No. 19013/3/2011--GenlGovernment of IndiaMinistry of Textiles(General Section)To,As per list,Subject:- Annual Comprehensive Maintenance Contract(AMC) for computers and relateditems of the Ministry of Textiles.Udyog Bhawan, New DelhiDated 24 th October, 2011.Sir/Madam,I am directed to invite herewith tenders for AMC(Comprehensive) of computers/printers/UPSs etc. of theMinistry of Textiles for one year . The technical and financial terms and conditions of the AMC shall be as follows:-(A) Technical(i) The firm should have been in existence for not less than five years in the trade with the maintenance(ii)business (service business turn over) of more than Rs. 25 lakh per annum during the last three year.The firm must have previous experience of maintaining hardware and network systems in Governmentorganizations/PSUs and provide certificates from the Original Equipment Manufacturer(OEM) that his/hercompany is authorized and competent to take up AMC. Performance certificates from existing Govt. clients(Central Govt. organizations) must be attached with the tenders.(iii) The firm must have expertise in preventive on site maintenance and repair of Laptops, Projectors,Laser/Inkjet//Multi Function +6Devices/Printers network component, scanners, and other hardware partsand accessories.(iv)The firm must have expertise and experience in LAN troubleshooting. The bidder should have executedsatisfactorily a minimum of three AMCs of more than 200 computers connected in LAN underNovell/Window. A performance certificate to this effect from at least two Govt. Department/PSUs shall haveto be furnished.(v) The firm must be registered with Registrar of Companies and with the Delhi Sales Tax Department for WorksContract Tax. The income tax clearance certificate for the last two years must be attached.(vi) If the firm meets the above technical requirements, they may apply in the proforma placed at Annexure, insealed cover.(B) FINANCIAL1. The rates may be quoted on comprehensive basis for the computers, laptops, projectors, printers and UPSsin the proforma placed at Annexure, in sealed cover.2. The other terms and conditions governing the AMC shall be as follows:-(i)(ii)The vendor will provide two Resident Engineers on all the days from 9.00 AM to 5.30 PMon all working days. The engineers would be equipped with mobile phones to ensure theiravailability. In the event of Service Engineer remains absent/on leave, without substitutethereof, deduction will be made @ Rs. 1000 /- for each day of absence, from thecontracted amount.The contract will be valid for a period of one year and the period of AMC will be informedafter finalization of the contract. The rates quoted will remain in force for the full periodof the contract. No demands for revision of rate on any account shall be entertainedduring the contract period. It will be open to the Ministry of Textiles to extend the term ofthe agreement on the same terms and conditions for a further period of one year or partthereof , if necessary.

- 2 -(iii)(iv)(v)(vi)(vii)(viii)(ix)(x)The awardee has to provide services in Udyog Bhawan and the residences of Minister andsenior officers of this Ministry at different locations in Delhi.The firm will prepare separate log books for each of the machine to be taken under theAMC and preventive maintenance with virus detection and special cleaning of theMonitor, printer, key board, mouse etc, from outside with liquid cleaner and inside will becarried out on quarterly basis. A preventive Maintenance Report from the user would besubmitted to General Section of the Ministry failing which an appropriate penalty wouldbe imposed. The quarterly payment will strictly be made on the basis of satisfactory reportfrom the user.The service engineers would take up any reported fault within one hour. As far aspossible, the repairs would be carried out on-site itself. However, in case the equipmentis taken to the workshop, the firm would provide a stand by for the same. Also a stand-byinventory of Monitor, CPU, Laser Printer, HDD, RAM, Mouse and UPS should be availablewith the contractor at all the times. The firm will also provide maintenance and repairservices on holidays in case of emergency. In case of non-availability of drivers of themachine (branded one like HP, HCL. IBM etc) they will arrange from their sources.In case the requisite parts are not available, the same should be replaced with the parts ofhigher level compatible with the systems.The necessary support for maintaining virus free computer environment in thedepartment, and assistance in upgrading the softwares/virus detection mechanism wouldbe provided by the firm.It may also be noted that in case of contractor backing out midstream, without anyexplicit consent of this Department, he/she will be liable to recovery at higher rates, vis-àvisthose contracted, which may have to be incurred by this Department on maintenanceof machines for the balance period of contract by alternative means.The above act of backing out would automatically debar the firm from any further dealingwith this Ministry and the EMD amount would also be forfeited.No advance payment would be made in any case. However, quarterly payment aftersatisfactory completion of each quarter would be made.3. The successful tendered/firm will be required to furnish performance security in the form ofBank Guarantee/ FDR favouring DDO, Ministry of Textiles for an amount of Rs. 25000 /-(Rupees twenty five thousand only) which will be released to the contractor on completion ofthe contract. The earnest money of Rs. 25000 /- through a Demands Draft on any scheduledbank in New Delhi drawn in the name of D.D.O. , Ministry of Textiles, New Delhi mustaccompany the “ Technical Bidding” Tenders letter. Tenders received without earnest moneywill not be considered. Earnest Money received from the tenders will be returned withoutinterest immediately after the process of selection of tender is over and after deposit of theperformance security. The other requisite documents mentioned above should alsoaccompany the tender letters. The prize bid/tenders will be considered only after fulfillmentof technical bid as stated above.

Interested firms may submit their documents satisfying the technical bid requirements in asealed cover, superscribed with “ Tender for AMC of computers, printers, and peripherals for the Ministry ofTextiles, addressed and sent to the undersigned, Room No. 29B, Udyog Bhawan, New Delhi by 3.00 PM on8/11/ 2011. The tender will be opened on 8/11/ 2011 at 3.15 P.M. in Room No. 29 B. Parties submittingtenders may attend the opening of bids on the said date and hour.5. Tenders received without sealed cover or without quoting rates in the specified proforma willnot be accepted. The Ministry reserves the right to reduce or increase the number of itemsoffered for maintenance contract during the currency of AMC. In case contract is given forhigher number of equipment than as given in the Annexure then proportionate amount ofcontract will be increase, if number is reduced proportionate amount will be reduced. TheMinistry also reserves the right to reject any tender without assigning any reason.6.
