KLAHOWYA STUDENT POLICIES AND REGULATIONS – 2011-2012The following <strong>policies</strong> <strong>and</strong> <strong>regulations</strong> have been developed to ensure an environment which is beneficial to learning. Disregard for these <strong>policies</strong> <strong>and</strong> <strong>regulations</strong> mayresult in lunch detention, Thursday <strong>school</strong>, Saturday <strong>school</strong>, in-<strong>school</strong> suspension, suspension from <strong>school</strong>, <strong>and</strong>/or expulsion from <strong>school</strong>. These <strong>policies</strong> <strong>and</strong><strong>regulations</strong> apply to all <strong>school</strong> functions <strong>and</strong> district property.EXPECATIONS FOR STUDENTSStudents may be disciplined for violation of, aiding or abetting violations of, or an attempt to violate rules at <strong>school</strong>, on <strong>school</strong> district property, at <strong>school</strong> bus stops, on<strong>school</strong> buses, at <strong>school</strong>-sponsored activities, <strong>and</strong> for acts related to the orderly operation of the <strong>school</strong> <strong>and</strong> its activities. Students are expected to:1. Obey <strong>school</strong> rules <strong>and</strong> directions of staff.2. Attend class regularly <strong>and</strong> arrive on time.3. Support the educational process with appropriate behavior.4. Cooperate with <strong>school</strong> personnel.5. Identify themselves by name on request to <strong>school</strong> staff.6. Keep dangerous weapons <strong>and</strong> imitations of them away from <strong>school</strong> <strong>and</strong> <strong>school</strong> facilities. Weapons <strong>and</strong> imitations are prohibited.7. Cooperate with others. Refrain from violence, threats <strong>and</strong> harassment.8. Do not use or possess tobacco, alcohol, <strong>and</strong> drugs on <strong>school</strong> property. Use or possession of tobacco, alcohol, <strong>and</strong> drugs on <strong>school</strong> property or at <strong>school</strong>sponsored activities is prohibited.9. Use appropriate language.10. Underst<strong>and</strong> potential danger of all fireworks <strong>and</strong> leave them at home. Fireworks are prohibited.11. Drive vehicles (including bicycles) legally <strong>and</strong> safely.12. Share concerns about policy <strong>and</strong> procedure appropriately <strong>and</strong> effectively.DRUGS/ALCOHOLDRUGS OR ALCOHOL – GIVING/SHARING – Students shall not give or share with any student or minor, any illegal or prescription drug, or any alcoholic beverage,intoxicant or inhalant, or any substance the student represents is a substance listed above.SALE, USE, OR POSSESSION OF ALCOHOLIC BEVERAGES OR ILLEGAL DRUGS; OR OF PRESCRIPTION DRUGS (except as prescribed, <strong>and</strong> as regulatedby District procedure)** - Students shall not sell, use or possess any illegal drug or alcoholic beverage, intoxicant or inhalant, or any substance the student represents isa substance listed above.The possession, use, or being under the influence of any drug, including alcohol, while at <strong>school</strong> is illegal <strong>and</strong> substantially interferes with student learning. Because ofthese reasons, the administration takes a strong <strong>and</strong> strict stance against drugs <strong>and</strong> alcohol. Students who involve themselves with drugs <strong>and</strong> alcohol at <strong>school</strong> or at<strong>school</strong> related events face long term suspension from <strong>school</strong> <strong>and</strong> a potential loss of credits.PARENT NOTIFICATION OF CENTRAL KITSAP’S WEAPONS POLICYBoth the State of Washington <strong>and</strong> the Central Kitsap School District have taken strong action to assure safe <strong>school</strong>s for all students <strong>and</strong> staff. In keeping withstate law, the School Board adopted a policy which carries severe consequences for any student who brings a weapon to <strong>school</strong>-regardless of the reason or theage of the student.Any student in possession of a firearm on the property of any <strong>school</strong>, designated bus stop, or a <strong>school</strong>-sponsored event will be expelled from the Central KitsapSchool District. In all such cases, police authorities will be notified by the principal of the <strong>school</strong>. State law says that students expelled for bringing a gun to<strong>school</strong> may not be admitted to any other public <strong>school</strong> in the state, during the time of the expulsion.In addition, the District’s policy reflects zero tolerance for weapons of any kind on District campuses. The policy accommodates state law, which calls forautomatic expulsion for any student who brings a firearm to <strong>school</strong>. The CK School District will not consider that student for re-admission for at least one yearfrom the date of the violation. Even the, there is no guarantee that a student will be readmitted. A committee will consider a re-admission request in the contextof the safety of other students <strong>and</strong> staff <strong>and</strong> will make a recommendation to the Superintendent. Any student who possesses any type of weapon at <strong>school</strong> or at a<strong>school</strong> event will be subject to very strict discipline, which may include expulsion. Weapons are defined as any object, in addition to any knife or gun, broughtto <strong>school</strong> with the intent to harm another person. In fact, CK <strong>school</strong>s are not allowing replicas of weapons including air guns, toy guns, water pistols, etc.The Central Kitsap School District is committed to maintaining safe <strong>school</strong> environments <strong>and</strong> needs your help in making sure that students do not bring weaponsto <strong>school</strong>.There were very few weapon incidents in the Central Kitsap School District last year <strong>and</strong> we wish to keep it that way. Students don’t generally have access tofirearms <strong>and</strong> other weapons other than from their own homes. Parents who choose to keep guns or other weapons at home face a serious responsibility formaking sure their children can’t get at them.HARRASSMENT/BULLYING“Harassment, intimidation or bullying” means any intentionally written message or image, including those that are electronically transmitted, a verbal, or physical act,including but not limited to one shown to be motivated by any characteristic in RCW 9A.36.080(3), (race, color, religion, ancestry, national origin, gender, sexualorientation or mental or physical disability), or other distinguishing characteristics, when an act:• Physically harms a student or damages the student’s property; or• Has the effect of substantially interfering with a student’s education; or• Is so severe, persistent or pervasive that it creates an intimidating or threatening educational environment; or• Has the effect of substantially disrupting the orderly operation of the <strong>school</strong>.Nothing in this section requires the affected student to actually possess a characteristic that is a basis for the harassment, intimidation or bullying. “Other distinguishingcharacteristics” can include but are not limited to: physical appearance, clothing or other apparel, socioeconomic status, gender identity <strong>and</strong> marital status. Harassment,intimidation or bullying can take many forms including: slurs, rumors, jokes, innuendos, demeaning comments, drawings, cartoons, pranks, gestures, physical attacks,threats or other written, oral, physical or electronically transmitted messages or images. “Intentional acts” refers to the individual’s choice to engage in the act ratherthan the ultimate impact of the action(s). This policy is not intended to prohibit expression of religious, philosophical, or political views, provided that the expressiondoes not substantially disrupt the educational environment. Many behaviors that do not rise to the level of harassment, intimidation or bullying may still be prohibitedby other district <strong>policies</strong> or building, classroom or program rules.


SEXUAL HARASSMENT POLICY FOR STUDENTSIt is the policy of the Central Kitsap School District that there be no discrimination against, or by, any student on the basis of sex. In keeping with that policy, theDistrict will not tolerate sexual harassment of or by any of its employees, students, volunteers, or parents. Sexual harassment is a violation of the District’s rules ofconduct for the work place <strong>and</strong>/or educational setting. Sexual harassment is defined as unwelcome sexual advances, requests for sexual favors, sexually motivatedphysical contact, or other verbal or physical contact or communication of a sexual nature if:(1) submission to that conduct or communication is made a term or condition, either explicitly or implicitly, of employment or obtaining an education, academicopportunity, or achievement;(2) submission to or rejection of that conduct or communication by an individual is used in decisions affecting that individual’s employment or educationalopportunities or achievement; or(3) that conduct or communication has the purpose or effect of substantially interfering with an individual’s work or educational performance, or creates anintimidating, hostile, or offensive work or educational environment.For the purpose of this definition, sexual harassment may include conduct or communication that involves adult to student, student to adult, student to student, adult toadult, male to female, female to male, male to male, or female to female. Examples of behavior which have been considered sexual harassment include withoutlimitation: invitations for dates which do not stop when the response is negative; uninvited <strong>and</strong> deliberate touching or feigned accidental brushing against a person’sbody; feigned friendly pats, squeezes, pinches or other forms of physical contact; st<strong>and</strong>ing too close, cornering or stalking a person; using derogatory sexual terms for aperson; uninvited letters, phone calls or gifts; teasing with sexually explicit or suggestive materials including “pin-ups” or sexually degrading cartoons posted in the<strong>school</strong> <strong>and</strong>/or work site; uninvited sexually suggestive looks, constant leering or ogling, or gestures; uninvited sexual teasing, remarks, or questions regarding anindividual’s personal life, which have no relationship to the <strong>school</strong> environment; <strong>and</strong> dem<strong>and</strong>s for sexual favors in return for hiring, promotion, tenure or grades or otheremployment or educational achievement. Any individual who has been found, after appropriate investigation, to have sexually harassed a staff member, volunteer,parent or student will be subject to disciplinary action up to <strong>and</strong> including expulsion for studentsThe District shall take prompt remedial action designed <strong>and</strong> intended to correct any established sexual harassment without adversely affecting the victim. It is aviolation of this policy to knowingly report false allegations of sexual harassment. Persons found to knowingly report or corroborate false allegations will be subject toappropriate discipline.Victims of sexual harassment should report the problem to an adult (teacher, guidance counselor, <strong>and</strong>/or administrator) in the <strong>school</strong> as soon as possible. The adult thenhas the responsibility to report the allegations to an administrator who will undertake an investigation. The privacy of the student is to be protected as much as possible.A range of discipline for sexual harassment will be exercised, depending on the severity of the offense.The consequences may include:• Apology to the victim• Participation in sessions on the problem of sexual harassment in our culture <strong>and</strong> in our <strong>school</strong>• Future counseling• Research or other academic work on the topic of sexual harassment• Detention• Suspension (number of days similar to other serious offenses).STUDENT PRIVACY/SEARCHES OF STUDENTS AND THEIR PROPERTYStudents are entitled to the guarantees of the Fourth Amendment <strong>and</strong> shall be secure in their persons, papers, <strong>and</strong> effects against unreasonable searches <strong>and</strong> seizures.However, <strong>school</strong> officials have the responsibility of maintaining a safe environment <strong>and</strong> are empowered to conduct a reasonable search of a student <strong>and</strong> of the students’personal property when there is reasonable cause or grounds for suspecting or believing that the search will turn up evidence that the student has violated or is violatingeither the law or the rules of the <strong>school</strong>. Any search conducted must comply with applicable laws. School property shall remain under the control of <strong>school</strong> officials, <strong>and</strong>shall be subject to search.1. Personal Searches. Any personal search of a student must be based upon reasonable cause or grounds for suspecting or believing that the search will turn up evidencethat the individual student has violated or is violating either the law or the rules of the <strong>school</strong>. The methods <strong>and</strong> extent of the search must be reasonably related to theexpectation of the discovery of contrab<strong>and</strong>, <strong>and</strong> the search must not be excessively intrusive in light of the age <strong>and</strong> sex of the student <strong>and</strong> the nature of the suspectedinfraction. Any search of a person or personal effects must be based on reasonable cause or grounds particularized to the individual student(s). Group searches withoutsuch individualized suspicion are not permitted.a. Personal Effects. A student’s personal effects, such as a purse or book bag, may be searched whenever a <strong>school</strong> official has reasonable cause or grounds forsuspecting or believing that the search will turn up evidence that the student has violated or is violating either the law or the rules of the <strong>school</strong>.b. Search of Person. If a student is asked to empty <strong>and</strong>/or pull out his/her pockets or remove shoes, socks, hat, or coat, if these garments are being worn, thesesteps are required. (1) The student will be informed of the basis for the <strong>school</strong> official’s reason for the search <strong>and</strong> will be asked to empty his/her pockets orremove the garment(s) named above. (2) If the student does not consent, <strong>and</strong> the circumstances permit, the student’s parents or guardian shall be called <strong>and</strong>informed of the circumstances. (3) If consent is not given or the parent or guardian cannot be reached, law enforcement authorities may be called. (4) Thesearch should be conducted in private by a <strong>school</strong> official with an adult witness present whenever possible.c. Pat-Down Searches. If a pat-down search is conducted, there must be reasonable cause or grounds for suspecting or believing that a student may beconcealing a weapon, illegal drugs, or something that may be of immediate danger to the student or to other students, staff, or patrons. Prior to conducting apat-down search, the <strong>school</strong> official will normally contact the superintendent’s office. If such a search is conducted without contact with the superintendent’soffice, the <strong>school</strong> official must be able to articulate the danger(s) that indicated the need for conducting the pat-down search. Such a search will be conductedby a <strong>school</strong> official of the same sex whenever possible <strong>and</strong> in accordance with steps 1-4 above.d. Strip Searches. No <strong>school</strong> official may subject a student to a strip search or body cavity search.2. Locker/Desk/Storage Area Searches. Student lockers, desks, <strong>and</strong> other storage areas remain the property of the School District <strong>and</strong> <strong>school</strong> officials retain the right toinspect lockers, desks, or other storage areas assigned to students. School officials have authority to maintain order <strong>and</strong> discipline in <strong>school</strong>s <strong>and</strong> to protect studentsfrom exposure to illegal drugs, weapons, <strong>and</strong> contrab<strong>and</strong>. No right nor expectation of privacy exists for any student as to School District property, including computers<strong>and</strong> networks, <strong>and</strong> the <strong>school</strong> principal, assistant principal, or person designated by a <strong>school</strong> administrator may search all student lockers, desks, <strong>and</strong> other storage areasat any time without prior notice <strong>and</strong> without reasonable cause or grounds for suspecting or believing that the search will turn up evidence of any particular student’sviolation of the law or <strong>school</strong> rule. If, <strong>and</strong> only if, the <strong>school</strong> official, as a result of the search, develops reasonable cause or grounds for suspecting or believing that anyindividual student’s personal effects (e.g., book bag, backpack, or duffel bag) in any student locker, desk, or storage area contain evidence of a student’s violationof the law or <strong>school</strong> rule, the <strong>school</strong> official may search personal effects.3. Automobile Searches. Students are permitted to park on <strong>school</strong> premises as a matter of privilege, not of right. The <strong>school</strong> retains authority to conduct routine patrolsof student parking lots <strong>and</strong> inspections of the exteriors <strong>and</strong> visible interiors of student automobiles on <strong>school</strong> property. The interiors of student vehicles may besearched whenever a <strong>school</strong> official has reasonable cause or grounds for suspecting or believing that the search will turn up evidence that the individual student(s) hasviolated or is violating either the law or the rules of the <strong>school</strong>. Such patrols <strong>and</strong> searches may be conducted without notice, without student consent, <strong>and</strong> without asearch warrant. Police may be called.


4. Seizure of Illegal Materials. If a properly conducted search yields illegal or contrab<strong>and</strong> materials, such findings shall be turned over to the proper legal authorities forultimate disposition.5. Definitions. For purposes of this policy, the following definitions are applicable.a. “Contrab<strong>and</strong>” is all substances or materials, the presence of which is prohibited by <strong>school</strong> policy or state law, including but not limited to, controlledsubstances, drugs, abusable glue, or aerosol paint, alcohol, incendiary devices, guns, knives, <strong>and</strong> other objects that could be reasonably construed to be weapons;<strong>and</strong> computer hacking or proxytools, which are software devices designed to gain unauthorized access to computers or networks or tools designed to disguise thesource of a network communication.b. “Reasonable cause” or grounds is the st<strong>and</strong>ard for a search on <strong>school</strong> property or at <strong>school</strong> related events. It is based on the <strong>school</strong> official’s specific belief orsuspicion that the search will turn up evidence that the student has violated or is violating either the law or the rules of the <strong>school</strong>. Specific reasonable suspicionsmay be drawn from instances including, but not limited to, a tip from a reliable student, suspicious behavior that suggests that contrab<strong>and</strong> is present, a smellindicating he presence of the contrab<strong>and</strong> or a bulge in a pocket. Reasonable cause should not be based on mere hunch <strong>and</strong> must be particularized with respect toeach individual student.c. “School official” means only School District administrators or other personnel designated by the superintendent.DRIVING A CAR TO SCHOOL Driving to <strong>school</strong> is a privilege. Student drivers must complete a student driver application, purchase a parking sticker <strong>and</strong> displaythe sticker in the back window. Drivers must obey the posted speed limits <strong>and</strong> lower stereo volume while on campus. Drive vehicles (including bicycles) legally <strong>and</strong>safely. Failure to follow these rules may result in having driving privileges revoked. The driver of the vehicle may also be fined for violation of these expectations.ASSEMBLIES• Remembering that all assemblies are planned for the instruction <strong>and</strong> enrichment of the student body. In order that an assembly be worthwhile a goodpresentation <strong>and</strong> an attentive <strong>and</strong> courteous audience are essential• Giving his/her respectful attention during the Pledge of Allegiance• Entering <strong>and</strong> leaving in a quiet, courteous <strong>and</strong> orderly manner• Sitting in designated areas• Giving speakers, performers, b<strong>and</strong>s, etc., courteous attention from beginning to end• Showing good sportsmanship at all times• Showing appreciation with applause <strong>and</strong> cheering when appropriateCLASS ARRIVAL• Arriving in class before the bell rings• Being prepared with materials• Presenting a pass in an unobtrusive manner if tardy• An unexcused tardy to class in excess of 5 minutes is considered a truancy• A tardy is excused if the student arrives to class with a pass given by administration, counseling, attendance, or in very unique circumstances, another staffmember.DANCE POLICYStudents in 9th through 12th grade are allowed to attend high <strong>school</strong> dances. Students in 7th through 9th grades will be allowed to attend junior high dances. Studentsare not allowed to engage in lewd or offensive dancing. Students who do not adhere to dance behavior expectations will be sent home <strong>and</strong> must arrange fortransportation. Refunds will not be issued for students sent home. This policy also applies to guests attending KSS dances on a guest pass.ELECTRONIC DEVICES AND NON-ESSENTIAL PERSONAL PROPERTYTechnology is an important means for communication <strong>and</strong> entertainment in today’sworld. However, restrictions are established in most work settings regarding technology <strong>and</strong> KSS is no exception. There is no educational reason for MP3 players,PSP’s, etc., to be at <strong>school</strong>. If these items are lost or stolen at <strong>school</strong>, KSS security <strong>and</strong> administration will not spend time investigating. Students are responsible forthe safekeeping of all personal items.Students attempting to use electronic devices (including cell phones, MP3 players, etc.) at any time during the <strong>school</strong> day will have those items confiscated. Thestudent will be allowed to claim the device from the main office on the first offense. The second offence will result in Thursday School detention <strong>and</strong> the device willonly be returned to a parent/guardian. Further offenses will be considered defiance of <strong>school</strong> district rules <strong>and</strong> will be h<strong>and</strong>led accordingly.ETIQUETTE• Walk on the right side of the hall• Keep doorways, halls <strong>and</strong> top of stair cases clear• Keep traffic moving by moving to one side if st<strong>and</strong>ing• Behave in a positive manner <strong>and</strong> use appropriate language• Demonstrate appropriate physical contact <strong>and</strong> displays of affection including : “Catch <strong>and</strong> Release” style of hugging Holding h<strong>and</strong>s Having one arm around each other St<strong>and</strong>ing/walking side hip to side hip facing forward Refraining from lips touchingSteps toward referral:If students engage in inappropriate physical displays of affection, they will be stopped <strong>and</strong> asked to stop the behavior. If behavior continues, students will be referred toan administrator for defiance.HALL PASSES• Carry an appropriate Hall Pass• Obtain permission from security or other authorized individual if requesting to go to the parking lot or other unauthorized areas• Underst<strong>and</strong> that hall passes will not be issued by teachers during the first 5 minutes <strong>and</strong> last 5 minutes of a periodLUNCHROOM ETIQUETTE• Practice proper table manners <strong>and</strong> neatness• Start at the end of the lunch line• Have KSS ID number


• Clear table before leaving <strong>and</strong> use the garbage containers to dispose of all trash• Keep food in authorized areas• Stay in authorized areas during lunchSKATEBOARDSSkating on <strong>school</strong> property is prohibited. Students are required to leave their skateboards in the security office when they arrive at <strong>school</strong>.STUDENT DRESS• <strong>Klahowya</strong> <strong>Secondary</strong> School students should dress in a manner that is appropriate for <strong>school</strong> <strong>and</strong>/or for the workplace. Students whose appearance is judgedto cause distraction to the educational environment will be asked to change or go home.• Sunglasses are not allowed during the <strong>school</strong> day.• Hoods are not allowed to be worn at any time when on campus –inside the buildings <strong>and</strong> out. During inclement weather hoods may be worn when movingfrom the building to portable classrooms, bus or when on classroom business outside the building.• Students may not wear clothing <strong>and</strong>/or accessories that: Advocates or conveys alcohol or drug usage messages Promotes violence or illegal activity Demeans or degrades individuals or groups of people Exhibits sexual innuendoes, blatant sexual messages, vulgarity, profanity or other inappropriate language Is determined by local law enforcement to be affiliated with gangs, including b<strong>and</strong>anas <strong>and</strong> other paraphernalia• B<strong>and</strong>anas are not to be worn or displayed in any manner by any student, male or female, without prior permission from an administrator for a specificfunction.• Undergarments (<strong>and</strong> clothing worn as undergarments) must be covered by outerwear.• Shirts must meet the following criteria: The stomach, lower <strong>and</strong> mid-back are covered Undergarments are not showing Tank tops must have both shoulder straps Tube tops, halter tops <strong>and</strong> swim wear are not appropriate for <strong>school</strong> “See-through” material is not appropriate for <strong>school</strong>.• Skirts, slits, shorts, rips, holes, tears, patches (that are not of the same material), etc. must be no shorter than 7 inches – measured from the floor whilekneeling. Lace or other type of sheer material will not be considered when judging length or coverage. Sheer leggings or tights are not considered pants.Students who are referred to the office for dress issues are asked to change into appropriate clothing or cover the offensive clothing or message <strong>and</strong> will beasked to not wear the item again. Parents may also be notified. Students who refuse to comply will be sent home. A repeat offense of this policy may result in aparent/student meeting <strong>and</strong>/or disciplinary action in accordance with <strong>school</strong> policy <strong>and</strong> procedures.VISITORS AND CAMPUS HOURS Parents/guardians or those on official business are welcome to visit after first checking in with the Main Office <strong>and</strong> obtaining avisitor badge. Other visitors are not allowed.Students who are not in a SUPERVISED after <strong>school</strong> sport or activity immediately after <strong>school</strong>, need to leave the building at the end of the <strong>school</strong>day. Students who drive themselves should leave as soon as the busses depart; students who do not drive are expected to take the bus home or be picked uppromptly (no later than 2:15).ATTENDANCE AND TARDY POLICYIn complying with state law, students are expected to be present at <strong>school</strong> <strong>and</strong> on time to class. Truancy is defined as an unauthorized <strong>and</strong> willful absence from <strong>school</strong>,class, or scheduled activity during any part of the <strong>school</strong> day. A student may be considered tardy if he/she is not in his/her classroom by the tardy bell. Tardiness inexcess of 5 minutes is considered truancy.SUGGESTED CONSEQUENCES FOR TRUANCY1st Offense—1 day ISS, suspension or Saturday School2nd Offense—3 days ISS or suspension3rd Offense—15 days ISS or suspensionBECCA LAWA state law (commonly referred to as the “Becca Bill”) requires <strong>school</strong>s to file a petition to compel attendance to the Juvenile Court if a student has 5 unexcusedabsences in a 30 day period or 10 within the <strong>school</strong> year.5 Days Unexcused in a 30 Day Period: A letter may be sent to the Kitsap County Prosecuting Attorney notifying the office of the student’s absence. Note: Studentabsences <strong>and</strong> tardies are cumulative for one semester.10 Days Unexcused within the School Year: An administrator will send a truancy petition letter home seeking intervention. A parent conference may be held.More than 12 Days Unexcused: A conference with a parent/guardian is held. Possible actions: home study, student contract, adjusted schedule, <strong>and</strong>/or suspensionwill result.LEAVING SCHOOL WITHOUT PERMISSION<strong>Klahowya</strong> <strong>Secondary</strong> School has a closed campus. Students are required to check out with the Attendance Office prior to leaving <strong>school</strong> during <strong>school</strong> hours.Failure to check out with the attendance office will result in the following consequences:1st Offense—3 days ISS or suspension2nd Offense—7 days ISS or suspension3rd Offense—15 days ISS or suspension


COMPUTER NETWORK, INTERNET, AND GAGGLE E-MAIL USE AGREEMENTStudents must be familiar with the Student Computer-Use Rules given below <strong>and</strong> agree to abide by them in order to use the computer resources at KSS. These rulessupport District policy contained in the Internet Acceptable Use Policy, Attachment to 2022P.Signing the Student Acknowledgement form means that you have read <strong>and</strong> underst<strong>and</strong> this “KSS Student Computer Network, Internet, <strong>and</strong> Gaggle E-Mail UseAgreement” <strong>and</strong> underst<strong>and</strong> that using computers, Internet access, <strong>and</strong> Gaggle e-mail access at <strong>Klahowya</strong> <strong>Secondary</strong> School is a privilege. You can lose any or all ofthese privilege(s), <strong>and</strong> there will be disciplinary consequences for ANY violation of these rules. You agree to obey these rules at all times when using the KSScomputer network, Internet, <strong>and</strong> Gaggle E-mail at <strong>Klahowya</strong> <strong>Secondary</strong> School.COMPUTER LABS• A teacher or staff member must always be present when students are in the lab. Students are not to enter unattended labs.• Absolutely no food or drink is allowed in the lab (including water, c<strong>and</strong>y <strong>and</strong> gum).• Before you leave: Exit all programs, log-off the network, <strong>and</strong> straighten up the work area for the next user.STUDENT NETWORK ACCOUNTS• Student must safeguard their accounts by keeping their passwords secret.• Students are responsible for activity that occurs on their accounts.STUDENT COMPUTER USE RULES• Computers are for educational use only.• Students must respect the rights of other students to use computer equipment.• Students may not use another student’s account.• Students may not interfere with another student using the computer.• Students must treat the computer equipment with respect.• No changing the configuration of the equipment.• No v<strong>and</strong>alism, rough use, writing (or making marks) on the equipment• No removal or alteration of equipment components.• No downloading of files of any kind from the internet without instructor or staff permission.• Students may not load software onto KSS computers.• Students may not buy or sell merch<strong>and</strong>ise or services using KSS computers.• Students may not lobby for/against political issues nor endorse/oppose c<strong>and</strong>idates for public office on CKSD’s public web server.• Students may not play games, listen to audio CD’s or view streaming videos on KSS computers, unless instructor or staff permission is granted, <strong>and</strong> it is partof an adopted curriculum or <strong>school</strong> authorized event.• Students may not access or attempt to access chat rooms, instant messenger programs, social sites, blogs, other forums, or journaling sites on KSS computersunless instructor or staff permission is granted, <strong>and</strong> it is part of an adopted curriculum or <strong>school</strong> authorized event.• Students may not access or attempt to access personal e-mail accounts on KSS computers.• Students may not access or attempt to access inappropriate Internet sites (pornography, weapons-related, hate, gaming, etc.)• Students may not access or attempt to access the Internet during class without instructor or staff permission.• Students may not attempt to circumvent CKSD’s security <strong>and</strong> filtering system by use of proxy servers or any other means.• Students must report any abuse of computer resources to a teacher, administrator, or other staff member.• Students should limit printing to three pages without staff permission.The Central Kitsap School District reserves the right to disable/remove a user account from the network to prevent further unauthorized or inappropriate activity.Failure to use the KSS computers in a responsible manner will result in disciplinary action(s) <strong>and</strong> students may have their computer use privileges suspended orpermanently revoked.ACCESSING THE INTERNET AS A RESOURCE FOR LEARNINGAt <strong>Klahowya</strong> <strong>Secondary</strong> School, access to the Internet is provided to support the educational, informational, <strong>and</strong> research needs of staff <strong>and</strong> students. Because not allinformation on the Internet is appropriate for the <strong>school</strong> setting, KSS has an Internet policy <strong>and</strong> specific procedures to make certain that this educational resource is usedresponsibly. While no filtering software is 100% effective, software/hardware technology is in place across the District to help make Internet use as appropriate aspossible. Failure to use the Internet in a responsible manner will result in disciplinary action(s) <strong>and</strong> the student may have their Internet privileges suspended orpermanently revoked.ACCESSING GAGGLE STUDENT E-MAIL AS A RESOURCE FOR LEARNINGStarting the 2009-2010 <strong>school</strong> years, students will not be able to access personal e-mail accounts (i.e. Hotmail, Gmail, Yahoo, etc.) From CKSD computers. <strong>Klahowya</strong><strong>Secondary</strong> School would like to provide each student with a filtered/monitored email account to facilitate better communication between students <strong>and</strong> staff, <strong>and</strong> tomodel <strong>and</strong> monitor appropriate <strong>and</strong> responsible use of electronic communications.To accommodate email accounts for students, KSS uses an e-mail service (free to our students) called Gaggle. Gaggle software provides filtering of student accounts<strong>and</strong> blocks inappropriate content in text <strong>and</strong> graphic form. These accounts can be accessed from home, via the internet, or <strong>school</strong> but are not private. They may beviewed by <strong>school</strong> administration (including their teachers) or Gaggle representatives. Initially no restrictions will be placed on who the student can send e-mail to orreceive e-mail from, how many e-mails can be sent or received per day, or the number of recipients an e-mail can be sent to. These restrictions are subject to change atany time by <strong>school</strong> administration on a <strong>school</strong> wide or student-to-student basis.What will you get with your Gaggle.Net e-mail account? Inbox, Delete Box, Sent Box, <strong>and</strong> comm<strong>and</strong>s that allow students to read mail, print messages, reply, forward,write new messages, add attachments, gather names in an address book, <strong>and</strong> online file storage. Online file storage <strong>and</strong> file sharing is available through Gaggle. Net’sDigital Locker feature which provides each student with 100 megabytes of space that can be used for either email or online file storage. Just as you need to protect yournetwork account from another person using it, so you need to protect your student Gaggle e-mail account from others using it. You are responsible for keeping yourGaggle e-mail account secure. This means:• Choose a password that is secured (difficult for someone else to figure out).• Never share your password with someone else.• An e-mail account is only to be used by the person to which it is assigned. Don’t allow someone else to use your account after you have logged in.• If you believe your password has been compromised (learned by others) change the password.Please contact the Building Technology Coordinator if you have been locked out of your account.You will be held responsible for any activity that occurs from the use of your account.Rules that govern our speech at <strong>school</strong> also govern our electronic communication via e-mail. Do not put in an e-mail anything inappropriate or anything you would notwant made public. Profane, pornographic, sexually suggestive, rude, hateful <strong>and</strong> threatening remarks are not acceptable in <strong>school</strong> conversations <strong>and</strong> correspondences;neither are they appropriate in e-mail. Be sure to be careful in your choice of words <strong>and</strong> meaning. Remember, ALL e-mail is filtered <strong>and</strong> viewable by <strong>school</strong>administrators <strong>and</strong> teachers. As with all of your interaction on the Internet, NEVER give out personal information (your name, address, phone number, etc.) <strong>and</strong>NEVER give out your social security number or credit card information without parent permission.


Helpful E-Mail Tips:• Your Gaggle e-mail account is intended for academic use only. Your e-mail account MAY be used to support class work or other valid academic uses.Save personal conversations for face-to-face communications.• Be careful about sending an e-mail about something you are emotional over. The reader can’t see your facial expressions <strong>and</strong> body language <strong>and</strong> you maycome across much stronger than you intended.• Use of capital letters is viewed by many as shouting, <strong>and</strong> while it may emphasize a point you want to make, it can also turn people off because they maythink you are yelling at them.• Keep e-mails brief <strong>and</strong> to the point.KSS has chosen to provide A Computer Network Account, Internet Access, <strong>and</strong> Gaggle Student E-Mail Account for all students unless a parent notifies the <strong>school</strong> thattheir child may not. The following is the process that must be completed prior to giving a student access to the KSS Student Computer Network, Internet, <strong>and</strong> Gaggle e-Mail Use.1. Parents <strong>and</strong> students are asked to read <strong>and</strong> discuss the KSS Student Computer Network, Internet, <strong>and</strong> Gaggle E-Mail Use Agreement.2. Parent <strong>and</strong> Student must confirm they have read the KSS Student Computer Network, Internet, <strong>and</strong> Gaggle E-Mail Use Agreement.3. Students who inappropriately use their KSS Student Computer Network, Internet, or Gaggle E-Mail account will be disciplined <strong>and</strong> may have their access to any orall of these privileges revoked.Questions about this information may be addressed to the KSS Building Technology Coordinator at 662-4056.
