oIf an official is ranked by more than oneregional advisor, the rankings are averagedand assigned a value based on that average.The strength of the nominating conference isconsidered as part of the final index calculation.If an official is nominated by multiple conferences,the totals within Factors 1, 2 and 3 are addedtogether.Additional ConsiderationsEach automatic qualifying conference isguaranteed that a minimum of one of itsnominated game officials, who has met t<strong>here</strong>quirements, will be assigned to the Division IWomen’s <strong>Basketball</strong> Championship.Prior to final selections, other non-quantifiablefactors are considered, including representation ingender, diversity, experience level and geographicregion.The OSI is only used to assist in the selection of the96 game officials and 16 standby officials assignedto first- and second-rounds.An official’s OSI ranking of approximately 1-80 mayindicate an official’s strong consideration forinclusion in the tournament officiating pool.An official’s OSI ranking of approximately 80-120may indicate that an official should be consideredand his/her individual qualifications reviewed.III. Advancement of OfficialsOfficials are advanced to work subsequent rounds ofthe Division I Women’s <strong>Basketball</strong> Championship basedon their performance, evaluation by the on-siteofficial’s evaluator, evaluation by the nationalcoordinator for women’s basketball officiating andevaluation by on-site Division I Women’s <strong>Basketball</strong>Committee representative. The OSI is not used as atool in the advancement process.Recommendations for advancement are reviewed andapproved by the Officiating Subcommittee of theDivision I Women’s <strong>Basketball</strong> Committee.Exception: First-round game officials are predesignatedto remain on site and assigned to officiatesecond-round games. In the event that a critical issueoccurs during first-round games, officials may beremoved from their second-round assignment andreplaced with another official.Ninety-six (96) game officials will be selected toofficiate first-round games. Sixteen (16) standbyofficials will be selected for first-round games.Forty-eight (48) game officials will be selected toofficiate second-round games. Sixteen (16)standby officials will be selected for second-roundgames.Thirty-six (36) game officials will be selected toofficiate regional semifinal or regional final games.Four (4) standby officials will be selected forregional semifinal and regional final games.Nine (9) game officials will be selected to officiatenational semifinal games and the nationalchampionship game. One (1) standby official willbe selected for the national semifinal and nationalchampionship games.Sixteen (16) individuals (e.g., conferencecoordinators of officials, <strong>NCAA</strong> regional advisors)are assigned as officials’ evaluators at each firstandsecond-round site.The regional advisors shall serve as the officials’evaluators at the four regional sites.The national coordinator for women’s basketballofficiating and the regional advisors shall serve asthe officials’ evaluators at the Women’s Final Foursite.Officials’ evaluators are provided evaluationstandards and access to online evaluationinformation.In an effort to ensure consistent evaluations ateach competition site, a teleconference isconducted with the officials’ evaluators, in advanceof the championship, to discuss standards, forms,policies and procedures.<strong>NCAA</strong> DIVISION I WOMEN’S BASKETBALL CHAMPIONSHIP ● CHAMPIONSHIP OFFICIATING PROGRAM PROCEDURES ● 5
