Volunteer service
celebrates first
year of success
A NEW scheme to attract volunteers to befriend and
mentor youngsters in Wolverhampton has just
celebrated its first birthday.
Wolverhampton City Council launched the new
volunteer service during National Volunteer Week,
which runs from June 1 to 7 each year.
The council decided to run the scheme to give
children and young people extra support and have
someone act as an independent person for them to talk
to. It is also a chance for those volunteering to enrich
their lives while gaining experience with children and
young people referred to children and young people
services.
A year on and a number of volunteers have now been
recruited, trained and are ready to go. Volunteers are
recruited to work with both looked after children and
those not accommodated by the authority.
One woman who has been volunteering as an
independent person at one of the city's children's
resource centre, said: “My work so far has been a
valuable insight into the work that goes on in these
centres and how social care works as a whole.”
Volunteering has also spurred her on to pursue further
training for a career in social care.
Leona Davis who is the full-time volunteer
co-ordinator said: “If you're interested in befriending
young people who have been referred to the
Wolverhampton children and young people service or if
you're looking to gain valuable work experience with
children and young people this type of volunteering
could be an opportunity too good to miss.”
The service also recruits volunteers to become
volunteer drivers who provide vital transport for
children, young people and their families.
“We hope that this sort of service will have a positive
impact on the lives of city youngsters as well as those
who are choosing to give up their time,” Leona added.
“In return for their help, volunteers are given first rate
training, out of pocket expenses and regular meetings
throughout the year so they not only feel valued but
they feel part of a big family,” she added.
Direct access to service
helps people to combat
alcohol dependency
ALCOHOLICS in Wolverhampton can now get direct
access to treatment services rather than having to be
referred by their GP.
From October 1 the PCT’s Horizon House in Pitt
Street will act as a walk-in centre for anyone dependant
on alcohol who feels they need medical help to beat
their addiction.
Visitors will be assessed to decide the best treatment
and the appropriate service. The patient may then
receive counselling, community or home detox,
psychotherapy, medical assessments or access to the
inpatients service or residential rehabilitation
depending on their individual needs.
Treatment continues at Horizon House until stability
is achieved following which ongoing support and
intervention can be offered by one of the PCT’s partner
organisations.
Head of addiction services Pauline Tyler-Morell said:
“This reorganisation means people can come straight
to us rather than having to go to their GP to be
referred. People who should come along are those who
can’t stop drinking and suffer serious withdrawal
effects if they do not drink. It is not for people who
perhaps have other problems like turning up for work
late or phoning in sick because they have a hangover.”
● For more information on addiction services contact
Horizon House on 01902 444030.
Courses help
improve life
MORE than 60 local people with longterm
illness have become “experts” in
their own condition in the 18 months –
thanks to an innovative course run by
Wolverhampton Primary Care Trust.
The Expert Patient programme, co-ordinated
by the patient advice and liaison service
(PALS) helps people develop confidence,
knowledge and skills to manage their illness
and improve their quality of life.
Free courses of six weekly sessions are run
throughout the year at venues across the city.
Each of the self-management sessions lasts
two and a half hours and covers topics
including managing symptoms and pain,
dealing with stress, depression and low selfimage,
healthy eating, developing coping skills
and relaxation techniques.
Maxine Bygrave, PALS co-ordinator, said:
“The aim is to inform and empower people
who have long-term illnesses or conditions
such as ME, MS, arthritis, asthma, diabetes
and heart disease and give them the confidence
they need to manage their health problems
better. This helps them to work with their GP,
consultant and other health professionals to
improve the quality of their life.”
She added that in addition to training 61
patients, three new volunteer tutors had been
recruited to help run the programme.
● Up to 16 people can be accommodated on
each course. For more information or to
book a place on the 2006/07 programme call
the PALS team on 01902 445378 or 445627.
Older population urged to make sure of
immunisations before onset of winter
WOLVERHAMPTON’S health services
are again looking to immunise the
city’s older population against
catching flu this winter.
The annual influenza immunisation
campaign usually starts in September
but this year’s will get underway later
due to a national delay in distributing
Flu and pneumonia jabs are protecting the
most vulnerable against serious ilness.
Working for patients... the PCT’s patient advice and liaison service (PALS)
team, Jenny Snead, left and Maxine Bygrave.
the vaccine to GP practices.
Free flu jabs are available to
anyone aged 65 or over, as well as
children and adults at risk of
complications of flu due to having a
chronic heart or chest complaint,
kidney or liver disease, diabetes or
lowered immunity due to disease,
medication or cancer
treatment. Anyone living in
a residential home or who
is the main carer of an
elderly or disabled person
is also eligible.
Unlike the flu jab,
immunisation against
catching pneumonia is a
once-in-a-lifetime injection
– and it saves lives.
Pneumonia is a serious
lung infection that causes
many deaths each year. It
can be a complication of flu
or can occur on its own.
Some people have to be
admitted to hospital and
most patients take weeks to
recover their strength and energy.
Common symptoms of pneumonia
are fever, a cough that brings up
phlegm, and trouble with breathing.
Dr Chris Weiner, consultant in
public health for Wolverhampton City
Primary Care Trust, said: “Pneumonia
is a very serious infection and can be
fatal.
“The pneumonia immunisation is a
very effective and safe way to prevent
infection and unlike the flu jab, which
has to be repeated every winter, it
usually needs to be given only once
in a lifetime.”
Anyone aged 65 or over as well as
children and adults who have a
chronic heart or chest complaint,
chronic kidney disease or diabetes, or
who have lowered immunity due to
disease or treatment are eligible for
free immunisation.
● Contact your GP practice to arrange
immunisation. For advice on how to
treat flu contact NHS Direct on 0845
Quality rating is
up to two stars
WOLVERHAMPTON
Social Services star
rating for 2004/05
increased from one to two stars.
Independent inspectors at the
Commission for Social Care Inspection
(CSCI) found that most vulnerable
adults in Wolverhampton are being
served well with excellent prospects for
improvement. Our children’s services are
serving some well with promising
prospects for improvement.
Key achievements for adult services
include:
● Helped more older people and adults
with physical disabilities to live
independently in their homes
● Reduced the number of older
Wolverhampton residents waiting in
acute hospitals for social care services
● Incurred no fines for delaying the
discharge of older people from
hospital since the Delayed Discharges
Act was introduced over two years
ago
● The number of adults receiving Direct
Payments from the council to help
them buy their own care doubled.
Cabinet member for adults, Councillor
Helen King, said: “This is an
outstanding achievement and reflects the
hard work of staff across Social Services
in achieving better outcomes for the
people the council works with.
“The increased rating reflects our
absolute commitment to providing better
services for the people of
Wolverhampton year on year.
“This excellent star rating is a result of
real services improvement and means
more people helped to live in their own
homes and to keep their independence,
more people having a say and control
over how they want to be supported and
more people helped to leave hospital as
soon as they are ready.
“We will continue to strive to further
improve our services and ensure they are
among the best in the country as the
people of Wolverhampton deserve
nothing less.”
Key achievements for children’s
services include:
● Good fostering services
● Improved GCSE results for looked
after children
● Fewer children coming back on to the
Child Protection Register.
Councillor Christine Irvine, cabinet
member for children and young people
said: “The measures we are putting in
place in Wolverhampton to improve the
outcomes for the city’s children are
reflected in the star rating and inspection
verdict for social services. The verdict
now recognises our determination to
improve our services to all children and
young people and especially some of the
most vulnerable in the city.
“I would like to thank the staff for
Glen Mason, director for adults and community, cabinet member for adults,
Councillor Helen King and service user Nora Summers.
their hard work and commitment and I
know that they are determined to build
on this improvement and ensure that we
continue to improve and provide the best
possible life chances for our children and
young people.”
Achievements in adult social care during 2005/06 included:
Wolverhamton being the most improved social
care service in the West Midlands in terms of
performance. And we were the highest scoring
social care service in a regional audit on
performance management.
Telecare being launched – an alarm system to
give vulnerable people and their carers peace of
mind in their own home. The equipment
detects falls, inactivity, smoke, flooding, gas or
extremes in temperature. Alerts are triggered
either to the council’s 24-hour call centre or a
relative or carer.
A considerably improved performance on
acceptable waiting times for new assessments
for older people from 60 per cent in 2004/05 to
74 per cent in 2005/06. This indicator is used to
measure the timeliness of social workers
starting and completing assessments for service
users.
Issuing more carers’ emergency cards. Over 450
unpaid carers now have a card which gives
them peace of mind that the person they care
for would be contacted and looked after in the
event of them having an accident. Another
benefit for the card-carrying carer is they get
free admission to leisure facilities in the city
when accompanying the person they care for.
Opening 15 flats in Lord Street, Chapel Ash, for
people with a physical and/or sensory disability.
The scheme gives residents their own private
flat enabling them to maximise their
independence.
Opening Swan Bank, a new short breaks and
respite service for adults who have autism and
challenging behaviour. The service is a
partnership between the council’s learning
disability service and Golden Lane Housing. It
provides short breaks for carers of adults who
have profound learning disabilities and autism,
and can support up to four adults at any one
time.
A big improvement in the delivery of equipment
and minor adaptations against set timescales.
Our performance in 2004/05 was 85 per cent
and in 2005/06 this rose to 93 per cent for items
delivered within seven working days.
Maintaining a 100 per cent record of no fines for
delayed transfers of older people from hospital.
Adult social care has not had one blot on the
copybook for failing to put care arrangements
in place and on time for older people waiting
for suitable care services on leaving hospital
Nearly doubling the take up of Direct Payments
– a scheme which gives cash to vulnerable
people to buy their own personal care services.
The take up increased from 63 adults aged 18 or
over at 31 March 2005 to 125 at 31 March 2006.
Carrying out extensive horticultural work to the
garden area at Blakenhall Resource Centre to
create a new sensory garden.
Holding a range of consultation events in all
service areas enabling clients, carers and
partner agencies to share their opinions, and
make suggestions on service developments. For
example a Choices conference was attended by
over 100 people, a Carer Forum by around 70
carers and special carer “question time”
sessions by nearly 150 carers.
Commissioning 15 additional self-contained
units of temporary accommodation for priority
homeless applicants, thus providing a more
appropriate and more cost effective alternative
to a hostel with shared facilities which was later
closed.
Improving performance on 75 per cent of the
adult social care national performance
assessment framework (PAF) activity indicators.
Seven performance indicators went up either
one or two bands.
Improving our “helped to live at home”
performance for all adult social care groups.
Developing a series of strategies setting out
how the council and its partners will work
together to meet the needs of adults in the city
over the next three years.
Opening Bridge Court, the council’s eighth Very
Sheltered Housing Scheme for older people.
Bridge Court has self-contained flats each with a
bedroom, living room, bathroom and kitchen. A
care team provides round the clock personal
care and support for individual tenants. Social
club facilities are available to give people the
chance to take part in social activities, keep fit
and follow their hobbies. There is also a café
where people can buy meals. Bridge Court is
part of a bigger development programme
including Waterside House, a care home with
resource centre for people with dementia in
Moat House Lane, Wednesfield.
Establishing a Framework Partnership
Agreement between the city’s council and the
primary care trust to deliver better outcomes
for the people of Wolverhampton and make
better use of resources.
Extending services provided by the Carelink
alarm service to enable Asian older people
making emergency calls to speak to specialist
officers in an Asian language.
Increasing the quality of services available to
older people with dementia and memoryrelated
needs at Blakenhall Resource Centre.
Extending and refurbishing the EKTA Day
Centre for Asian elders. Additional specialist
staff have been recruited to meet the growing
needs of Asian elders in our community. As a
result, more rehabilitation services are now
provided in the centre, which promotes
independence of service users and supports
them in their rehabilitation programmes.
Establishing a 10-strong tenancy sustainment
team to support vulnerable adults and help
prevent homelessness.
Strengthening links between older and young
people in the city through an inter-generational
project which involved youngsters from the city
interviewing older people about their memories
of the war and producing a video. This project
was highly commended by the Imperial War
Museum.
Health and Social Care – Guide to Services 3
Children’s
services
progress
included:
developing imaginative
restorative justice
schemes – this has been
recognised by a move up
a grade in the
Government's scoring
system for YOTs placing
our YOT in the second
highest category.
The council has a
continued consortium
approach with other local
authorities to promote
adoption and has a
sustained campaign to
recruit new foster carers.
In total there are 169
place in one of their
preferred schools.The
council has successfully
secured over £15m to
provide two new-build
schools in Bilston
(Stowlawn and Green
Park) with community
facilities.The council is
also due to complete St
Judes primary school a
new school to replace
existing infant and junior
buildings.
Eight Children’s Centres
were open by spring
2006, with a further two
due to open later in the
year.
The council has won
three national ICT in
Schools awards
recognising a number of
successes. For instance,
80 per cent of Year 6
classes in the city now
Centre for Children and Young
People is fast becoming the jewel
in the PCT’s crown as patients
discover the benefits of accessing
a multitude of care services under
one roof.
Since the £5.9m centre opened in
April 2006, closer links between
health services have been forged on a
daily basis and young patients have
been getting treatment more quickly
and easily than before.
Rather than having to make several
journeys, people up to the age of 19
can have appointments for more than
one service co-ordinated and simply
move from one department to another
to receive treatment for problems
ranging from hearing difficulties to
intense physiotherapy.
The centre brings together
community paediatrics, specialist
children’s nursing, child and adolescent
mental health services, hearing
services, school nursing, physiotherapy,
occupational therapy and speech and
language therapy. It also acts as a home
for the new child development centre
and the social services team for young
people with disabilities.
Chris Webb, general manager for
children, young people and families
said: “In the last few months we have
planted the seeds for services to
develop and work more closely
together over the coming years
making the delivery of our treatment
better and better for the patient.
Wendy Wallis, left, from the Parent Partnership, Wolverhampton City
Council talks about the service with Tracey Oliver.
Local service guide to health and social care
The Gem Centre has brought community health, social care and education services for children and
young people with specialist needs together for the first time in Wolverhampton.
“Because of the nature of
outpatient work in the past we would
have to send people all over
Wolverhampton to get different
assessments and treatments.
But in the Gem Centre a child can
be seeing a physio one minute and
then be with an occupational therapist
the next.”
Jane Sellar, superintendent
physiotherapist, said: “We previously
had an office at West Park
Rehabilitation Hospital and a
treatment room at Red Hill Street
clinic and although the various
services worked closely together
there was no getting away from the
fact they were geographically
separate.”
“Now everything is together at the
Gem Centre we have much more
space.”
Patient 12-year-old Frances Ray
from Tettenhall who uses the centre
for physiotherapy said: “I come to the
centre for treatment on the stretches
on my legs. The treatment areas are
much bigger and more welcoming
than they were at West Park and it’s
good to know there are different
services there for me.
“The gym areas are more private
and the disabled parking bays are
much bigger which makes it easier to
get inside the building.”
The Gem Centre was given its
name to reflect “how precious
children and young people are.”
The theme is continued through the
building with different coloured areas
named sapphire, emerald and ruby.
The state-of-the-art centre is the
Five-year-old Megan Baynham checks out physiotherapy at the Gem
Centre with physiotherapist Pat Escott and Caroline Dunn, clinical
specialist physiotherapist.
second to be built in a 25-year
public–private partnership to improve
community health and social services
facilities across the city.
Another ground-breaking
community healthcare facility – The
Phoenix Primary Care Centre –
opened its doors on schedule in
December 2005 and already has
demonstrated that it is boosting
front-line services for patients.
The multi-purpose Phoenix centre
in Parkfield Road replaced an
outdated health centre on the same
site and provides a large range of
services under one roof.
The name of the centre was chosen
by residents to reflect the fact that the
centre is situated next to Phoenix Park.
The centre provides a base for GPs,
district nurses and health visitor teams,
dental services, physiotherapy and
chiropody, as well as multi-purpose
treatment facilities, a pharmacy and
commumity meeting rooms.
Both the Gem and Phoenix centres
were funded through a Local
Improvement Finance Trust (LIFT)
initiative called the Health Care
Improvement Partnership
(Wolverhampton City & Walsall) Ltd.
This is a partnership between
Wolverhampton and Walsall’s primary
care trusts and local authorities and
their private sector partner GSL (UK)
Ltd/ Babcock & Brown.

Inspection shows carers and service users are well provided for
Top marks for mental
health services in city
WOLVERHAMPTON’S
integrated mental health
service has excelled in a
number of areas including
carer support, access to
interpreting services and outof-hours
care in a new national
joint Healthcare Commission
and Commission for Social
Care Inspection review of
community mental healthcare.
The city achieved a maximum
score for use of the Mental Health
Act, carer support, information to
carers and service users, access to
interpreting services, access to
independent advocacy, out-ofhours
provision, crisis and contingency
planning and the numbers
of service users provided with
home support.
Overall, the integrated Wolverhampton
primary care trust and
local authority mental health
service has been given a score of
two – showing that performance
meets the minimum requirements
and the reasonable expectations of
patients and the public. The
maximum overall score that could
be achieved was four.
Angela Hossack, head of health
and social care mental health
services for Wolverhampton, said:
“More than 100 areas were
assessed in this new review
undertaken jointly by the
Healthcare Commission and the
Commission for Social Care
Inspection. We are very pleased to
have achieved maximum scores
for a wide range of areas of client
care. However, a number of areas
requiring further development
have been identified and these can
be grouped into the following
sections – enhancing the
workforce, suicide prevention
across the city, interface with
primary care services and social
inclusion. We acknowledge these
challenges as priorities and actions
are underway to ensure
improvements.”
The HCC/CSCI review is a new
national programme of assessment
of NHS and local authority mental
health services.
New awareness-raising support
service in response to demand
A LOCAL Hearing Voices Network is being set
up in Wolverhampton in response to demand
from voice-hearers and their carers.
The new service, which aims to raise awareness
of voice-hearing, help people develop
ways of coping and enable them to share
their experiences, officially launches on
September 14 to coincide with World Hearing
Voices Day.
The launch will be followed by forum
meetings on the third Tuesday of each month
to provide information and support for voice
hearers, their carers and families as well as
information for staff from the health, social
care and the voluntary sector.
Emily Robins, an occupational therapist in
mental health, Wolverhampton City Primary
Care Trust said: “The Hearing Voices Network
in the UK has developed to become part of an
international network and aims to destigmatise
voice-hearing, leading to greater
tolerance and understanding. We are
establishing a local network to fill a gap
identified by local service users and their
carers who felt there was a lack of support for
people who hear voices and for their carers.”
Around 75 per cent of people claim to have
heard voices at some time, often when under
extreme stress. Hearing voices is both
ordinary and extraordinary and can be
mundane, helpful, amusing, disabling,
depressing and terrifying. What can be more
extraordinary is other people’s response – and
this has a major effect on the voice-hearer’s
ability to cope. The network will launch with
events on September 14 in the Wulfrun Centre
(café piazza) and September 16 (Queen’s
Square). Forum meetings will be held from
10.30am to noon at the city centre Voluntary
Sector Council, 16 Temple Street on:
Oct 17 Topic: medication.
Nov 21 Topic: voice-hearing experiences
Dec19 Topic: Coping with Christmas
Benefits to health and wealth as
seasoned smokers kick the habit
RETIRED grandparents Lily and Ivan
Blount once smoked 70-a-day between
them and spent their savings on
bringing cheap cigarettes back from
foreign holidays.
But after attending a Stop Smoking
drop-in programme in Wolverhampton
last year they have kicked the habit for
good.
Neither former fuel injection engineer
Ivan and domestic help Lily have lit up a
cigarette since February 11 2005.
Ivan, 60, and Lily, 63, enrolled on a
five-week course in the city centre after
ringing the NHS Stop Smoking Helpline
and taking the plunge.
Ivan said: “We used to live for a
smoke. Now we have a new lease of life.
We feel better in ourselves, the health
benefits are marvellous and financially
we are so much better off than before.
“We were even able to fund another
holiday in the sun with the money we
saved and now we don’t bring back any
cigarettes we have a lot more spending
money.”
Lily said: “Ivan was the first to say he
was going to stop smoking but I
thought it was unfair for him to try and
do it alone. So I also took the plunge
and decided to quit.
“My friends and family at first said
‘there’s no way you’ll keep that up’ but I
decided enough was enough. So I took
the stash of 3,000 cigarettes I had at the
house and got rid of them there and
then. Since then neither of us have had
a cigarette and haven’t wanted one.”
On the road to recovery after a heart attack.
Rehab helps
heart patients
HEART patients in Wolverhampton are
being put on the road to a speedy
recovery by a specialist community
cardiac rehabilitation programme.
Since it was launched in October 2005
around 700 patients have benefitted from
the tailored programme that helps to get
them back to full health after a heart
attack or heart surgery.
The programme, funded by a £110,000
award over three years from the British
Heart Foundation and the Big Lottery
Fund, encourages patients to adopt a
healthy lifestyle once they have left New
Cross Hospital.
After an initial assessment, patients
considered suitable for the programme
are introduced to exercises in a
community-based programme and offered
the use of a gym at three different sites
around the city. They exercise in a circuit
style programme on equipment such as a
treadmill, weights and an exercise bike.
Patients attend the exercise sessions
twice a week for between six and eight
weeks and they also have access to a
stress management course, run once a
week over four weeks.
In addition patients can be referred to a
psychologist if required and they can also
take advantage of the smoking cessation
programme run by the Wolverhampton
stop smoking service.
Part of the community project is
bringing education to patients. Patients
attend a one day course near to where
they live which are held monthly on four
different sites. It includes explanations of
their conditions such as how to change
their lifestyle, advice on exercise,
medications and diet. There is also an
Asian education day for Punjabi speakers.
The cardiac rehabilitation programme
has been so successful it is hoped to
introduce new activities, such as t’ai chi in
the future.
Community cardiac rehabilitation sister
Joanne Charles said: “Many of our
patients have told us that as a result of
the rehab programme they have never felt
so fit, and it encourages them to adopt a
healthy lifestyle. Several have gone on to
join their local gym after completing the
rehab programme or attend our
community-based long term exercise
classes.”
Joanne added: “Nationally it has been
shown that rehab programmes like the
one in Wolverhampton can help reduce
the chance of dying from a further cardiac
event by 25 per cent.”
AN ambitious five year housing support
plan developed by Wolverhampton City
Council to help vulnerable people live
independently is making great strides,
including savings of nearly £200,000.
The Supporting People five year strategy –
now one year into implementation – has already
made a difference to citizens’ lives by:
● Increasing the number of supported units for
women escaping domestic violence
● Joint working with Sandwell, Dudley and
Walsall to develop a new service for people
with chaotic lifestyles, mental health needs and
complex needs
● Developing a new service for homeless people
in consultation with service providers which
will be put out to tender next year
Over the past year the strategy for Supporting
People concentrated on reviewing the range and
quality of services across all the different groups
of service users and this review has resulted in
saving £196,000.
Progress has also been made in reducing the
number of contracts to 45.
The Supporting People team will focus on the
following areas in the next year to:
● Increase ‘floating support’ so the service is
more flexible
● Give high priority to addressing any gaps in the
service
● To commission more services.
Expert advisors reassure private foster carers
PEOPLE who care for young
people under private fostering
arrangements are eligible for the
same kind of support and guidance
as that offered to foster
carers recruited by the local
authority.
The term “private fostering”
applies to young people under
16 (or under 18 if they have a
disability) who have lived for 28
days or more at the home of a
person who is not their parent,
grandparent, aunt, uncle, sister
or brother.
These young people usually
come from overseas to access
education or health services in
the UK, while those from this
country may have left home due
Videos showcase
caring services
TWO video/DVDs have been created to promote
social care services run by Wolverhampton City
Council.
Staff and service users at EKTA, a social services-run day
centre in Penn Fields, are the stars of a ground-breaking new
video/DVD aimed at promoting the service to Asian elders,
their families and carers.
And a new video/DVD to help people who have recently
become the carer of a relative or friend has also been
produced and which can be viewed on the council’s website.
Both videos/DVDs have been created with the help of
digital media students from the University of
Wolverhampton.
The carer video/DVD is aimed at carers to highlight the
support on offer from the council’s carer centre in Queen
Street and to make carers aware they do not have to cope
alone and that other people are experiencing, or have
experienced, similar situations.
The video/DVD features a sign language actor and
showcases the range of services available to carers in
Wolverhampton. It is intended to be of use also to
professionals who may not have a detailed understanding of
the role of carers.
The EKTA day centre film has been produced in English
with subtitles, plus voice-overs in Punjabi, Hindi and
Gujarati for older people from the Asian community who do
not speak English.
Cabinet member for adults, Councillor Helen King, said:
“We chose to use students from the university as it gives
them valuable experience on their course. The quality of
both productions is terrific and we have got the videos at a
”I would like to thank the students who did all the hard
work as well as the service users and staff who took part.
They have produced two excellent pieces of work that will
benefit local carers and Asian elders.”
Phil Nichols, award leader in video digital media at the
University of Wolverhampton, said: “We are always pleased
to put our students to work on a real-life project, so I was
delighted to have been given this opportunity to work with
the council.
“Given the track record of
these particular students, I was
confident the videos would do
the job and be something that
many potential service users
would find helpful and
informative.”
MANY of Wolverhampton’s
teachers, pupils and school
nurses are celebrating their
hard work towards achieving
Healthy Schools status.
The Mayor of Wolverhampton
praised 16 schools for
reducing rates for childhood
obesity, teenage conception,
sexually transmitted infections
and for tackling substance
misuse and bullying. Teachers
also received certif-icates
awarded by the Depart-ment
of Education and Skills for
their excellent teaching of
Personal and Social Health
Education (PSHE) in their
school, while a number of
school nurses were congratulated
for completing the Sex
and Relationships (SRE) comp-
Gail said: “There is no reason
for private foster carers to be
suspicious about this
notification process.
“It is designed to ensure they
receive the same support and
advice as carers who foster for
the local authority.”
Nine school nurses in the city
have now achieved this
nationally-recognised
qualification with a new batch
about to embark on the
course.
At a special event, pupils
from some of the successful
schools presented the work
they had developed to make a
difference to their own health
and well-being:
● Whitgreave infants demonstrated
how they start their
day with yoga practice.
● Coppice secondary pupils
performed a dance based on
the issues of difference and
diversity.
● Penn Hall special school
pupils revealed how PSHE
lessons had helped them.
The event included
workshops to give people
more bright ideas of how to be
healthy at school.
So far, the Wolverhampton
Healthy Schools team has
validated 33 per cent of the
city’s schools as being healthy.
The target is to increase this
figure to at least 50 per cent
before Christmas 2006. Almost
90 per cent of all schools in
Wolverhampton are currently
working with the team to gain
Healthy Schools status and the
team is keen to encourage
more schools to get involved.
A book of pictorial and verbal
memories collected thanks to an
intergenerational project.
Memories
of wartime
A NEW booklet featuring the
memories of local people about their
real-life experiences of the Second
World War, has been published thanks
to an innovative project organised by
city council staff.
The booklet – Lest We Forget –
features stories and photographs of
what life was like during the war and
was produced by Wolverhampton
school pupils who interviewed and
videoed older people and also sat in
on their reminiscence sessions.
The inter-generational project was
set up by adult social care staff and
involved pupils from Deansfield,
Heath Town, Highfields and Parkfields
schools who worked with older
people in sheltered housing, resource
centres and local day care centres
across the city.
The students gathered the
fascinating material for the booklet by
interviewing older people, or writing
down memories recalled during storytelling
sessions. A handful of the
stories were also videoed.
The project is an example of
ongoing work by agencies in the city
to help bridge the gap between the
generations.
Growing success
WOLVERHAMPTON’S young
offenders are repaying society by
producing vegetables for charitable
causes on their award nominated
allotment.
Small groups of supervised young
people have been growing and
donating food to soup kitchens,
residential and medical care services
and recently received a
commendation for the quality and
upkeep of the allotment.
The youngsters also learn lifestyle
tips as part of the scheme which
provides exercise, advice and
information on a healthier diet.
Head of the council's Youth
Offending Team (YOT), Sally Nash,
said: “The project is part of our
restorative justice work and is a way
of enabling young people to take
responsibility for their actions and
make a positive contribution to
society.”
12 Health and Social Care – Guide to Services
Making a
difference
PEOPLE involved in
fostering in Wolverhampton
get a great deal of
satisfaction and personal
fulfilment. They know they
are making a real difference
for the young people they
look after, a real difference
for society and a real,
positive difference in their
own lives.
While it is not always easy,
fostering is always rewarding.
Most carers say they get a great
sense of achievement from
providing foster care to children
and young people.
Foster carers also have the
opportunity to turn fostering into
a paid career with opportunities
for traning and gaining
professional qualifications.
With more than 200 children
every year needing foster care in
Wolverhampton, there are
almost as many different kinds
of fostering as there are carers to
care and children to be cared for.
Long-term carers look after an
individual child or children from
the same family from when they
enter care right up to the time
they are ready to leave home.
But whenever possible,
Fostering in Wolverhampton
tries to keep children with their
families, which means that
there is always a need for shortterm
carers.
Keeping families together
Short-term carers look after a
child while their situation at
home is put right, or the child’s
long-term needs are established.
This can take anything from a
few days to several years.
In shared care, a carer looks
after a child with disabilities for
a fixed period, on a regular or
occasional basis. By giving the
family of a child with
disabilities a break, shared
carers can make all the
difference in keeping that
family together.
There’s also out-of-hours
fostering – a type of fostering
emergency service in wich the
carer is on a 24-hour stand-by,
ready to take children at a
moment’s notice.
These are just some of the
different types of fostering
available. With recognised
training programmes leading to
professional qualifications and
a financial reward system
which properly recognises
people’s experience and
achievements, fostering offers
an alternative way of earning a
living with much more than just
job satisfaction.
Ask Debbie... council expert answers
frequently-asked fostering questions
Debbie works for Fostering in
Wolverhampton. Here, she answers
some of your most frequently asked
questions about foster care.
What’s the difference between adoption
and fostering?
Adoption means taking a child into your
home permanently and legally as part of
your family.
Fostering usually means offering a
temporary home to children until they
either return to the family home or move
on to live with a relative, adopter or
long-term foster carer.
Is my house or flat suitable?
The most important ingredient in fostering
is you.
So long as your home is welcoming and
safe, children won’t care how big it is or
whether you own or rent it.
A home has to be clean, but needn’t be
spotless or freshly decorated.
Am I too old, or too overweight?
Foster carers are usually aged from their
mid 20s to their 60s – although some of
our best carers didn’t start fostering till
they were in their 50s.
And don’t be
worried that you’re
too overweight to be a
foster carer.
There is no weight
limit – if your doctor
thinks you’re fit
enough to foster, so
do we!
Can I foster if I
smoke?
Many carers smoke –
although you must
agree to smoke well
away from young
children.
Can I foster if I’m not
married?
Many carers are single
people or unmarried
couples. Some have
their own children –
some don’t.
Do I have all the abilities needed?
Few foster carers start out with all the
skills they need.
Our preparation course will equip you
with most of the basic skills and you will
continue to receive training throughout
the time you foster.
It’s also worth remembering that you
begin by fostering the least challenging
children.
Can I cope with a child who behaves
badly?
You’ll be amazed at what you can do! Your
preparation course will help you to deal
with most things.
There are practical ways we can help,
like offering the child day care services or
short breaks with another carer (respite)
and by providing individual support.
Can I cope emotionally?
Again, you’ll learn to cope as you go on.
There will be times when you’ll be upset –
perhaps when a child you are fond of
moves on.
Just remember two things: fostering is
fun and personally rewarding… and your
fostering social worker and other foster
carers will always be there to support you.
Can I meet the child's cultural needs?
Every attempt is made to match the racial,
language, cultural, dietary and religious
needs of a child with a suitable carer.
When this isn’t possible you may be
asked to foster a child from a different
background to your own.
Can I afford to look after another child?
You’ll receive a weekly payment for each
child in your care.
This varies according to the age of the
child or young person and is intended to
cover the costs of food and clothing,
household items, personal care, pocket
money and travel costs.
These payments don’t usually affect any
benefits you receive or tax you pay.
On top, you can get extra payments
through our funding system – these reflect
your experience and any extra training
you’ve completed.
Extra payments are made on the child's
birthday and at Christmas and there is
also payment for two weeks holiday.
Extra items you may need such as
bedding etc are provided.
