<strong>co</strong>herencia de las políticas en favor del desarrollo 20 , la UE deberá estar preparadapara tratar los siguientes aspectos de la salud mundial:• Respecto al <strong>co</strong>mercio, la UE debe esforzarse para garantizar una utilización máseficaz de las disposiciones del Acuerdo sobre los ADPIC 21 a f<strong>in</strong> de ampliar elacceso a los medicamentos esenciales y hacerlos más asequibles. La UE tieneque apoyar las acciones prioritarias determ<strong>in</strong>adas en la Estrategia Mundial y Plande Acción sobre Salud Pública, Innovación y Propiedad Intelectual, lo que deberíapermitir afrontar los desafíos previstos a partir de 2016, cuando el mar<strong>co</strong> de losADPIC entre en vigor en los países menos desarrollados. La UE deberá seguirgarantizando que sus acuerdos <strong>co</strong>merciales bilaterales no <strong>in</strong>cluirán cláusulas quepuedan socavar el acceso a los medicamentos. La <strong>co</strong>mpetencia de los productosgenéri<strong>co</strong>s 22 y el uso racional de los medicamentos revisten una importanciaprimordial para garantizar la viabilidad de los sistemas de atención sanitaria 23 .Asimismo, la UE tiene que trabajar a escala mundial y regional para elim<strong>in</strong>ar el<strong>co</strong>mercio de medicamentos falsificados, por ejemplo, a través del Grupo deTrabajo Internacional <strong>co</strong>ntra la Falsificación de Medicamentos (I<strong>MP</strong>ACT por sussiglas en <strong>in</strong>glés). También deberá <strong>co</strong>nt<strong>in</strong>uar luchando <strong>co</strong>ntra las drogas ilegales ysus efectos sobre la salud, teniendo en cuenta la importancia capital de lareducción de la demanda. Por último, la UE <strong>co</strong>nt<strong>in</strong>uará propugnando una mejorgobernanza mundial en los acuerdos medioambientales pert<strong>in</strong>entes para la salud.• Respecto a la emigración, los Estados miembros de la UE deberán velar por quesus políticas de <strong>in</strong>migración no socaven la disponibilidad de profesionalessanitarios en los terceros países, respetando a la vez la libertad de circulación<strong>in</strong>dividual y las aspiraciones personales y profesionales. A este respecto, la UEdebe avanzar más rápido en el cumplimiento de los <strong>co</strong>mpromisos <strong>co</strong>ntraídos envirtud de su Estrategia de Acción para la Crisis de Recursos Humanos en el Sectorde la Salud en los Países en Desarrollo, y <strong>co</strong>ntribuir al Código de Prácticas de laAsamblea Mundial de la Salud sobre la <strong>co</strong>ntratación <strong>in</strong>ternacional de personalsanitario. La UE debe facilitar la migración circular <strong>co</strong>mo forma de mitigar la«fuga de cerebros» en los países que la experimentan. Los Estados miembros de laUE deben esforzarse más para garantizar el acceso de todas las personas de la UE– <strong>in</strong>cluidos los emigrantes – a unos servicios sanitarios de calidad s<strong>in</strong>discrim<strong>in</strong>ación alguna.• Respecto a la seguridad, la Política Exterior y de Seguridad Común de la UEdebe promover los avances en la respuesta <strong>co</strong>munitaria ante las situaciones defragilidad 24 y recalcar la importancia del acceso a los servicios sanitarios para laspoblaciones sometidas a presiones en <strong>co</strong>ntextos frágiles, crisis humanitarias yprocesos de paz y estabilización. (iv) She/He will be entitled for TA/DA and ac<strong>co</strong>mmodation charges for journey performed byher/him <strong>in</strong> the <strong>co</strong>mpany’s <strong>in</strong>terest as admissible to Class- II officers of M.P.M.K.V.V.C.L,Bhopal, after obta<strong>in</strong><strong>in</strong>g <strong>co</strong>mpetent approval.Other Terms of Contract:(i) Her/His <strong>co</strong>ntract assignment is purely on temporary basis and the person engaged on<strong>co</strong>ntract shall have no rights whatsoever to claim for appo<strong>in</strong>tment on regular basis.(ii) Her/His <strong>co</strong>ntract shall be subject to review by the MD, M.P.M.K.V.V.CL and all mattersrelated to her/his <strong>co</strong>ntract shall be processed by the General Manager (Estt.),M.P.M.K.V.V.CL, Bhopal.(iii) The <strong>co</strong>ntract engagement shall be term<strong>in</strong>ated automatically after <strong>co</strong>mpletion of <strong>co</strong>ntractperiod.(iv) She/He shall keep high standard of efficiency, <strong>in</strong>tegrity, secrecy, any violation of whichor any mis<strong>co</strong>nduct dur<strong>in</strong>g the <strong>co</strong>ntract period may lead to term<strong>in</strong>ation of <strong>co</strong>ntract onpayment of one month’s remuneration.Leave:(i) She/He will be entitled to 20 days leave <strong>in</strong> a year. No other k<strong>in</strong>d of leave shall be granted.(ii) If she/he rema<strong>in</strong>s absent from work habitually without prior permission, this <strong>co</strong>ntract shallbe liable for term<strong>in</strong>ation purely at the discretion of the management of <strong>co</strong>mpany.General terms and <strong>co</strong>nditions:(i) She/He shall not engage herself/himself <strong>in</strong> any other employment either honorary orotherwise dur<strong>in</strong>g the period of <strong>co</strong>ntract.(ii) In case of any change <strong>in</strong> the address dur<strong>in</strong>g the <strong>co</strong>urse of <strong>co</strong>ntract period, it shall beduty of the person engaged on <strong>co</strong>ntract to <strong>in</strong>timate <strong>in</strong> writ<strong>in</strong>g, fail<strong>in</strong>g to which the lastgiven address shall be taken as <strong>co</strong>rrect and all the <strong>co</strong>mmunications sent shall deemed tohave been delivered at the same address.(iii) In case dur<strong>in</strong>g the <strong>co</strong>urse of <strong>co</strong>ntract, any <strong>in</strong>formation given by her/him is found false or<strong>in</strong><strong>co</strong>rrect, the <strong>co</strong>ntract shall be liable for term<strong>in</strong>ation without any notice or <strong>co</strong>mpensation<strong>in</strong> lieu of notice.(iv) She/He shall not participate <strong>in</strong> any employee related union/organization.
