Turtles in Trouble: Top 25+ Endangered Tortoises and Freshwater Turtles—2011define survival and conservation objectives, and to developthe successful management strategies and organizational alliancesthat can help us reach those goals.Recent Progress and Successes inTortoise and Freshwater Turtle ConservationThe many organizations and individuals that comprisethe international turtle conservation community have beenworking hard for many years to help reverse the threats toturtles and tortoises, and successes and major steps forwardare being generated by these efforts.The Early Years. — Two early catalysts that generatedconservation action for turtles, primarily in Asia, werethe clarion warning alarms sounded by John Behler (1997)and the subsequent 1999 workshop on Asian Turtle Tradeorganized by the Wildlife Conservation Society (in collaborationwith TRAFFIC Southeast Asia, World WildlifeFund, Kadoorie Farm and Botanic Garden, and the U.S.Fish and Wildlife Service), in Phnom Penh, Cambodia. Thepublication of these proceedings (van Dijk et al. 2000) byChelonian Research Foundation provided the first comprehensivedocumentation of the emerging and vast AsianTurtle Crisis.Identifying this regional crisis led to dedicated conservationactions by governments, inter-governmentalagencies, and conservation NGOs to improve the regulationof turtle trade. It also tasked scientists to identify prioritypopulations and species-specific conservation actions.There were two early and important results of this workshop.First, through action led by the IUCN/SSC Tortoiseand Freshwater Turtle Specialist Group (TFTSG), it helpedstimulate and mobilize CITES (Convention on InternationalTrade in Endangered Species of Wild Fauna and Flora) totake direct and much-needed action on trade regulations forAsian turtles (Rhodin 2001).Second, it led to another major catalytic workshopin Fort Worth, Texas, in 2001, organized by Rick Hudsonand hosted by the Fort Worth Zoo (in collaboration withthe IUCN/SSC Conservation Breeding Specialist Group[CBSG] and the TFTSG, with many sponsors), at whicha unified concept of turtle conservation efforts focused oncaptive breeding was formulated, and the Turtle SurvivalAlliance (TSA) was created (CBSG 2001). Since then, theTSA has become the leading global turtle organization forimplementing in-situ field projects, as well as developingassurance colonies for some of the most endangered tortoisesand freshwater turtles.Also created in these early years was the Turtle ConservationFund (TCF), a joint strategizing and funding mechanismfounded in 2002 as a partnership initiative of ConservationInternational, the TFTSG, and the TSA.Turtle Conservation Fund (TCF). — An early globalconservation Action Plan for tortoises and freshwater turtleshad been produced in 1989 by the IUCN/SSC Tortoise andFreshwater Turtle Specialist Group (TFTSG 1989), with asecond expanded one 13 years later in 2002 by the TurtleConservation Fund, in collaboration with Conservation International,the TFTSG, the TSA, and several other affiliatedpartners (TCF 2002).Early Catalytic Workshops on Conservation of Asian Tortoises and Freshwater Turtles (left: Cambodia 1999; right: Texas 2001).– 4 –
