21Report on the visit to the two operating and two proposed Coal mines of NorthEastern Coal Fields (NEC) of M/s Coal India Limited located in Digboi ForestDivision of Tinsukia District of Assam1.0 BackgroundThe North Eastern Coal Field (NEC) has a lease hold area of 26.88 sq. km in theluxuriant tropical rainforests of Digboi Forest Division, a bulk of the Division hasalready been converted into Tea Gardens. Most of the forests are confined tohilly terrain. The Makum Coalfields are confined to these hilly landscapes whichharbour at present secondary forests. The primary climax forests dominated bygiant Dipterocarpus macrocarpus were already logged for plywood and for otherwoods (Shorea assamica, Terminalia myriocarpa and Mesua ferrae) of industrialvalue. These were 4-5 storeyed forests with abundant orchids, ferns, lianas andclimbers. The NEC with its headquarters at Margherita is at present extractingcoal from the following 6 mines:(i) Baragolai underground mine, (ii) Tipong underground mine, (iii) Ledounderground mine, (iv) Tirap open cast mine, (v) Tikak open cast mine, and (vi)Ledo open cast mine. These coal mines cover 2688.16 hectares.The North Eastern Coalfield has applied for EC for Tikak extension OCP (0.2MTPA from 192 ha of ML area) Lekhapani OCP (0.25 MTPA from ML area of235 ha). The EIAs based on TORs of both the projects were considered by EAC(T&C) in meetings held on 22-23, March 2010 and again on 17-18, October 2011(Lekhapani case) and on 26-27 October 2010 and 17-18 October 2011 (TikakExtension OCP). Since both the projects are located in biodiversity rich tropicalrainforests of upper Assam and since the area is known to be corridor forelephants (in fact Lekhapani Reserve forest including the proposed site of forestdiversion also falls in Dehing - Patkai Elephant Reserve). Further, the mine wateris acidic due to pyrite, and the run off from OBDs which contain shales is alsoacidic; this acid mine drainage contaminates ground water, surface waterincluding rivers, and soils. An NGO (Purbanchal Welfare Organization, dated 10 thOctober 2009) also represented the Ministry on the adverse impacts of mining inthe Makum Coalfields on the ground water, rainfall, forests etc.It was decided by the Committee that a subgroup consisting of Professor C.R.Babu, Shri T.K. Dhar, Dr. R.K.Garg, Advisor, CIL and Director, MoEF may visitthe sites of both the projects and submit the site specific environmentalmeasures to mitigate the likely adverse impacts of mining.2.0 Site VisitShri T.K. Dhar, Dr T. Chandini, Dr R.K. Garg (Adviser in CIL) and Professor C.R.Babu visited the sites from 4-6 th April <strong>2012</strong>. The subgroup accompanied by theChief General Manager (Shri A. K.
