Budget HighlightsThe 2009 budget provides for salaries and benefits for Council members and various Counciland Committee expenses.9
