Thewide range of potential applications dictate that storage is nota homogeneous product and that a wide range of products andoptions may be needed. Utilities are a candidate for ownershipof emergency storage at all levels. Governments can respondby implementing strategies and a vision for energy storage;facilitating the removal of barriers; and analyzing costs andbenefits associated with energy storage within their ownfacilities. Furthermore, the Florida Department of EconomicOpportunity can analyze state and federal policies affectingenergy storage; highlight policies of other states; and identifythe most favorable policies to implement energy storage,particularly as an energy assurance strategy.76 | ENERGY ASSURANCE STUDY
