iiLegal Aid in Cambodia: Practices, Perceptions and NeedsA Study based on a National SurveyACKNOWLEDGEMENTSThe Council for Legal and Judicial Reform (CLJR) would like to acknowledge the efforts of anumber of individuals, groups and organizations whose contributions made it possible toexecute a baseline and needs analysis survey, and to produce this study.We acknowledge with thanks the support of other Government Ministries and institutions,local and national, as well as other development partners, particularly those who participatedin stakeholder meetings to clarify and refine the design of the survey. We wish to thank inparticular the many participants in the final stakeholder workshop held at the Sunway Hotel inPhnom Penh on August 9, 2006. Participants’ inputs at this workshop were invaluable inshaping the final version of the recommendations of the study.We thank all those individuals who agreed to be interviewed and whose ideas helped shapethe analysis and conclusions of this study with respect to the state of legal aid serviceprovision in Cambodia today. We also appreciate the cooperation of various organizations inproviding us with relevant documents, including their annual reports, budgets, strategic plans,and other documents and data.Our thanks go to USAID (United States Agency for International Development) Cambodia,whose implementing partner EWMI (East-West Management Institute) made financial andtechnical support for this study a key component of its Program on Rights and Justice (PRAJ).We also thank Indochina Research Ltd (IRL), which developed the survey instruments inconsultation with the Project Management Unit (PMU) of CLJR, designed the survey sample,conducted much of the survey fieldwork, and reported back in detail on survey findings.Last but not least we wish to recognize the efforts of the Survey Management Team, H.E.Suong Leang Hay, Mr Pen Bunchhea, Mr Kong Phallack and Mr Rajan Shah, in ensuring thatsurvey activities were carried out successfully.
