Registration informationRegistrationResidency questionnaires are available online, in Enrollment Services, or bycalling ext. 2500.Note these additional points:• Residence is not an equivalent of domicile only—must also providedocumentation supporting student’s financial independent or dependentstatus.• The domicile of a minor is normally that of the parent or legallyappointed guardian.• International students attending GRCC who have been issued anI-20 form are classified as non-resident regardless of length of residencyin Washington state.Nonresident WaiverThe Washington State Board for <strong>Community</strong> and Technical <strong>College</strong>s hasauthorized the colleges to waive a portion of the nonresident tuition rate forUnited States citizens and INS Permanent residents who have not met theabove criteria for in-state residency. GRCC honors this automatic waiver atthe time student makes application to the college. The student pays thenon-Washington resident tuition rate (see chart on page 4).HB 1079 (Undocumented Person) WaiverEffective July 1, 2003, Washington state law was changed to make certainstudents who are not permanent residents or citizens of the United Stateseligible to pay resident tuition rates. To qualify students must complete anaffidavit declaring they have resided in Washington state for three yearsimmediately prior to receiving a high school diploma and completed the fullsenior year at a Washington high school or completed the equivalent of ahigh school diploma in Washington.Veterans Services—ext. 2466Veterans Administration education assistance benefits are computed asfollows: 12 or more credits equals full time; 9-11 credits equals threequartertime; 6-8 credits equals half time; 5 or fewer credits equals tuitionfees only. Certification for educational benefits will be forwarded to the VAafter proof of registration has been received by the GRCC Veterans’ ServicesOffice or when the recipient requests Advance Pay, which must be receivedby the VA no later than 45 days prior to the beginning date of the quarter.Reduced tuition is available for veterans subject to established guidelines.For information, visit Enrollment Services in Lindbloom Student Center,second floor. A certified copy of your DD 214 or a letter from yourcommanding officer will be required. Active duty military must submit copyof orders to Washington to Enrollment Services.Withdrawal and Refund PolicyCredit classesIt is the student's responsibility to withdraw from the college or fromindividual courses. Students must withdraw online or submit a withdrawal/change of schedule form to guarantee the accuracy of their permanentrecords and to begin refund procedures when applicable. The student mayreceive a refund under the following conditions:Percentage of refund1. 100 percent refund of tuition and fees—When courses or programsare canceled by the college orthrought the fifth instructional day of thequarter when a student officially withdrawals from class.Looking for information on Athletics, Artist & Speakers Series,Heavier Than Air Family Theatre, Theatre Extemporé, or other studentprograms? No refunds—After the 15 th calendar day of the quarter. The 15thcalendar day is the end of the refund period.4. Short-term classes—100% refund of tuition and fees when officialwithdrawal occurs prior to the first day of class only. Shot-term classesare indicated by dates published with the class listing.7. Refunds of less than $10 will not be made.8. Appeals to the refund policy must be submitted to the EnrollmentServices Office in written form with supporting documents attached.Refund appeals must be received by the Enrollment Services Officewithin one year of the quarter in question.9. A separate refund policy applies to students receiving financial aid.Tuition refunds must be returned to the financial aid account and not tothe student.Withdrawing from classes onlineFinancial Aid:Students may jeopardize their future financial aid eligibility by droppingclasses. Please check with financial aid if you have questions.International Students:If you are an F-1 international student and you drop below 12 creditswithout permission, your SEVIS record and student status through<strong>Green</strong> <strong>River</strong> will end.Running Start:Withdrawing from class(es) can impact your high school graduation andcontinued program eligibility.
