Volunteer <strong>service</strong><br />
celebrates first<br />
year of success<br />
A NEW scheme <strong>to</strong> attract volunteers <strong>to</strong> befriend <strong>and</strong><br />
men<strong>to</strong>r youngsters in Wolverhamp<strong>to</strong>n has just<br />
celebrated its first birthday.<br />
Wolverhamp<strong>to</strong>n City Council launched the new<br />
volunteer <strong>service</strong> during National Volunteer Week,<br />
which runs from June 1 <strong>to</strong> 7 each year.<br />
The council decided <strong>to</strong> run the scheme <strong>to</strong> give<br />
children <strong>and</strong> young people extra support <strong>and</strong> have<br />
someone act as an independent person for them <strong>to</strong> talk<br />
<strong>to</strong>. It is also a chance for those volunteering <strong>to</strong> enrich<br />
their lives while gaining experience with children <strong>and</strong><br />
young people referred <strong>to</strong> children <strong>and</strong> young people<br />
<strong>service</strong>s.<br />
A year on <strong>and</strong> a number of volunteers have now been<br />
recruited, trained <strong>and</strong> are ready <strong>to</strong> go. Volunteers are<br />
recruited <strong>to</strong> work with both looked after children <strong>and</strong><br />
those not accommodated by the authority.<br />
One woman who has been volunteering as an<br />
independent person at one of the city's children's<br />
resource centre, said: “My work so far has been a<br />
valuable insight in<strong>to</strong> the work that goes on in these<br />
centres <strong>and</strong> how <strong>social</strong> <strong>care</strong> works as a whole.”<br />
Volunteering has also spurred her on <strong>to</strong> pursue further<br />
training for a <strong>care</strong>er in <strong>social</strong> <strong>care</strong>.<br />
Leona Davis who is the full-time volunteer<br />
co-ordina<strong>to</strong>r said: “If you're interested in befriending<br />
young people who have been referred <strong>to</strong> the<br />
Wolverhamp<strong>to</strong>n children <strong>and</strong> young people <strong>service</strong> or if<br />
you're looking <strong>to</strong> gain valuable work experience with<br />
children <strong>and</strong> young people this type of volunteering<br />
could be an opportunity <strong>to</strong>o good <strong>to</strong> miss.”<br />
The <strong>service</strong> also recruits volunteers <strong>to</strong> become<br />
volunteer drivers who provide vital transport for<br />
children, young people <strong>and</strong> their families.<br />
“We hope that this sort of <strong>service</strong> will have a positive<br />
impact on the lives of city youngsters as well as those<br />
who are choosing <strong>to</strong> give up their time,” Leona added.<br />
“In return for their help, volunteers are given first rate<br />
training, out of pocket expenses <strong>and</strong> regular meetings<br />
throughout the year so they not only feel valued but<br />
they feel part of a big family,” she added.<br />

Direct access <strong>to</strong> <strong>service</strong><br />
helps people <strong>to</strong> combat<br />
alcohol dependency<br />
ALCOHOLICS in Wolverhamp<strong>to</strong>n can now get direct<br />
access <strong>to</strong> treatment <strong>service</strong>s rather than having <strong>to</strong> be<br />
referred by their GP.<br />
From Oc<strong>to</strong>ber 1 the PCT’s Horizon House in Pitt<br />
Street will act as a walk-in centre for anyone dependant<br />
on alcohol who feels they need medical help <strong>to</strong> beat<br />
their addiction.<br />
Visi<strong>to</strong>rs will be assessed <strong>to</strong> decide the best treatment<br />
<strong>and</strong> the appropriate <strong>service</strong>. The patient may then<br />
receive counselling, community or home de<strong>to</strong>x,<br />
psychotherapy, medical assessments or access <strong>to</strong> the<br />
inpatients <strong>service</strong> or residential rehabilitation<br />
depending on their individual needs.<br />
Treatment continues at Horizon House until stability<br />
is achieved following which ongoing support <strong>and</strong><br />
intervention can be offered by one of the PCT’s partner<br />
organisations.<br />
Head of addiction <strong>service</strong>s Pauline Tyler-Morell said:<br />
“This reorganisation means people can come straight<br />
<strong>to</strong> us rather than having <strong>to</strong> go <strong>to</strong> their GP <strong>to</strong> be<br />
referred. People who should come along are those who<br />
can’t s<strong>to</strong>p drinking <strong>and</strong> suffer serious withdrawal<br />
effects if they do not drink. It is not for people who<br />
perhaps have other problems like turning up for work<br />
late or phoning in sick because they have a hangover.”<br />

Need a doc<strong>to</strong>r out of<br />
surgery hours?<br />
RESIDENTS who need GP advice outside normal<br />
surgery hours – from 6.30pm until 8am Monday <strong>to</strong><br />
Friday <strong>and</strong> anytime at weekends <strong>and</strong> Bank Holidays –<br />
should call 0845 145 1800.<br />
Out-of-hours GP <strong>service</strong>s are provided by Wolverhamp<strong>to</strong>n<br />
Doc<strong>to</strong>rs-on-Call which moves from Penn<br />
Fields <strong>to</strong> a new city centre base at the end of<br />
September 2006. At the time of going <strong>to</strong> press details<br />
were not finalised but patients who need <strong>to</strong> see a GP at<br />
the out-of-hours surgery will be advised by the <strong>service</strong>.<br />
People can also call NHS Direct on 0845 4647 for<br />
advice on a wide-range of <strong>health</strong> concerns. This 24-hour<br />
telephone helpline operates every day of the year.<br />

Courses help<br />
improve life<br />
MORE than 60 local people with longterm<br />
illness have become “experts” in<br />
their own condition in the 18 months –<br />
thanks <strong>to</strong> an innovative course run by<br />
Wolverhamp<strong>to</strong>n Primary Care Trust.<br />
The Expert Patient programme, co-ordinated<br />
by the patient advice <strong>and</strong> liaison <strong>service</strong><br />
(PALS) helps people develop confidence,<br />
knowledge <strong>and</strong> skills <strong>to</strong> manage their illness<br />
<strong>and</strong> improve their quality of life.<br />
Free courses of six weekly sessions are run<br />
throughout the year at venues across the city.<br />
Each of the self-management sessions lasts<br />
two <strong>and</strong> a half hours <strong>and</strong> covers <strong>to</strong>pics<br />
including managing symp<strong>to</strong>ms <strong>and</strong> pain,<br />
dealing with stress, depression <strong>and</strong> low selfimage,<br />
<strong>health</strong>y eating, developing coping skills<br />
<strong>and</strong> relaxation techniques.<br />
Maxine Bygrave, PALS co-ordina<strong>to</strong>r, said:<br />
“The aim is <strong>to</strong> inform <strong>and</strong> empower people<br />
who have long-term illnesses or conditions<br />
such as ME, MS, arthritis, asthma, diabetes<br />
<strong>and</strong> heart disease <strong>and</strong> give them the confidence<br />
they need <strong>to</strong> manage their <strong>health</strong> problems<br />
better. This helps them <strong>to</strong> work with their GP,<br />
consultant <strong>and</strong> other <strong>health</strong> professionals <strong>to</strong><br />
improve the quality of their life.”<br />
She added that in addition <strong>to</strong> training 61<br />
patients, three new volunteer tu<strong>to</strong>rs had been<br />
recruited <strong>to</strong> help run the programme.<br />

Older population urged <strong>to</strong> make sure of<br />
immunisations before onset of winter<br />
WOLVERHAMPTON’S <strong>health</strong> <strong>service</strong>s<br />
are again looking <strong>to</strong> immunise the<br />
city’s older population against<br />
catching flu this winter.<br />
The annual influenza immunisation<br />
campaign usually starts in September<br />
but this year’s will get underway later<br />
due <strong>to</strong> a national delay in distributing<br />
Flu <strong>and</strong> pneumonia jabs are protecting the<br />
most vulnerable against serious ilness.<br />

Free flu jabs are available <strong>to</strong><br />
anyone aged 65 or over, as well as<br />
children <strong>and</strong> adults at risk of<br />
complications of flu due <strong>to</strong> having a<br />
chronic heart or chest complaint,<br />
kidney or liver disease, diabetes or<br />
lowered immunity due <strong>to</strong> disease,<br />
medication or cancer<br />
treatment. Anyone living in<br />
a residential home or who<br />
is the main <strong>care</strong>r of an<br />
elderly or disabled person<br />
is also eligible.<br />
Unlike the flu jab,<br />
immunisation against<br />
catching pneumonia is a<br />
once-in-a-lifetime injection<br />
– <strong>and</strong> it saves lives.<br />
Pneumonia is a serious<br />
lung infection that causes<br />
many deaths each year. It<br />
can be a complication of flu<br />
or can occur on its own.<br />
Some people have <strong>to</strong> be<br />
admitted <strong>to</strong> hospital <strong>and</strong><br />
most patients take weeks <strong>to</strong><br />
recover their strength <strong>and</strong> energy.<br />
Common symp<strong>to</strong>ms of pneumonia<br />
are fever, a cough that brings up<br />
phlegm, <strong>and</strong> trouble with breathing.<br />
Dr Chris Weiner, consultant in<br />
public <strong>health</strong> for Wolverhamp<strong>to</strong>n City<br />
Primary Care Trust, said: “Pneumonia<br />
is a very serious infection <strong>and</strong> can be<br />
fatal.<br />
“The pneumonia immunisation is a<br />
very effective <strong>and</strong> safe way <strong>to</strong> prevent<br />
infection <strong>and</strong> unlike the flu jab, which<br />
has <strong>to</strong> be repeated every winter, it<br />
usually needs <strong>to</strong> be given only once<br />
in a lifetime.”<br />
Anyone aged 65 or over as well as<br />
children <strong>and</strong> adults who have a<br />

Quality rating is<br />
up <strong>to</strong> two stars<br />

Social Services star<br />
rating for 2004/05<br />
increased from one <strong>to</strong> two stars.<br />
Independent inspec<strong>to</strong>rs at the<br />
Commission for Social Care Inspection<br />
(CSCI) found that most vulnerable<br />
adults in Wolverhamp<strong>to</strong>n are being<br />
served well with excellent prospects for<br />
improvement. Our children’s <strong>service</strong>s are<br />
serving some well with promising<br />
prospects for improvement.<br />
Key achievements for adult <strong>service</strong>s<br />
include:<br />
● Helped more older people <strong>and</strong> adults<br />
with physical disabilities <strong>to</strong> live<br />
independently in their homes<br />
● Reduced the number of older<br />
Wolverhamp<strong>to</strong>n residents waiting in<br />
acute hospitals for <strong>social</strong> <strong>care</strong> <strong>service</strong>s<br />
● Incurred no fines for delaying the<br />
discharge of older people from<br />
hospital since the Delayed Discharges<br />
Act was introduced over two years<br />
ago<br />
● The number of adults receiving Direct<br />
Payments from the council <strong>to</strong> help<br />
them buy their own <strong>care</strong> doubled.<br />
Cabinet member for adults, Councillor<br />
Helen King, said: “This is an<br />
outst<strong>and</strong>ing achievement <strong>and</strong> reflects the<br />
hard work of staff across Social Services<br />
in achieving better outcomes for the<br />
people the council works with.<br />
“The increased rating reflects our<br />
absolute commitment <strong>to</strong> providing better<br />
<strong>service</strong>s for the people of<br />
Wolverhamp<strong>to</strong>n year on year.<br />
“This excellent star rating is a result of<br />
real <strong>service</strong>s improvement <strong>and</strong> means<br />
more people helped <strong>to</strong> live in their own<br />
homes <strong>and</strong> <strong>to</strong> keep their independence,<br />
more people having a say <strong>and</strong> control<br />
over how they want <strong>to</strong> be supported <strong>and</strong><br />
more people helped <strong>to</strong> leave hospital as<br />
soon as they are ready.<br />
“We will continue <strong>to</strong> strive <strong>to</strong> further<br />
improve our <strong>service</strong>s <strong>and</strong> ensure they are<br />
among the best in the country as the<br />
people of Wolverhamp<strong>to</strong>n deserve<br />
nothing less.”<br />
Key achievements for children’s<br />
<strong>service</strong>s include:<br />

● Improved GCSE results for looked<br />
after children<br />
● Fewer children coming back on <strong>to</strong> the<br />
Child Protection Register.<br />

place in Wolverhamp<strong>to</strong>n <strong>to</strong> improve the<br />
outcomes for the city’s children are<br />
reflected in the star rating <strong>and</strong> inspection<br />
verdict for <strong>social</strong> <strong>service</strong>s. The verdict<br />
now recognises our determination <strong>to</strong><br />
improve our <strong>service</strong>s <strong>to</strong> all children <strong>and</strong><br />
young people <strong>and</strong> especially some of the<br />
most vulnerable in the city.<br />

Achievements in adult <strong>social</strong> <strong>care</strong> during 2005/06 included:<br />
Wolverham<strong>to</strong>n being the most improved <strong>social</strong><br />
<strong>care</strong> <strong>service</strong> in the West Midl<strong>and</strong>s in terms of<br />
performance. And we were the highest scoring<br />
<strong>social</strong> <strong>care</strong> <strong>service</strong> in a regional audit on<br />
performance management.<br />
Tele<strong>care</strong> being launched – an alarm system <strong>to</strong><br />
give vulnerable people <strong>and</strong> their <strong>care</strong>rs peace of<br />
mind in their own home. The equipment<br />
detects falls, inactivity, smoke, flooding, gas or<br />
extremes in temperature. Alerts are triggered<br />
either <strong>to</strong> the council’s 24-hour call centre or a<br />
relative or <strong>care</strong>r.<br />
A considerably improved performance on<br />
acceptable waiting times for new assessments<br />
for older people from 60 per cent in 2004/05 <strong>to</strong><br />
74 per cent in 2005/06. This indica<strong>to</strong>r is used <strong>to</strong><br />
measure the timeliness of <strong>social</strong> workers<br />
starting <strong>and</strong> completing assessments for <strong>service</strong><br />
users.<br />
Issuing more <strong>care</strong>rs’ emergency cards. Over 450<br />
unpaid <strong>care</strong>rs now have a card which gives<br />
them peace of mind that the person they <strong>care</strong><br />
for would be contacted <strong>and</strong> looked after in the<br />
event of them having an accident. Another<br />
benefit for the card-carrying <strong>care</strong>r is they get<br />
free admission <strong>to</strong> leisure facilities in the city<br />
when accompanying the person they <strong>care</strong> for.<br />
Opening 15 flats in Lord Street, Chapel Ash, for<br />
people with a physical <strong>and</strong>/or sensory disability.<br />
The scheme gives residents their own private<br />
flat enabling them <strong>to</strong> maximise their<br />
independence.<br />
Opening Swan Bank, a new short breaks <strong>and</strong><br />
respite <strong>service</strong> for adults who have autism <strong>and</strong><br />
challenging behaviour. The <strong>service</strong> is a<br />
partnership between the council’s learning<br />
disability <strong>service</strong> <strong>and</strong> Golden Lane Housing. It<br />
provides short breaks for <strong>care</strong>rs of adults who<br />
have profound learning disabilities <strong>and</strong> autism,<br />
<strong>and</strong> can support up <strong>to</strong> four adults at any one<br />
time.<br />
A big improvement in the delivery of equipment<br />
<strong>and</strong> minor adaptations against set timescales.<br />
Our performance in 2004/05 was 85 per cent<br />
<strong>and</strong> in 2005/06 this rose <strong>to</strong> 93 per cent for items<br />
delivered within seven working days.<br />
Maintaining a 100 per cent record of no fines for<br />
delayed transfers of older people from hospital.<br />
Adult <strong>social</strong> <strong>care</strong> has not had one blot on the<br />
copybook for failing <strong>to</strong> put <strong>care</strong> arrangements<br />
in place <strong>and</strong> on time for older people waiting<br />
for suitable <strong>care</strong> <strong>service</strong>s on leaving hospital<br />
Nearly doubling the take up of Direct Payments<br />
– a scheme which gives cash <strong>to</strong> vulnerable<br />
people <strong>to</strong> buy their own personal <strong>care</strong> <strong>service</strong>s.<br />
The take up increased from 63 adults aged 18 or<br />
over at 31 March 2005 <strong>to</strong> 125 at 31 March 2006.<br />
Carrying out extensive horticultural work <strong>to</strong> the<br />
garden area at Blakenhall Resource Centre <strong>to</strong><br />
create a new sensory garden.<br />
Holding a range of consultation events in all<br />
<strong>service</strong> areas enabling clients, <strong>care</strong>rs <strong>and</strong><br />
partner agencies <strong>to</strong> share their opinions, <strong>and</strong><br />
make suggestions on <strong>service</strong> developments. For<br />
example a Choices conference was attended by<br />
over 100 people, a Carer Forum by around 70<br />
<strong>care</strong>rs <strong>and</strong> special <strong>care</strong>r “question time”<br />
sessions by nearly 150 <strong>care</strong>rs.<br />
Commissioning 15 additional self-contained<br />
units of temporary accommodation for priority<br />
homeless applicants, thus providing a more<br />
appropriate <strong>and</strong> more cost effective alternative<br />
<strong>to</strong> a hostel with shared facilities which was later<br />
closed.<br />
Improving performance on 75 per cent of the<br />
adult <strong>social</strong> <strong>care</strong> national performance<br />
assessment framework (PAF) activity indica<strong>to</strong>rs.<br />
Seven performance indica<strong>to</strong>rs went up either<br />
one or two b<strong>and</strong>s.<br />
Improving our “helped <strong>to</strong> live at home”<br />
performance for all adult <strong>social</strong> <strong>care</strong> groups.<br />
Developing a series of strategies setting out<br />
how the council <strong>and</strong> its partners will work<br />
<strong>to</strong>gether <strong>to</strong> meet the needs of adults in the city<br />
over the next three years.<br />
Opening Bridge Court, the council’s eighth Very<br />
Sheltered Housing Scheme for older people.<br />
Bridge Court has self-contained flats each with a<br />
bedroom, living room, bathroom <strong>and</strong> kitchen. A<br />
<strong>care</strong> team provides round the clock personal<br />
<strong>care</strong> <strong>and</strong> support for individual tenants. Social<br />
club facilities are available <strong>to</strong> give people the<br />
chance <strong>to</strong> take part in <strong>social</strong> activities, keep fit<br />
<strong>and</strong> follow their hobbies. There is also a café<br />
where people can buy meals. Bridge Court is<br />
part of a bigger development programme<br />
including Waterside House, a <strong>care</strong> home with<br />
resource centre for people with dementia in<br />
Moat House Lane, Wednesfield.<br />
Establishing a Framework Partnership<br />
Agreement between the city’s council <strong>and</strong> the<br />
primary <strong>care</strong> trust <strong>to</strong> deliver better outcomes<br />
for the people of Wolverhamp<strong>to</strong>n <strong>and</strong> make<br />
better use of resources.<br />
Extending <strong>service</strong>s provided by the Carelink<br />
alarm <strong>service</strong> <strong>to</strong> enable Asian older people<br />
making emergency calls <strong>to</strong> speak <strong>to</strong> specialist<br />
officers in an Asian language.<br />
Increasing the quality of <strong>service</strong>s available <strong>to</strong><br />
older people with dementia <strong>and</strong> memoryrelated<br />
needs at Blakenhall Resource Centre.<br />
Extending <strong>and</strong> refurbishing the EKTA Day<br />
Centre for Asian elders. Additional specialist<br />
staff have been recruited <strong>to</strong> meet the growing<br />
needs of Asian elders in our community. As a<br />
result, more rehabilitation <strong>service</strong>s are now<br />
provided in the centre, which promotes<br />
independence of <strong>service</strong> users <strong>and</strong> supports<br />
them in their rehabilitation programmes.<br />
Establishing a 10-strong tenancy sustainment<br />
team <strong>to</strong> support vulnerable adults <strong>and</strong> help<br />
prevent homelessness.<br />
Strengthening links between older <strong>and</strong> young<br />
people in the city through an inter-generational<br />
project which involved youngsters from the city<br />

WOLVERHAMPTON’S Gem<br />
Centre for Children <strong>and</strong> Young<br />
People is fast becoming the jewel<br />
in the PCT’s crown as patients<br />
discover the benefits of accessing<br />
a multitude of <strong>care</strong> <strong>service</strong>s under<br />
one roof.<br />
Since the £5.9m centre opened in<br />
April 2006, closer links between<br />
<strong>health</strong> <strong>service</strong>s have been forged on a<br />
daily basis <strong>and</strong> young patients have<br />
been getting treatment more quickly<br />
<strong>and</strong> easily than before.<br />
Rather than having <strong>to</strong> make several<br />
journeys, people up <strong>to</strong> the age of 19<br />
can have appointments for more than<br />
one <strong>service</strong> co-ordinated <strong>and</strong> simply<br />
move from one department <strong>to</strong> another<br />
<strong>to</strong> receive treatment for problems<br />
ranging from hearing difficulties <strong>to</strong><br />
intense physiotherapy.<br />
The centre brings <strong>to</strong>gether<br />
community paediatrics, specialist<br />
children’s nursing, child <strong>and</strong> adolescent<br />
mental <strong>health</strong> <strong>service</strong>s, hearing<br />
<strong>service</strong>s, school nursing, physiotherapy,<br />
occupational therapy <strong>and</strong> speech <strong>and</strong><br />
language therapy. It also acts as a home<br />
for the new child development centre<br />
<strong>and</strong> the <strong>social</strong> <strong>service</strong>s team for young<br />
people with disabilities.<br />

The Gem Centre has brought community <strong>health</strong>, <strong>social</strong> <strong>care</strong> <strong>and</strong> education <strong>service</strong>s for children <strong>and</strong><br />
young people with specialist needs <strong>to</strong>gether for the first time in Wolverhamp<strong>to</strong>n.<br />
“Because of the nature of<br />
outpatient work in the past we would<br />
have <strong>to</strong> send people all over<br />
Wolverhamp<strong>to</strong>n <strong>to</strong> get different<br />
assessments <strong>and</strong> treatments.<br />
But in the Gem Centre a child can<br />
be seeing a physio one minute <strong>and</strong><br />
then be with an occupational therapist<br />
the next.”<br />

had an office at West Park<br />
Rehabilitation Hospital <strong>and</strong> a<br />
treatment room at Red Hill Street<br />
clinic <strong>and</strong> although the various<br />

there was no getting away from the<br />
fact they were geographically<br />
separate.”<br />

Gem Centre we have much more<br />

from Tettenhall who uses the centre<br />
for physiotherapy said: “I come <strong>to</strong> the<br />
centre for treatment on the stretches<br />
on my legs. The treatment areas are<br />
much bigger <strong>and</strong> more welcoming<br />
than they were at West Park <strong>and</strong> it’s<br />
good <strong>to</strong> know there are different<br />
<strong>service</strong>s there for me.<br />
“The gym areas are more private<br />
<strong>and</strong> the disabled parking bays are<br />
much bigger which makes it easier <strong>to</strong><br />
get inside the building.”<br />
The Gem Centre was given its<br />
name <strong>to</strong> reflect “how precious<br />
children <strong>and</strong> young people are.”<br />
The theme is continued through the<br />
building with different coloured areas<br />
named sapphire, emerald <strong>and</strong> ruby.<br />

Another ground-breaking<br />
community <strong>health</strong><strong>care</strong> facility – The<br />
Phoenix Primary Care Centre –<br />
opened its doors on schedule in<br />
December 2005 <strong>and</strong> already has<br />
demonstrated that it is boosting<br />
front-line <strong>service</strong>s for patients.<br />
The multi-purpose Phoenix centre<br />
in Parkfield Road replaced an<br />
outdated <strong>health</strong> centre on the same<br />
site <strong>and</strong> provides a large range of<br />
<strong>service</strong>s under one roof.<br />
The name of the centre was chosen<br />
by residents <strong>to</strong> reflect the fact that the<br />
centre is situated next <strong>to</strong> Phoenix Park.<br />
The centre provides a base for GPs,<br />
district nurses <strong>and</strong> <strong>health</strong> visi<strong>to</strong>r teams,<br />
dental <strong>service</strong>s, physiotherapy <strong>and</strong><br />
chiropody, as well as multi-purpose<br />
treatment facilities, a pharmacy <strong>and</strong><br />
commumity meeting rooms.<br />
Both the Gem <strong>and</strong> Phoenix centres<br />
were funded through a <strong>Local</strong><br />
Improvement Finance Trust (LIFT)<br />
initiative called the Health Care<br />
Improvement Partnership<br />

Care Inspection review of<br />
community mental <strong>health</strong><strong>care</strong>.<br />
The city achieved a maximum<br />
score for use of the Mental Health<br />
Act, <strong>care</strong>r support, information <strong>to</strong><br />
<strong>care</strong>rs <strong>and</strong> <strong>service</strong> users, access <strong>to</strong><br />
interpreting <strong>service</strong>s, access <strong>to</strong><br />
independent advocacy, out-ofhours<br />
provision, crisis <strong>and</strong> contingency<br />
planning <strong>and</strong> the numbers<br />
of <strong>service</strong> users provided with<br />
home support.<br />
Overall, the integrated Wolverhamp<strong>to</strong>n<br />
primary <strong>care</strong> trust <strong>and</strong><br />
local authority mental <strong>health</strong><br />
<strong>service</strong> has been given a score of<br />
two – showing that performance<br />
meets the minimum requirements<br />
<strong>and</strong> the reasonable expectations of<br />
patients <strong>and</strong> the public. The<br />
maximum overall score that could<br />
be achieved was four.<br />

<strong>service</strong>s for Wolverhamp<strong>to</strong>n, said:<br />
“More than 100 areas were<br />
assessed in this new review<br />
undertaken jointly by the<br />
Health<strong>care</strong> Commission <strong>and</strong> the<br />
Commission for Social Care<br />
Inspection. We are very pleased <strong>to</strong><br />
have achieved maximum scores<br />
for a wide range of areas of client<br />
<strong>care</strong>. However, a number of areas<br />
requiring further development<br />
have been identified <strong>and</strong> these can<br />
be grouped in<strong>to</strong> the following<br />
sections – enhancing the<br />
workforce, suicide prevention<br />
across the city, interface with<br />
primary <strong>care</strong> <strong>service</strong>s <strong>and</strong> <strong>social</strong><br />
inclusion. We acknowledge these<br />
challenges as priorities <strong>and</strong> actions<br />
are underway <strong>to</strong> ensure<br />
improvements.”<br />
The HCC/CSCI review is a new<br />
national programme of assessment<br />
of NHS <strong>and</strong> local authority mental<br />
<strong>health</strong> <strong>service</strong>s.<br />
New awareness-raising support<br />
<strong>service</strong> in response <strong>to</strong> dem<strong>and</strong><br />
A LOCAL Hearing Voices Network is being set<br />
up in Wolverhamp<strong>to</strong>n in response <strong>to</strong> dem<strong>and</strong><br />
from voice-hearers <strong>and</strong> their <strong>care</strong>rs.<br />
The new <strong>service</strong>, which aims <strong>to</strong> raise awareness<br />
of voice-hearing, help people develop<br />
ways of coping <strong>and</strong> enable them <strong>to</strong> share<br />
their experiences, officially launches on<br />
September 14 <strong>to</strong> coincide with World Hearing<br />
Voices Day.<br />
The launch will be followed by forum<br />
meetings on the third Tuesday of each month<br />
<strong>to</strong> provide information <strong>and</strong> support for voice<br />
hearers, their <strong>care</strong>rs <strong>and</strong> families as well as<br />
information for staff from the <strong>health</strong>, <strong>social</strong><br />
<strong>care</strong> <strong>and</strong> the voluntary sec<strong>to</strong>r.<br />
Emily Robins, an occupational therapist in<br />
mental <strong>health</strong>, Wolverhamp<strong>to</strong>n City Primary<br />
Care Trust said: “The Hearing Voices Network<br />
in the UK has developed <strong>to</strong> become part of an<br />
international network <strong>and</strong> aims <strong>to</strong> destigmatise<br />
voice-hearing, leading <strong>to</strong> greater<br />
<strong>to</strong>lerance <strong>and</strong> underst<strong>and</strong>ing. We are<br />
establishing a local network <strong>to</strong> fill a gap<br />
identified by local <strong>service</strong> users <strong>and</strong> their<br />
<strong>care</strong>rs who felt there was a lack of support for<br />
people who hear voices <strong>and</strong> for their <strong>care</strong>rs.”<br />
Around 75 per cent of people claim <strong>to</strong> have<br />
heard voices at some time, often when under<br />
extreme stress. Hearing voices is both<br />
ordinary <strong>and</strong> extraordinary <strong>and</strong> can be<br />
mundane, helpful, amusing, disabling,<br />
depressing <strong>and</strong> terrifying. What can be more<br />
extraordinary is other people’s response – <strong>and</strong><br />
this has a major effect on the voice-hearer’s<br />
ability <strong>to</strong> cope. The network will launch with<br />
events on September 14 in the Wulfrun Centre<br />
(café piazza) <strong>and</strong> September 16 (Queen’s<br />
Square). Forum meetings will be held from<br />
10.30am <strong>to</strong> noon at the city centre Voluntary<br />

wheezing, lack of energy, poor<br />
concentration, reduced fertility,<br />

seasoned smokers kick the habit<br />
RETIRED gr<strong>and</strong>parents Lily <strong>and</strong> Ivan<br />
Blount once smoked 70-a-day between<br />
them <strong>and</strong> spent their savings on<br />
bringing cheap cigarettes back from<br />
foreign holidays.<br />
But after attending a S<strong>to</strong>p Smoking<br />
drop-in programme in Wolverhamp<strong>to</strong>n<br />
last year they have kicked the habit for<br />
good.<br />
Neither former fuel injection engineer<br />
Ivan <strong>and</strong> domestic help Lily have lit up a<br />
cigarette since February 11 2005.<br />
Ivan, 60, <strong>and</strong> Lily, 63, enrolled on a<br />
five-week course in the city centre after<br />
ringing the NHS S<strong>to</strong>p Smoking Helpline<br />
<strong>and</strong> taking the plunge.<br />
Ivan said: “We used <strong>to</strong> live for a<br />
smoke. Now we have a new lease of life.<br />
We feel better in ourselves, the <strong>health</strong><br />
benefits are marvellous <strong>and</strong> financially<br />
we are so much better off than before.<br />
“We were even able <strong>to</strong> fund another<br />
holiday in the sun with the money we<br />
saved <strong>and</strong> now we don’t bring back any<br />
cigarettes we have a lot more spending<br />
money.”<br />
Lily said: “Ivan was the first <strong>to</strong> say he<br />
was going <strong>to</strong> s<strong>to</strong>p smoking but I<br />
thought it was unfair for him <strong>to</strong> try <strong>and</strong><br />
do it alone. So I also <strong>to</strong>ok the plunge<br />
<strong>and</strong> decided <strong>to</strong> quit.<br />
“My friends <strong>and</strong> family at first said<br />
‘there’s no way you’ll keep that up’ but I<br />
decided enough was enough. So I <strong>to</strong>ok<br />
the stash of 3,000 cigarettes I had at the<br />
house <strong>and</strong> got rid of them there <strong>and</strong><br />
then. Since then neither of us have had<br />
a cigarette <strong>and</strong> haven’t wanted one.”<br />

On the road <strong>to</strong> recovery after a heart attack.<br />
Rehab helps<br />
heart patients<br />
HEART patients in Wolverhamp<strong>to</strong>n are<br />
being put on the road <strong>to</strong> a speedy<br />
recovery by a specialist community<br />
cardiac rehabilitation programme.<br />
Since it was launched in Oc<strong>to</strong>ber 2005<br />
around 700 patients have benefitted from<br />
the tailored programme that helps <strong>to</strong> get<br />
them back <strong>to</strong> full <strong>health</strong> after a heart<br />
attack or heart surgery.<br />
The programme, funded by a £110,000<br />
award over three years from the British<br />
Heart Foundation <strong>and</strong> the Big Lottery<br />
Fund, encourages patients <strong>to</strong> adopt a<br />
<strong>health</strong>y lifestyle once they have left New<br />
Cross Hospital.<br />
After an initial assessment, patients<br />
considered suitable for the programme<br />
are introduced <strong>to</strong> exercises in a<br />
community-based programme <strong>and</strong> offered<br />
the use of a gym at three different sites<br />
around the city.They exercise in a circuit<br />
style programme on equipment such as a<br />
treadmill, weights <strong>and</strong> an exercise bike.<br />
Patients attend the exercise sessions<br />
twice a week for between six <strong>and</strong> eight<br />
weeks <strong>and</strong> they also have access <strong>to</strong> a<br />
stress management course, run once a<br />
week over four weeks.<br />
In addition patients can be referred <strong>to</strong> a<br />
psychologist if required <strong>and</strong> they can also<br />
take advantage of the smoking cessation<br />
programme run by the Wolverhamp<strong>to</strong>n<br />
s<strong>to</strong>p smoking <strong>service</strong>.<br />
Part of the community project is<br />
bringing education <strong>to</strong> patients. Patients<br />
attend a one day course near <strong>to</strong> where<br />
they live which are held monthly on four<br />
different sites. It includes explanations of<br />
their conditions such as how <strong>to</strong> change<br />
their lifestyle, advice on exercise,<br />
medications <strong>and</strong> diet.There is also an<br />
Asian education day for Punjabi speakers.<br />
The cardiac rehabilitation programme<br />
has been so successful it is hoped <strong>to</strong><br />
introduce new activities, such as t’ai chi in<br />
the future.<br />
Community cardiac rehabilitation sister<br />
Joanne Charles said: “Many of our<br />
patients have <strong>to</strong>ld us that as a result of<br />
the rehab programme they have never felt<br />
so fit, <strong>and</strong> it encourages them <strong>to</strong> adopt a<br />
<strong>health</strong>y lifestyle. Several have gone on <strong>to</strong><br />
join their local gym after completing the<br />
rehab programme or attend our<br />
community-based long term exercise<br />
classes.”<br />
Joanne added: “Nationally it has been<br />
shown that rehab programmes like the<br />
one in Wolverhamp<strong>to</strong>n can help reduce<br />
the chance of dying from a further cardiac<br />
event by 25 per cent.”<br />

AN ambitious five year housing support<br />
plan developed by Wolverhamp<strong>to</strong>n City<br />
Council <strong>to</strong> help vulnerable people live<br />
independently is making great strides,<br />
including savings of nearly £200,000.<br />
The Supporting People five year strategy –<br />
now one year in<strong>to</strong> implementation – has already<br />
made a difference <strong>to</strong> citizens’ lives by:<br />
● Increasing the number of supported units for<br />
women escaping domestic violence<br />
● Joint working with S<strong>and</strong>well, Dudley <strong>and</strong><br />
Walsall <strong>to</strong> develop a new <strong>service</strong> for people<br />
with chaotic lifestyles, mental <strong>health</strong> needs <strong>and</strong><br />
complex needs<br />
● Developing a new <strong>service</strong> for homeless people<br />
in consultation with <strong>service</strong> providers which<br />
will be put out <strong>to</strong> tender next year<br />
Over the past year the strategy for Supporting<br />
People concentrated on reviewing the range <strong>and</strong><br />
quality of <strong>service</strong>s across all the different groups<br />
of <strong>service</strong> users <strong>and</strong> this review has resulted in<br />
saving £196,000.<br />
Progress has also been made in reducing the<br />
number of contracts <strong>to</strong> 45.<br />
The Supporting People team will focus on the<br />
following areas in the next year <strong>to</strong>:<br />
● Increase ‘floating support’ so the <strong>service</strong> is<br />
more flexible<br />
● Give high priority <strong>to</strong> addressing any gaps in the<br />
<strong>service</strong><br />

Expert advisors reassure private foster <strong>care</strong>rs<br />
PEOPLE who <strong>care</strong> for young<br />
people under private fostering<br />
arrangements are eligible for the<br />
same kind of support <strong>and</strong> guidance<br />
as that offered <strong>to</strong> foster<br />
<strong>care</strong>rs recruited by the local<br />
authority.<br />
The term “private fostering”<br />
applies <strong>to</strong> young people under<br />
16 (or under 18 if they have a<br />
disability) who have lived for 28<br />
days or more at the home of a<br />
person who is not their parent,<br />
gr<strong>and</strong>parent, aunt, uncle, sister<br />
or brother.<br />
These young people usually<br />
come from overseas <strong>to</strong> access<br />
education or <strong>health</strong> <strong>service</strong>s in<br />
the UK, while those from this<br />
country may have left home due<br />
<strong>to</strong> divorce, separation or other<br />
types of family upheaval.<br />
There are around 10,000 boys<br />
<strong>and</strong> girls in Engl<strong>and</strong> being <strong>care</strong>d<br />
Videos showcase<br />
caring <strong>service</strong>s<br />
TWO video/DVDs have been created <strong>to</strong> promote<br />
<strong>social</strong> <strong>care</strong> <strong>service</strong>s run by Wolverhamp<strong>to</strong>n City<br />
Council.<br />
Staff <strong>and</strong> <strong>service</strong> users at EKTA, a <strong>social</strong> <strong>service</strong>s-run day<br />
centre in Penn Fields, are the stars of a ground-breaking new<br />
video/DVD aimed at promoting the <strong>service</strong> <strong>to</strong> Asian elders,<br />
their families <strong>and</strong> <strong>care</strong>rs.<br />
And a new video/DVD <strong>to</strong> help people who have recently<br />
become the <strong>care</strong>r of a relative or friend has also been<br />
produced <strong>and</strong> which can be viewed on the council’s website.<br />
Both videos/DVDs have been created with the help of<br />
digital media students from the University of<br />
Wolverhamp<strong>to</strong>n.<br />
The <strong>care</strong>r video/DVD is aimed at <strong>care</strong>rs <strong>to</strong> highlight the<br />
support on offer from the council’s <strong>care</strong>r centre in Queen<br />
Street <strong>and</strong> <strong>to</strong> make <strong>care</strong>rs aware they do not have <strong>to</strong> cope<br />
alone <strong>and</strong> that other people are experiencing, or have<br />
experienced, similar situations.<br />
The video/DVD features a sign language ac<strong>to</strong>r <strong>and</strong><br />
showcases the range of <strong>service</strong>s available <strong>to</strong> <strong>care</strong>rs in<br />
Wolverhamp<strong>to</strong>n. It is intended <strong>to</strong> be of use also <strong>to</strong><br />
professionals who may not have a detailed underst<strong>and</strong>ing of<br />
the role of <strong>care</strong>rs.<br />
The EKTA day centre film has been produced in English<br />
with subtitles, plus voice-overs in Punjabi, Hindi <strong>and</strong><br />
Gujarati for older people from the Asian community who do<br />
not speak English.<br />
Cabinet member for adults, Councillor Helen King, said:<br />
“We chose <strong>to</strong> use students from the university as it gives<br />
them valuable experience on their course. The quality of<br />
both productions is terrific <strong>and</strong> we have got the videos at a<br />
fraction of the cost of using a professional production<br />
company.<br />
”I would like <strong>to</strong> thank the students who did all the hard<br />
work as well as the <strong>service</strong> users <strong>and</strong> staff who <strong>to</strong>ok part.<br />
They have produced two excellent pieces of work that will<br />
benefit local <strong>care</strong>rs <strong>and</strong> Asian elders.”<br />

Schools scoop accolades<br />
MANY of Wolverhamp<strong>to</strong>n’s<br />
teachers, pupils <strong>and</strong> school<br />
nurses are celebrating their<br />
hard work <strong>to</strong>wards achieving<br />
Healthy Schools status.<br />
The Mayor of Wolverhamp<strong>to</strong>n<br />
praised 16 schools for<br />
reducing rates for childhood<br />
obesity, teenage conception,<br />
sexually transmitted infections<br />
<strong>and</strong> for tackling substance<br />
misuse <strong>and</strong> bullying. Teachers<br />
also received certif-icates<br />
awarded by the Depart-ment<br />
of Education <strong>and</strong> Skills for<br />
their excellent teaching of<br />
Personal <strong>and</strong> Social Health<br />
Education (PSHE) in their<br />
school, while a number of<br />
school nurses were congratulated<br />

So far, the Wolverhamp<strong>to</strong>n<br />
Healthy Schools team has<br />
validated 33 per cent of the<br />
city’s schools as being <strong>health</strong>y.<br />
The target is <strong>to</strong> increase this<br />
figure <strong>to</strong> at least 50 per cent<br />
before Christmas 2006. Almost<br />
90 per cent of all schools in<br />
Wolverhamp<strong>to</strong>n are currently<br />
working with the team <strong>to</strong> gain<br />
Healthy Schools status <strong>and</strong> the<br />
team is keen <strong>to</strong> encourage<br />

of wartime<br />
A NEW booklet featuring the<br />
memories of local people about their<br />
real-life experiences of the Second<br />
World War, has been published thanks<br />
<strong>to</strong> an innovative project organised by<br />
city council staff.<br />
The booklet – Lest We Forget –<br />
features s<strong>to</strong>ries <strong>and</strong> pho<strong>to</strong>graphs of<br />
what life was like during the war <strong>and</strong><br />
was produced by Wolverhamp<strong>to</strong>n<br />
school pupils who interviewed <strong>and</strong><br />
videoed older people <strong>and</strong> also sat in<br />
on their reminiscence sessions.<br />
The inter-generational project was<br />
set up by adult <strong>social</strong> <strong>care</strong> staff <strong>and</strong><br />
involved pupils from Deansfield,<br />
Heath Town, Highfields <strong>and</strong> Parkfields<br />
schools who worked with older<br />
people in sheltered housing, resource<br />
centres <strong>and</strong> local day <strong>care</strong> centres<br />
across the city.<br />
The students gathered the<br />
fascinating material for the booklet by<br />
interviewing older people, or writing<br />
down memories recalled during s<strong>to</strong>rytelling<br />
sessions. A h<strong>and</strong>ful of the<br />
s<strong>to</strong>ries were also videoed.<br />
The project is an example of<br />
ongoing work by agencies in the city<br />
<strong>to</strong> help bridge the gap between the<br />
generations.<br />
Growing success<br />
WOLVERHAMPTON’S young<br />
offenders are repaying society by<br />
producing vegetables for charitable<br />
causes on their award nominated<br />
allotment.<br />
Small groups of supervised young<br />
people have been growing <strong>and</strong><br />
donating food <strong>to</strong> soup kitchens,<br />
residential <strong>and</strong> medical <strong>care</strong> <strong>service</strong>s<br />
<strong>and</strong> recently received a<br />
commendation for the quality <strong>and</strong><br />
upkeep of the allotment.<br />
The youngsters also learn lifestyle<br />
tips as part of the scheme which<br />
provides exercise, advice <strong>and</strong><br />
information on a <strong>health</strong>ier diet.<br />

fostering is always rewarding.<br />
Most <strong>care</strong>rs say they get a great<br />
sense of achievement from<br />
providing foster <strong>care</strong> <strong>to</strong> children<br />

Foster <strong>care</strong>rs also have the<br />
opportunity <strong>to</strong> turn fostering in<strong>to</strong><br />
a paid <strong>care</strong>er with opportunities<br />

With more than 200 children<br />
every year needing foster <strong>care</strong> in<br />
Wolverhamp<strong>to</strong>n, there are<br />
almost as many different kinds<br />
of fostering as there are <strong>care</strong>rs <strong>to</strong><br />
<strong>care</strong> <strong>and</strong> children <strong>to</strong> be <strong>care</strong>d for.<br />
Long-term <strong>care</strong>rs look after an<br />
individual child or children from<br />
the same family from when they<br />
enter <strong>care</strong> right up <strong>to</strong> the time<br />
they are ready <strong>to</strong> leave home.<br />
But whenever possible,<br />

tries <strong>to</strong> keep children with their<br />

In shared <strong>care</strong>, a <strong>care</strong>r looks<br />
after a child with disabilities for<br />
a fixed period, on a regular or<br />
occasional basis. By giving the<br />
family of a child with<br />
disabilities a break, shared<br />

difference in keeping that<br />

There’s also out-of-hours<br />
fostering – a type of fostering<br />
emergency <strong>service</strong> in wich the<br />

What’s the difference between adoption<br />
<strong>and</strong> fostering?<br />
Adoption means taking a child in<strong>to</strong> your<br />
home permanently <strong>and</strong> legally as part of<br />
your family.<br />
Fostering usually means offering a<br />
temporary home <strong>to</strong> children until they<br />
either return <strong>to</strong> the family home or move<br />
on <strong>to</strong> live with a relative, adopter or<br />
long-term foster <strong>care</strong>r.<br />
Is my house or flat suitable?<br />
The most important ingredient in fostering<br />
is you.<br />
So long as your home is welcoming <strong>and</strong><br />
safe, children won’t <strong>care</strong> how big it is or<br />
whether you own or rent it.<br />
A home has <strong>to</strong> be clean, but needn’t be<br />
spotless or freshly decorated.<br />
Am I <strong>to</strong>o old, or <strong>to</strong>o overweight?<br />
Foster <strong>care</strong>rs are usually aged from their<br />
mid 20s <strong>to</strong> their 60s – although some of<br />
our best <strong>care</strong>rs didn’t start fostering till<br />

There are practical ways we can help,<br />

Can I meet the child's cultural needs?<br />
Every attempt is made <strong>to</strong> match the racial,<br />
language, cultural, dietary <strong>and</strong> religious<br />
needs of a child with a suitable <strong>care</strong>r.<br />
When this isn’t possible you may be<br />
asked <strong>to</strong> foster a child from a different<br />
background <strong>to</strong> your own.<br />
Can I afford <strong>to</strong> look after another child?<br />
You’ll receive a weekly payment for each<br />
child in your <strong>care</strong>.<br />
This varies according <strong>to</strong> the age of the<br />
child or young person <strong>and</strong> is intended <strong>to</strong><br />
cover the costs of food <strong>and</strong> clothing,<br />
household items, personal <strong>care</strong>, pocket<br />
money <strong>and</strong> travel costs.<br />
These payments don’t usually affect any<br />
benefits you receive or tax you pay.<br />

through our funding system – these reflect<br />
