EVERGREEN 3Public Rights of WayAir Quality and DustThe Scheme is seeking to close all but one of the existing17 public road, bridleway and footpath crossings of therailway. Where public crossings are to be closed eithera replacement bridge is proposed and/or convenientalternative public rights of way will be provided.Six of the public rail crossings will be closed and replacedwith bridge crossings. A further 11 public rail crossings willbe closed and diverted, with the creation of new footpathsor bridleways, where needed. London Road level crossingis to remain in use.There will be no significant impacts on public rights of wayusers in terms of access and convenience and the statutoryrequirements for diversions or new rights of way are met.Overall, the integrity of the public rights of way network inthe area will be maintained.There will be an increase in train movements betweenBicester and Oxford, which will encourage a shift fromroad to rail travel.Impacts from construction dust emissions will not besignificant, as the construction works will be carried outaccording to best practice to control and mitigate dustemissions. Emissions from construction traffic are notexpected to significantly affect air quality.Modelling of the dispersion of emissions from rail andtraffic movements associated with Phase 2 of the Scheme(ie with more frequent train movements than in Phase 1)has indicated that pollutant concentrations at residentialproperties closest to the rail line/ affected roads will notexperience significant air quality impacts.Impacts from idling trains are considered not to besignificant, as the trains are fitted with automatic enginecutouts and will not idle at stations for more than 15minutes, which is the guideline threshold.The implications of emissions from trains on designatedecological sites are set out in the Ecology and NatureConservation section.WWW.CHILTERN-EVERGREEN3.CO.UKEVERGREEN3 17
