<strong>NCAA</strong> DIVISION I WOMEN’S BASKETBALL CHAMPIONSHIPPROCEDURES FOR THE NOMINATION/SELECTION/ASSIGNMENT/ADVANCEMENT OF GAME OFFICIALST<strong>here</strong> are three phases in the process:I. Nomination of officials by Division I conferences;II. Selection of officials; andIII. Assignment and advancement of officials throughout the competitive rounds.General Principles for Nomination/Selection/Assignment/AdvancementThe Division I Women’s <strong>Basketball</strong> Committee and national coordinator for women’s basketball officiating will abide bythe following principles:A subcommittee (officiating subcommittee) of the Division I Women’s <strong>Basketball</strong> Committee shall have primaryoversight and responsibility, in collaboration with the national coordinator for women’s basketball officiating, forthe selection, assignment and advancement of officials for the Division I Women’s <strong>Basketball</strong> Championship.At each first- and second-round site, officials will be evaluated by an officials’ evaluator, in collaboration with the<strong>NCAA</strong> Division I Women’s <strong>Basketball</strong> Committee representative. Conference coordinators and regional advisors shallserve as an officials’ evaluator. At each regional site, officials will be evaluated by a regional advisor, who shall serveas an officials’ evaluator. At the Women’s Final Four site, officials will be evaluated by the national coordinator forwomen’s basketball officiating and the regional advisors.From the nominated officials, the national coordinator for women’s basketball officiating will provide arecommended pool of officials for review, consideration and approval by the Division I Women’s <strong>Basketball</strong>Committee. From the approved pool, the national coordinator will select and assign the officials for the first- andsecond-round competition. The Division I Women’s <strong>Basketball</strong> Committee will approve the 32 three-person crews(96 officials) to officiate the first round and 16 officials to serve as standby officials. Additionally, the officiatingsubcommittee will approve the 48 game officials and 16 standby officials who will remain at each first- and secondroundsite to work the second-round game at the site. Once the first-round games are completed, the officiatingsubcommittee will approve the assignment of game officials and standby officials for the second-round games.If an official is unable to complete his/her assignment in the championship, the officiating subcommittee shallconvene to determine a replacement. Each situation shall be reviewed on a case-by-case basis and thesubcommittee shall review a number of factors (e.g., position, geographic location of site, conference affiliation ofparticipating teams, crew familiarity) when selecting a replacement and/or revising previously assigned crews.All officials who work in the first round or second round, including standby officials, are eligible for assignment tothe regional competition.Following the second-round games, a teleconference will be conducted by the officiating subcommittee to approvethe recommended officials for assignment to regional semifinal and final games. Twelve three-person crews (36)will be assigned to the four regional sites. Two crews will be assigned to the regional semifinals and one to t<strong>here</strong>gional final at each site. Following the regional final games, a teleconference will be conducted by the officiating subcommittee to approvethe recommended officials for assignment to the national semifinal and national championship games. Three threepersoncrews will be assigned to the Women’s Final Four. Two crews will be assigned to the national semifinals andone to the national championship game. One official will serve as the standby for all three Women’s Final Fourgames.Among the resources available to the Division I Women’s <strong>Basketball</strong> Committee and officiating subcommittee areconference nominations, regional advisor evaluations, national coordinator’s evaluations, in-person observationinformation and television-viewed observation information.The <strong>NCAA</strong> Division I Women’s <strong>Basketball</strong> Championship Nomination/Selection/Assignment/Advancement of GameOfficials document is included in the comprehensive review of the Division I Women’s <strong>Basketball</strong> Championship,conducted annually by the Division I Women’s <strong>Basketball</strong> Committee. I. Nomination of Officials by Division I ConferencesIn order to be eligible for nomination by aconference, each official must meet the followingrequirements:oRegister and attend an <strong>NCAA</strong> regional officiatingclinic in its entirety.The nominating conference shall indicate t<strong>here</strong>commended round the official is qualified to workand any new officials who are recommended.Conference coordinators of women’s basketballofficiating, who are responsible for more than oneconference, shall submit a “super ranking” of allnominated officials.oComplete and pass the online exam with ascore of 80% or better.The online nomination process will take placeduring the first three weeks of February.oComplete and submit the online release form,by the designated deadline, to authorize the<strong>NCAA</strong>’s contracted agency to conduct abackground check.o Submit the online sports wageringquestionnaire, by the designated deadline.oOfficiate a minimum of 25 collegiate basketballgames during the current season, including aminimum of 20 Division I women’s games,which can include assignments during aconference tournament.Each Division I conference may nominate amaximum of 20 officials.Each conference shall submit the names of, in rankorder, the officials believed to be capable ofofficiating in the <strong>NCAA</strong> tournament.The nominating conference shall submit thenumber of regular season assignments the officialreceived, including exhibition games, nonconferencegames and conference games.The nominating conference shall submit the officialsassigned to the conference tournament (e.g.,quarterfinals, semifinals and finals). Thisinformation may be submitted after the close of theonline nomination process, due to the timing ofconference tournament assignments.The nominating conference shall indicate anyconflicts an official may have (e.g., alma mater,employment, etc.).II. Selection of OfficialsThe Officiating Selection Index (OSI) is intended toquantify information being submitted by thenominating conferences and other valuable resources.It is a tool created to gather and summarize informationand opinions regarding an official’s competency,experience and preparedness to work in the Division IWomen’s <strong>Basketball</strong> Championship.OSI FactorsThe following factors are considered independently, aswell as part of the OSI:Factor 1: Number of assignments from thenominating conference (20% - maximum of 20points per nominating conference).Factor 2: Ranking from the nominating conference(15% - maximum of 20 points per nominatingconference).Factor 3: Conference tournament games worked(20% - maximum of 10 points total).Factor 4: Previous year’s <strong>NCAA</strong> tournamentgame(s) worked (20% - maximum of 10 pointstotal).Factor 5: Score obtained on the requiredpreseason exam (10% - maximum of 10 pointstotal).Factor 6: Ranking from the regional advisors (15%- maximum of 15 points total).<strong>NCAA</strong> DIVISION I WOMEN’S BASKETBALL CHAMPIONSHIP ● CHAMPIONSHIP OFFICIATING PROGRAM PROCEDURES ● 3


oIf an official is ranked by more than oneregional advisor, the rankings are averagedand assigned a value based on that average.The strength of the nominating conference isconsidered as part of the final index calculation.If an official is nominated by multiple conferences,the totals within Factors 1, 2 and 3 are addedtogether.Additional ConsiderationsEach automatic qualifying conference isguaranteed that a minimum of one of itsnominated game officials, who has met t<strong>here</strong>quirements, will be assigned to the Division IWomen’s <strong>Basketball</strong> Championship.Prior to final selections, other non-quantifiablefactors are considered, including representation ingender, diversity, experience level and geographicregion.The OSI is only used to assist in the selection of the96 game officials and 16 standby officials assignedto first- and second-rounds.An official’s OSI ranking of approximately 1-80 mayindicate an official’s strong consideration forinclusion in the tournament officiating pool.An official’s OSI ranking of approximately 80-120may indicate that an official should be consideredand his/her individual qualifications reviewed.III. Advancement of OfficialsOfficials are advanced to work subsequent rounds ofthe Division I Women’s <strong>Basketball</strong> Championship basedon their performance, evaluation by the on-siteofficial’s evaluator, evaluation by the nationalcoordinator for women’s basketball officiating andevaluation by on-site Division I Women’s <strong>Basketball</strong>Committee representative. The OSI is not used as atool in the advancement process.Recommendations for advancement are reviewed andapproved by the Officiating Subcommittee of theDivision I Women’s <strong>Basketball</strong> Committee.Exception: First-round game officials are predesignatedto remain on site and assigned to officiatesecond-round games. In the event that a critical issueoccurs during first-round games, officials may beremoved from their second-round assignment andreplaced with another official.Ninety-six (96) game officials will be selected toofficiate first-round games. Sixteen (16) standbyofficials will be selected for first-round games.Forty-eight (48) game officials will be selected toofficiate second-round games. Sixteen (16)standby officials will be selected for second-roundgames.Thirty-six (36) game officials will be selected toofficiate regional semifinal or regional final games.Four (4) standby officials will be selected forregional semifinal and regional final games.Nine (9) game officials will be selected to officiatenational semifinal games and the nationalchampionship game. One (1) standby official willbe selected for the national semifinal and nationalchampionship games.Sixteen (16) individuals (e.g., conferencecoordinators of officials, <strong>NCAA</strong> regional advisors)are assigned as officials’ evaluators at each firstandsecond-round site.The regional advisors shall serve as the officials’evaluators at the four regional sites.The national coordinator for women’s basketballofficiating and the regional advisors shall serve asthe officials’ evaluators at the Women’s Final Foursite.Officials’ evaluators are provided evaluationstandards and access to online evaluationinformation.In an effort to ensure consistent evaluations ateach competition site, a teleconference isconducted with the officials’ evaluators, in advanceof the championship, to discuss standards, forms,policies and procedures.<strong>NCAA</strong> DIVISION I WOMEN’S BASKETBALL CHAMPIONSHIP ● CHAMPIONSHIP OFFICIATING PROGRAM PROCEDURES ● 5


Officials’ evaluators collaborate with the Division IWomen’s <strong>Basketball</strong> Committee representative,assigned to each first- and second-round site, tocomplete a comprehensive evaluation of eachgame official’s performance.The evaluation includes a final advancementrecommendation of “strongly recommend,”“consider” or “do not recommend.”oAn official must have worked a minimum of tworegional games in order to be selected as aWomen’s Final Four game official.o Gender, diversity, Women’s Final Fourexperience, etc. shall be considered.Based on the first-round performance, evaluationsand recommendations of the 64 officialsdesignated to remain on site for the second round,the national coordinator for women’s basketballofficiating determines the 48 second-round gameofficials and 16 standby officials.Based on the first- and second-round performance,evaluations and recommendations, the officiatingsubcommittee will review and approve arecommended pool of officials under considerationfor advancement and determine the 36 regionalgame officials and four standby officials.Officials’ evaluators (regional advisors) collaboratewith the Division I Women’s <strong>Basketball</strong> Committeerepresentatives, assigned to each regional site, tocomplete a comprehensive evaluation of eachgame official’s performance.Based on the regional performance, evaluationsand recommendations, the officiatingsubcommittee will review and approve arecommended pool of officials under considerationfor advancement and determine the nine Women’sFinal Four game officials and one standby official.The following factors shall be considered in t<strong>here</strong>view and approval of the Women’s Final Fourofficials’ pool:ooEach official’s first- and second-round andregional performance, evaluation andrecommendation.A minimum of one new official must be selectedas a Women’s Final Four game official.The National Collegiate Athletic AssociationAugust 13, 2009Staff<strong>NCAA</strong> DIVISION I WOMEN’S BASKETBALL CHAMPIONSHIP ● CHAMPIONSHIP OFFICIATING PROGRAM PROCEDURES ● 5
