<strong>Creating</strong> <strong>an</strong> <strong>Active</strong> <strong>Wales</strong>Where are we now?Regular physical activity has m<strong>an</strong>y benefits to health, including mental health <strong>an</strong>d wellbeing.People who are physically active have up to a 50% reduced risk of developing themajor chronic diseases such as coronary heart disease, stroke, diabetes <strong>an</strong>d some c<strong>an</strong>cers<strong>an</strong>d a 20-30% reduced risk of premature death. It has been estimated that the cost ofphysical inactivity to <strong>Wales</strong> is about £650 million per year.The latest data from the Welsh Health Survey (2008) indicates that about 30% of adultsundertake sufficient physical activity to benefit their health (the current recommendation is30 minutes of moderate intensity physical activity on 5 or more days of the week). At theother end of the scale 34% are classed as sedentary (not achieving 30 minutes on <strong>an</strong>y dayof the week).Base: Adults aged 16+ Source: Welsh Health Survey 2008The proportion of adults meeting the recommended guidelines decreases with age <strong>an</strong>dthe proportion that are sedentary increases with age. The figure above illustrates therelationship between gender, age <strong>an</strong>d physical activity, with men more likely th<strong>an</strong> womento meet the recommendations.Only 44% of children aged 7 to 11 <strong>an</strong>d 35% of those aged 11 to 16 achieve therecommended guidelines of 60 minutes of moderate intensity physical activity on 5 daysa week. We also know that 10% of children aged 7 to 11 <strong>an</strong>d 14% of those aged 11to 16 are classed as sedentary, that is as they are not physically active for 60 minuteson <strong>an</strong>y day of the week. Overall boys are more active across all ages th<strong>an</strong> girls.7

As there is a clearlink between the design of the environment <strong>an</strong>d participation in these activities, it isimport<strong>an</strong>t that the physical environment in <strong>Wales</strong> supports individuals to undertake regularphysical activity as part of everyday life. These key actions complement activity pl<strong>an</strong>nedunder the Welsh Assembly Government’s Walking <strong>an</strong>d Cycling Action Pl<strong>an</strong> publishedin February 2009.Our overall aim here is to support the development of <strong>an</strong>d access to well designed <strong>an</strong>dmaintained built environments <strong>an</strong>d natural environments across both urb<strong>an</strong> <strong>an</strong>d ruralcommunities. There needs to be a specific focus on ensuring appropriately designed<strong>an</strong>d maintained play areas, safe <strong>an</strong>d attractive streets, pedestri<strong>an</strong> links <strong>an</strong>d cyclepaths <strong>an</strong>d ensuring access to green space such as parks, playing fields, woodl<strong>an</strong>ds,allotments <strong>an</strong>d waterways.The provision of a network of well designedfacilities for leisure <strong>an</strong>d recreation is likelyto be a challenge in the current economicclimate. New <strong>an</strong>d innovative solutions willneed to be found, such as shared clubfacilities <strong>an</strong>d opening up of school sites,following reviews of local facility provision.This will form a key action for the MinisterialAdvisory Group.Evidence indicates that the following factorscontribute to <strong>an</strong> environment that willencourage people to be more active:• proximity of local services to people;• streets designed to encourage physicalactivity;• attractive environments which areperceived to be safe;• traffic reduction <strong>an</strong>d calming measures;• well designed, user friendly walking <strong>an</strong>dcycling routes, which also consider theneeds of disabled people;28

Physicalactivity is vital for healthy growth <strong>an</strong>d development of children. The provision of high qualityphysical education <strong>an</strong>d the effective delivery of physical literacy is essential for them to havethe skills <strong>an</strong>d confidence for lifelong participation in sport <strong>an</strong>d physical recreation.The Children <strong>an</strong>d Young People Partnershipsare responsible for co-operative actionto improve outcomes in each Local Authorityarea. This includes strategic pl<strong>an</strong>ning throughChildren <strong>an</strong>d Young People’s Pl<strong>an</strong>s (CYP Pl<strong>an</strong>s)to integrate action to increase physical activityof children <strong>an</strong>d young people at local level.The Local <strong>Creating</strong> <strong>an</strong> <strong>Active</strong> <strong>Wales</strong> ActionPl<strong>an</strong>s will inform <strong>an</strong>d reflect the relev<strong>an</strong>tstrategic priorities from their local CYP Pl<strong>an</strong>s.All work in schools will be aligned to theSchool Effectiveness Framework’s principles<strong>an</strong>d outcomes, <strong>an</strong>d the 21st Century Schoolsprogramme, the strategic approach to capitalinvestment in schools. The Children <strong>an</strong>dFamilies (<strong>Wales</strong>) Measure was introduced inMarch 2009 <strong>an</strong>d includes provision to requireLocal Authorities to carry out play sufficiencyassessments in accord<strong>an</strong>ce with regulations<strong>an</strong>d guid<strong>an</strong>ce. Based on those assessments,Local Authorities are required to securesufficient opportunities in their area for childrento play so far as is reasonably practicable.This section will build on the actions being delivered through the Food <strong>an</strong>d Fitness -Promoting Healthy Eating <strong>an</strong>d Physical Activity for Children <strong>an</strong>d Young People in <strong>Wales</strong>5 Year Implementation Pl<strong>an</strong> that was launched in May 2006.34

M<strong>an</strong>y initiatives aimed at increasing physical activity uptakeare essentially about helping people ch<strong>an</strong>ge behaviour. If population physical activitych<strong>an</strong>ge is to be achieved then current <strong>an</strong>d future activities should take behaviour ch<strong>an</strong>getheories into account.The adult population of <strong>Wales</strong> is not a homogenous group; sporting <strong>an</strong>d non-sportingbehaviours are various <strong>an</strong>d complex, <strong>an</strong>d invariably alter over a person’s lifetime. In orderfor us to have <strong>an</strong> impact on the activity levels of adults, we need to segment the adultpopulation into distinct groups that share similar characteristics. The <strong>Sport</strong>s Council for<strong>Wales</strong> has already developed <strong>an</strong>d is working with a segmentation tool that allows usto better underst<strong>an</strong>d the behaviours of the adult population <strong>an</strong>d target resources moreeffectively. The assemcly Government believe this is <strong>an</strong> import<strong>an</strong>t step in the right direction<strong>an</strong>d would be keen to see this used <strong>an</strong>d for practice to be shared.The benefits of physical activity are of particular import<strong>an</strong>ce for older people <strong>an</strong>d thereforeit is import<strong>an</strong>t that resources are bal<strong>an</strong>ced to provide specific initiatives to support adultsto be more physically active as they get older.42


<strong>Creating</strong> <strong>an</strong> <strong>Active</strong> <strong>Wales</strong>In relation to the general adult population the workplace is seen as a key setting as1.3 million people spend 60% of their waking time in work. There is evidence thatinterventions delivered in the workplace c<strong>an</strong> increase activity levels <strong>an</strong>d have a positiveimpact on absenteeism <strong>an</strong>d productivity. Opportunities for outdoor physical activity arealso seen as import<strong>an</strong>t as they have additional benefits to mental health.There are adv<strong>an</strong>tages of linking the recreation agenda with the wider economic agenda.It is therefore appropriate to link pl<strong>an</strong>ning for leisure with activity tourism, for example,<strong>an</strong>d to develop approaches that ensure that local people are able to benefit from facilities<strong>an</strong>d activities which visitors come to enjoy. Both visitors <strong>an</strong>d locals have similar needsin terms of information <strong>an</strong>d thought should be given to both groups when developing newinfrastructure. In addition, employment <strong>an</strong>d enterprise opportunities c<strong>an</strong> arise for thoseengaging in recreational activities (for example in the growing outdoor activity sector)in the longer term.Evidence suggests that successful interventions c<strong>an</strong> be delivered through communityor workplace settings <strong>an</strong>d the following elements c<strong>an</strong> contribute to their success:• multi level - individual, community <strong>an</strong>d environmental;• individualised advice or counselling based on theories of behavioural ch<strong>an</strong>ge supportedwith written materials;• employ strategies to increase self efficacy/belief, motivation <strong>an</strong>d reduce barriersto participation for example childcare <strong>an</strong>d cost;• tailored to suit individual activity preferences such as wider recreational opportunitiesfor example d<strong>an</strong>ce;• provide either supervised activities or advice <strong>an</strong>d support to enable people to be activewithout supervision;• promote moderate intensity activity;• be tailored to meet individual needs <strong>an</strong>d allow for regular contact with <strong>an</strong>exercise specialist;• provide social support <strong>an</strong>d ch<strong>an</strong>ge behaviour through building, strengthening<strong>an</strong>d maintaining social networks.Priorities• Initiatives which aim to increase regular lifestyle <strong>an</strong>d outdoor physicalactivity such as walking <strong>an</strong>d cycling, conservation <strong>an</strong>d gardening <strong>an</strong>dother forms of green exercise, in particular in areas where physicalenvironmental improvements are being made.• Developing community-based targeted interventions that encouragebehaviour ch<strong>an</strong>ge <strong>an</strong>d remove barriers to participation.• Whole workplace approaches including active travel initiatives.• Developing opportunities for women <strong>an</strong>d older people <strong>an</strong>d thoseexperiencing social <strong>an</strong>d economic disadv<strong>an</strong>tage.43
