SPORTING REGULATIONS GENERAL1.1. TITLE & JURISDICTION The Formula TKM <strong>Festival</strong> is organised and administered bythe Whilton Mill Kart Club Ltd in accordance with the General <strong>Regulations</strong> of the RoyalAutomobile Club Motor Sports Association (incorporating the provisions of the InternationalSporting Code of the FIA) and these <strong>Festival</strong> <strong>Regulations</strong>.MSA <strong>Festival</strong> Permit No. t.b.aStatus: National B1.2. OFFICIALS.1.2.1. The Co-ordinator: Mrs. R. Chapman, 23 Foxglove Close, Castle Meadow,Buckingham MK18 1FU.1.2.2. Eligibility Scrutineer: Mr. Dick Newton.1.2.3. <strong>Festival</strong> Stewards: Mr. G. Tait, Mrs. M. Weddell, Mr. G. Dykes1.2.4 Clerk of Course: Mr. Steve Chapman, Mr. Keith Smith, Mr. Roger AllenDRIVERSDrivers must be fully paid up members of an MSA approved Kart Club affiliated to the ABkCand in possession of a valid MSA Kart Licence, minimum Novice National ‘B’, or inpossession of a valid licence of the same grade and medical issued by Motorsports Ireland C(a)51 equivalent licence featuring the EU flag and medical issued by an ASN of a membercountry of the European Union C(a)52. All members of ABkC affiliated clubs are invited.Novice drivers are permittedAll necessary documentation must be presented for checking when signing-on.REGISTRATION.1.4.1 The secretary of the meeting to whom all entries must be sent is Mrs. R. Chapman, 23Foxglove Close, Castle Meadow, Buckingham MK18 1FU. The entries open with thepublication of these regulations and close on SATURDAY 24 th JULY the final date for thereceipt of registration.1.5. FESTIVAL ROUNDS. The <strong>Festival</strong> will be contested over 1 round.1.6. SCORING FOR FESTIVAL1.6.1 Points will be awarded counted back over all competitors and listed as finishers in theheats as follows: 1st 32, 2nd 30, 3rd 29, 4th 28, reducing by 1 point to 30 th position. DNShave one point less than the last finisher an exclusion earns 0 points.1.6.2 Should a tie result from the total of heat points for any position, the result will bedecided by the fastest time gained in the timed practice.1.6.3 The top 30 point scorers in TKM Extreme will progress to the Elite Finals for thatclass. From the remainder of the TKM Extreme the highest 26 point scorers will be placed inthe <strong>Festival</strong> “A” Final, the balance of the drivers taking part in sub finals where in each subfinal the first four finishers progress to the next final and so on as required.1.6.4 Should there be more than 50 drivers in a class the system set out in 1.6.3 will beused for that class.1.6.5 For less than 50 drivers in a class the highest 26 point scorers will be placed in the“A” Final, the balance of the drivers taking part in sub finals where in each sub final the firstfour finishers progress to the next final and so on as required.1.6.6 An appeal against points awarded or not awarded must conform to C6.1.1.7 AWARDS1.7.1 There will be 1 trophy or goods awarded for every 5 entries in each class up to amaximum of 5 trophies. If through force majeure the final in any class is not held, the resultwill be declared as per the grid positions earned for the A Final.1.7.2 The winner of each Class in the <strong>Festival</strong> will receive a <strong>Festival</strong> Trophy and aPerpetual Trophy. Perpetual trophies remain the property of the <strong>Tal</strong>-<strong>Ko</strong> and must bereturned, in good condition, when requested and before the 2011 <strong>Festival</strong> meeting. The topthree competitors are obliged to collect their awards personally at prize giving, otherwise theyare forfeit.1.7.3 <strong>Festival</strong> trophies or any prizes will only be presented to the driver in person at thePrize Presentation.1.8. COMPETITORS OBLIGATIONS.1.8.1 It is mandatory for all competitors to carry badges on their clothing, helmets, visorsand on their karts in the positions specified.1.8.2 Competitors may be obliged to take part in additional promotional activities during theevent.


<strong>Regulations</strong> for the Maxxis Formula TKM <strong>Festival</strong> <strong>2010</strong>http://www.whiltonmillkartclub.co.uk/festregulations.htmPage 3 of 407/07/<strong>2010</strong>4.2 Within the <strong>Festival</strong> races will be provided for the following classes –Junior TKM, 2stroke and 4 stroke, Senior TKM 4 stroke and TKM Extreme, there will be sub classes withinTKM Extreme for heavy and veteran drivers .4.2.1 The senior 2 stroke class will run to the twin weight/power specification with aweight of 146kgs4.2.2 The vet/heavy class will run for those over 35 years old and/or over the minimumdriver weight4.2.3 The junior 2 stroke class will run to a multiple weight/power specification.4.3 Only one set of slick tyres will be allowed for racing per competitor, throughout themeeting, that must be paid for in advance. Extra tyres may only be allowed at the discretionof the Chief Scrutineer if in his opinion either one front or one rear tyre is un-safe to use. IT ISTHE COMPETITOR'S RESPONSIBILITY to make sure that the scrutineer inspects a faultytyre before the kart leaves the track exit/weighing in area.4.4 Tyres will be held in Parc Ferme overnight. Failure to conform to this regulation willlead to the driver being disqualified from the meeting. An approved tyre “sniffer” device willbe in use.4.5 All classes will be allowed one chassis. However, if damage occurs to the chassisthat has been scrutineered for the meeting, if in the opinion of the scrutineer it is not practicalto repair in time, one alternative chassis may be scrutineered in order to continue themeeting.4.6 All competitors will be given a scrutineering ticket/card for which they have SOLEresponsibility to fill in correctly and hand to the scrutineer at pre race scrutineering. Thiscard/ticket must contain the following information: - Drivers name, class and race number, thechassis unique number as MSA U16.5.1, and each engine's unique number and sealnumbers if used and the transponder code number as well as the TKM Plate Number. Theticket/card must be signed by the driver and if under 18 by the parent or guardian. It isstressed once more that both the completion and handing in of this ticket/card is the SOLEresponsibility of the competitor. These tickets/cards will be the only method used to checkthat each competitor is using at all times the equipment declared and presented by him/her atpre race scrutineering4.7 Post Race Scrutineering will take place after heats and finals and all results aredeemed provisional until all karts are released by the Scrutineers and/or after completion ofany Judicial or Technical procedures, including the testing of fuel, which may take severaldays. At any post race scrutineering the chassis, engine and seal numbers (if used) must bethose stated on the scrutineering card/ticket. Should it be found that the chassis or enginesdo not comply with the above requirements it will be considered to be a matter of fact forwhich there will be no appeal.RESULTS5.1 All results will be posted as provisional for a period of 7 days if tests are required.After 7 days the results will become final provided there are no appeals or tribunalsoutstanding that may affect those results. Any changes to the original provisional results willbe published.CIRCUIT REGULATIONS6.1 Only karts and kart trolleys are allowed on the dummy grid or in the scrutineering area,no other wheeled vehicles are permitted. Bicycles, skate boards, roller blades and scootersare not permitted to be used in any part of the pit area during practice or racing. Motorisedvehicles are not allowed on the circuit when racing or testing is complete.6.2 The area outside the confines of the circuit fencing is out of bounds, that includesthe farm buildings and areas beyond the lower gates and the Mill stream. You are remindedthat the conduct of all of your group will fall back on your driver should problems occur.6.3. Persons who do not hold a full car driving licence are not permitted to drive a roadvehicle anywhere within the circuit confines.6.4 Parents/guardians in signing on their driver agree to allow the driver to bephotographed.
