Creating an Active WalesSport for allStrategic aimTo increase participation in sport, by all sectors of the population.The focus of this section is to develop opportunities to increase the number of peopleplaying sport and the frequency and standard at which they play it. Whille sport can helpsupport wider social and economic agendas, the primary focus of this plan will be to useSport for All as a means of increasing population physical activity levels for health benefits.The actions in this section have a direct link to the Performance and Excellence Reviewthat has been completed. The Welsh Assembly Government and the Sports Councilfor Wales are working to develop an Action Plan for implementation from April 2010.The Performance and Excellence Plan will show the links to Creating an Active Wales.The evidence suggests the following elements should form part of sporting interventionsto increase participation:• Sport for children and young people needs to include a diverse range of affordablecompetitive and non-competitive opportunities that cater for children and young peopleof all abilities and fitness levels. There should be an emphasis on fun and enjoyingthe social aspects of participating, especially for activities targeting girls.48
Creating an Active Wales• There should be available for adults a diverse range of affordable sporting opportunitiesthat can fit conveniently into their everyday life and cater for varying levels of skill andphysical ability. Action should be taken to reduce some of the barriers that preventparticipation; for example child care, cost, lack of self efficacy/belief, social support;and to enable participation in sport into later years, for example adapted versionsas physical ability declines with age.Priorities• Support sustained participation in sport throughout life and take actionto combat the reduction in participation in secondary school childrenand adults.• Strengthen the sporting infrastructure to enable clubs to attract andretain a wider range of members especially in areas where physicalactivity levels are low.• Ensure clubs, provide high quality coaching, develop the skills andactivity levels of their members and support talent development andprovide a range of competitive and non-competitive opportunities forparticipation.• Maximise the legacy opportunities of the London 2012 Olympic andParalympic Games, Ryder Cup and other major events to increaseparticipation in sport.49
