Insense, WSES development that basicallyprovide easier access -whether simplybringing the clean water closer or providethe service to the households- will presentdirect and indirect results that willable to increase community's revenue,health, education, etc.The outcome of clean water facilitydevelopment, which above paper will beable to increase prosperity, has been trulyproven with clean water facility developmentin Tetaf Village of Kabupaten TimorTengah Selatan (TTS) which was facilitatedby ProAir Program, a grant from theGovernment of Germany. The article is agift from the trip made by documentermovie team of WSES Policy Operation inTTS Kabupaten of which most shootingwas taken in Tetaf Village, KecamatanAmanuban Barat, Kabupaten TimorTengah Selatan.Poor Tetaf VillageIn general, Tetaf Village is categorizedas poor. The main living is farming of seasonalcrops, such as corn as their mainplant, and vegetables such as eggplant,chili, cabbage, cress, etc. People alsoplant coconut, sirih, banana, mango,mahoni, acacia, which partly grow bynature, and other parts are grown intentionally.Truthfully, when we enter TetafVillage, we won't see any poverty impression,because as far as the eyes can see,green plants scattered everywhere, whichBy Alma Arief andDormaringan SaragihWASPOLA Consultantindicates soil fertility and abundantcrops. However, in reality, the people ofTetaf Village are in general still underpoverty line. Their daily revenue and consumptionlevel (nutrition) is still low.Most kids are going to school with barefeet, some of them with mucus showingon their nose as indication of low revenueand lack of nutrient.Their houses are still using simplematerials; roof from leafs (thatch), pillarsfrom rough woods, and floor from dirt.Only small numbers of houses withcemented walls, zinc roof, and tiled floor.This is general depiction of prosperitylevel in Tetaf Village.ProAir Clean Water ProgramThorough WSES Program funded bythe Government of Germany throughGTZ and KFW -with criteria such aswater resource availability, willingness tocontribute in cash for the maintenancefund, statement of interest to be facilitated,etc- has chosen Tetaf Village to acquireWSES facilities development facilitation.The program known as ProAir is consistentlyapplied national policies principles,in initiation phase, planning, development,and post development (maintenance)phase.Because the objective is more on communityempowerment through WSESdevelopment, it is not surprising that duringpreparation phase, community needslonger time - much longer than the timeneeded for physical construction -because public facilitation is dedicatedmore to change the way of thinking,behavior, and attitude of the people,especially understanding (affective), attitude(cognitive), and behavior (psychomotor)in relation with clean water aseconomic and social property, as well asmanagement to sustain continuity.ProAir in NTT has been started sincethe end of 2003 in three kabupatens ofKabupaten Sumba Barat, Sumba Timur,and Timor Tengah Selatan. At first, theprogram is relatively difficult to applybecause it is a development program thatapplies need-based principles which consistof the idea of prioritizing community'srole as the main actor of the development.11 points of complete NationalPolicy Principles of WSES Developmentare applied consistently.The problem is that NTT people as thedevelopment target are poor people,whereas ProAir firmly applied conditionthat the people must provide cash contributionas maintenance fund of the facility.In the national policy, this refers to thecost recovery principle.Obligation to provide cash contributionin the early stage of ProAir activityhas caused conflict. On one side there isopinion that "community is capable ofpaying cash contribution" while on theother side, there is opinion that "communitywill not be able to pay cash contributiondue to the poverty".Those who think that poor peoplecannot pay asked that cash contributionof the community can be done by convertingman energy and local material donationsinto rupiah, while on the other side,those who think that community is capableto pay, insisted that community will20 PercikAugust 2008
• INSIGHT •be able to put aside their revenue or wealth in form of cash ormaterials (such as livestock, jacquards, etc) little by little.Latter on, what ProAir has done prove that the community iscapable. However to change paradigm from "always receivinginstant packages" into "involved in decision making of everyphase of development, even asked for cash contribution"requires a very long time. Various facilitation to explain procedureof proposing ideas of clean water development facilitationalong with conditions, explanation of the benefit of water facility,obligation of providing cash contribution for maintenance ofthe facility, technical training of facility maintenance, PHBScampaign to change the way of life, utilization of time and energyafter easy access to the water, etc, are given intensively.In every facilitated village, ProAir is able to collect cash contributionand monthly fee. With intensive facilitation, structured organizationof all activities with proper administration, every problem can beovercome. Community in the villages facilitated by ProAir,whether those who live in TTS, Sumba Timur, or Sumba Barat,are able to execute all points of the national policy. And now,they have started to feel the result of the water facility development.Synergy with the Agriculture AgencyWhen access to clean water is started to be enjoyed by thecommunity, they then have extra time and energy compare tothe past where most of the time and energy is being used toobtain clean water for their need. The change happened togetherwith Agriculture Agency who facilitates Tangerine (Soe)Orange seed distribution.That synergy (whether planned or not) is accepted with openarms by the people who now have extra time and energy. InTetaf Village, community is now plant Tangerine Orange in thearea of 70 hectares with orange plants of 30 thousand trees,while in OeUe Village, OeUe farmer group with 20 householdmembers, are now planting 7,200 trees in the area of 18hectares.ClosureWater facility development, whether simply bringing thewater closer or to provide service to the household, do presentSource: Dok/ProAirpower to increase prosperity of the people. In Tetaf Village,Kecamatan Amanuban Barat, Kabupaten Timor Tengah Selatan,the community with extra time and energy, accepted governmentoffers (Agriculture Agency) with open arms to plantoranges in their land.It seems just the matter of time to see the people to harvestthe oranges with smile on their faces while singing local songs.Kids go to school in the morning, with tidy clothes and shoes.However, this hope still leaves question; has the people ready towelcome abundant harvest? Have post harvest technologiesbeen prepared? Have post harvest institutions been prepared?How about the market capacity, and where? How to handle competitionwith products from other area? Have the people protectedfrom monopoly of wholesaler from Kupang who are said tobuy the harvest in wholesale? There are still other questions ofwhich policy intervention requires to synergize potencies of therelated institutions. •PercikAugust 200821
