Each school produces its own prospectusand has a website containing information about the school. <strong>secondary</strong> 4 print 27/8/10 16:49 Page 7When does my child transfer from primary school?Start <strong>to</strong> consider your preferred middle or<strong>secondary</strong> school as soon as your child entersthe final year of their current school.By 31 Oc<strong>to</strong>ber 2010,If your child is currently in Year 4 in a firstschool you should apply for a place in Year 5 ina middle school.If your child is currently in Year 6 in a primaryschool you should apply for a place in Year 7 ina <strong>secondary</strong> school.If your child is currently in Year 8 in a middleschool you should apply for a place in Year 9 ina high school.Can I apply for my child <strong>to</strong> changebetween the two-tier and three-tierschool systems?Yes but applications can only be considered forany vacancies that may be available in theappropriate year group.If you do not apply, we will offer a place at thenearest available school for which your child iseligible, after considering all on timeapplications. This could be some distance fromyour home.What if my child has specialeducational needs?The majority of children with specialeducational needs are able <strong>to</strong> have their needsmet at any mainstream school.If your child has a Statement of SpecialEducational Needs (SEN) naming a particularschool, you do not need <strong>to</strong> apply for a place.In all other cases, including where your childhas a Statement of SEN that does not name aschool, an application form should be submittedby the closing date of 31 Oc<strong>to</strong>ber.If you have any specific questions or concerns,please discuss these with the <strong>schools</strong> you areconsidering.Please consider the impact of your child joiningschool when other pupils have already attendedthat school, made friends and been part of theschool community since the usual age oftransfer. Contact us for advice and informationon available places before you apply.Does every parent or carer with achild due <strong>to</strong> transfer <strong>to</strong> <strong>secondary</strong>school have <strong>to</strong> apply?Yes. We are required by law <strong>to</strong> co-ordinatethe admission process for all <strong>secondary</strong> andmiddle school transfers, including faith <strong>schools</strong>.Apply for school transfers online atwww.newcastle.gov.uk/admissionsThe closing date for applications is midnight on31 Oc<strong>to</strong>ber 2010.Faith <strong>schools</strong> have different admissions criteria<strong>to</strong> <strong>Newcastle</strong> community <strong>schools</strong>. They will givepriority <strong>to</strong> children of their faith.You may be asked <strong>to</strong> provide proof of youraddress. This must be the permanent addressat which the child is living with a parent orperson with parental responsibility.• Applying online is quick and easy <strong>to</strong> do.• You will get email confirmation that yourapplication has been received.• The system helps you by checking errors.• There is no risk that your application will getlost in the post.• You can check or change the details on yourapplication up until the closing date.• Every time you make or change your onlineapplication, you will receive an e-mailconfirming the status.• The system has a series of securityprocedures which will prevent anyone seeinginformation they are not entitled <strong>to</strong>.• The system is available 24 hours a day 7 daysa week up until the closing date.• If you apply online, we will email <strong>to</strong> let youknow which school your child has beenoffered the day before you receive your letter.Do I need <strong>to</strong> provide any proof <strong>to</strong> supportmy application?If you are required <strong>to</strong> provide evidence <strong>to</strong>support your application, it will say so in theadmissions criteria.It is extremely important that you read andunderstand the admissions policy for everyschool you are applying for.What if I want <strong>to</strong> apply for a school outside<strong>Newcastle</strong>?If you want <strong>to</strong> apply for a place at a school inanother local authority you will need <strong>to</strong> apply onthe <strong>Newcastle</strong> application form. We transfer theinformation <strong>to</strong> other local authorities and theywill inform us if a place can be offered. We willcontact you on the outcome. If you live outsideEngland, contact us for further information.Please note that other local authorities mayhave different timescales for dealing withapplications. You are strongly advised <strong>to</strong> contactthe appropriate admissions authority <strong>to</strong> enquireabout their admissions arrangements.We do not co-ordinate our admissionarrangements with independent <strong>schools</strong> or <strong>City</strong>Technology Colleges, for example EmmanuelCollege. The council offers free internet accessat all libraries and cus<strong>to</strong>mer service centres.Staff will be able <strong>to</strong> help you <strong>to</strong> set up a freeemail account.What if I need help filling in myapplication?• There is a step-by-step help guide online atwww.newcastle.gov.uk/admissions• Ring the Families Information Service on0191 277 4133. They will help you or will putyou in <strong>to</strong>uch with the School Choice Adviser ifyou need more detailed support.• Ask at school or your local Sure StartChildren’s Centre where staff may be able<strong>to</strong> help.• Call in <strong>to</strong> your local cus<strong>to</strong>mer service centreor library for general support.You can make an appointment with the FamiliesInformation Service and the School ChoiceAdviser outside normal opening hours and at avenue <strong>to</strong> suit you.If I apply online should I submit apaper form as well?No. You should submit one application. Do notsubmit a paper application as well as an onlineapplication. Submission of duplicate informationcan slow the process down.How will I know if you havereceived my form?as there is no risk that it will get lost in the pos<strong>to</strong>r input incorrectly.If you submit a paper application form a receiptwill not be provided. It is your responsibility <strong>to</strong>ensure that your application is submitted ontime.Can I change my preference?If you apply online you can change yourpreference any time online until the closing dateof midnight on 31 Oc<strong>to</strong>ber 2010. You will get aconfirmation email each time.If you submit a paper application, write <strong>to</strong> tell usabout any changes. Please include your child’sfull name and date of birth in anycorrespondence. The information must bereceived before the closing date. Any changesreceived after 31 Oc<strong>to</strong>ber 2010 will be treatedas a late application and will not be consideredin the first round of allocations.Will it make a difference if myapplication is received late?Yes. If your application is received after 31Oc<strong>to</strong>ber 2010, we will process your applicationafter we have processed forms received ontime.This means you are less likely <strong>to</strong> get a place a<strong>to</strong>ne of the <strong>schools</strong> listed on your form. We alsocannot guarantee that we will make an offer on1 March 2010.Exceptional circumstancesIf there are exceptional circumstances for yourapplication being late such as:• you are a lone parent and have been ill forsome time,• you have just moved in<strong>to</strong> the area,• you have just returned from abroad,you must write and tell us why your applicationis late and provide proof.Applications made online will be acknowledgedby return email. We will deal with your applicationafter the others.Please be honest when applying fora school place.You must make sure that everything you tell usis true and accurate. If there is proof that youhave given us false or misleading informationthe offer of a school place may be withdrawn.We may ask you <strong>to</strong> provide evidence <strong>to</strong> supportyour application. We can ask <strong>schools</strong>, othercouncil departments, other admissionauthorities and the health authority forinformation.How do I decide which <strong>schools</strong> <strong>to</strong> apply <strong>to</strong>?You can apply <strong>to</strong> <strong>schools</strong> located in anyauthority on our application form except forindependent <strong>schools</strong>.How many <strong>schools</strong> can I list?You can list up <strong>to</strong> four <strong>schools</strong>. Each schoollisted counts as a separate application so youare increasing your chances of getting a schoolyou would like by listing four.Do I have <strong>to</strong> express more than onepreference?You do not have <strong>to</strong> express a preference formore than one school. However, if you only lis<strong>to</strong>ne school and we are unable <strong>to</strong> offer yourchild a place there, you will be offered anotherschool with spaces. Be aware that this mightnot be near your home.Listing more than one school will not affect yourchances of being offered your first preference.In which order should I list the<strong>schools</strong>?It is important that you list your <strong>schools</strong> in order,with the school you most want first.The local authority is required by law <strong>to</strong> operatean equal preference system for admission <strong>to</strong><strong>schools</strong>. This means that all school preferencesare assessed equally and in accordance withthe oversubscription rules regardless of theorder they appear on the application form.Where a place is available at more than one ofthe preferred <strong>schools</strong>, the local authority willoffer the school listed highest by the parent.Please understand that:• Listing just one school on your form does notimprove your chances of getting a placethere.• There is no advantage in listing the sameschool more than once because we can onlyprocess one application per child per school.• Listing <strong>schools</strong> of the same type (e.g. faith<strong>schools</strong>) does not mean that your applicationfor any of these <strong>schools</strong> will be looked atmore favourably.• Schools will not be <strong>to</strong>ld where you listed themon your form.• The applications are entered in<strong>to</strong> a databasewhich processes the rules and allocationsau<strong>to</strong>matically - staff do not influence results.Demand for places at particular <strong>schools</strong>varies from year <strong>to</strong> year and it is not possible <strong>to</strong>give firm indications of your chances ofbeing offered a place.The fact that your neighbour’s children weregiven a place last year does not mean you willdefinitely get a place this year.9Apply online at www.newcastle.gov.uk/admissions by 31 Oc<strong>to</strong>ber 2010 (midnight)

But attendance at a feeder school isone of the rules we apply in <strong>Newcastle</strong> whenallocating places at transfer age.Can I apply <strong>to</strong> a faith school?Faith <strong>schools</strong> have a religious basis and servetheir local community. These are described in theiradmission policies.What are the oversubscription criteria?The following criteria are applied for <strong>Newcastle</strong>community and voluntary controlled <strong>schools</strong>and the Excelsior Academy when there aremore applications than places available:Rule 1 - Children in Public Care (looked afterchildren)This means a child who is looked after by alocal authority in accordance with section 22 ofthe Children Act 1989 at the time theapplication for admission <strong>to</strong> a school is made,and who the local authority has confirmed willstill be looked after at the date of admission.Rule 2 – Where the child attends adesignated ‘feeder’ schoolEach first, primary and middle school in<strong>Newcastle</strong>, including voluntary aided faith<strong>schools</strong>, has a feeder link with a particularschool. DistanceYour child will be eligible for a bus permit ifthey:• are between 5 and 16 years old, and• attend the nearest suitable school, and• the school is further away than the ‘statu<strong>to</strong>rywalking distance’ of:- two miles for pupils aged under eight- three miles for those aged eight and over.The nearest suitable school is defined as thenearest qualifying school with places availableand that provides education appropriate <strong>to</strong> theage, ability and aptitude of the child.The measurement of the 'statu<strong>to</strong>ry walkingdistance' is not necessarily the shortestdistance by road. It is measured by anelectronic map as the shortest route alongwhich a child, accompanied as necessary, canwalk with reasonable safety.As such, the route measured may includefootpaths, bridleways and other pathways, aswell as recognised roads.2. Evidence must be provided by aprofessional indicating why the school is theonly one that can meet the needs of the childand explaining why alternative <strong>schools</strong> areunsuitableOversubscriptionThis means that there have been moreapplications than there are available places.Parent/carerThis includes all those people who haveparental responsibility for a child who fall underthe definition of “parent” as set out in Section576 of the Education Act 1996.Parental responsibilityThe mother of a child always has parentalresponsibility. The father also has parentalresponsibility if named on the birth certificate orby agreement with the mother, or by court order.Parents do not lose parental responsibility ifthey divorce. In relation <strong>to</strong> school admissions,this applies <strong>to</strong> the role of choosing andproviding for the child's education.PreferenceThe school you would most like your child <strong>to</strong>attend.Primary <strong>schools</strong>These <strong>schools</strong> cover the reception <strong>to</strong> Year 6age groups (4 <strong>to</strong> 11 year olds). There are four main types of state<strong>schools</strong> – community, foundation, voluntaryaided and voluntary controlled. Academies arealso state <strong>schools</strong> but have different fundingarrangements.Statement of Special Educational Needs(SEN)A legal document issued by the local authorityspecifying the particular needs, resources andprovision required <strong>to</strong> support the child, and caninclude a named school that is suitable forproviding education for that child.Under-subscriptionThis means that there have been fewerapplications than there are available placeswithin the admission number.Voluntary aided <strong>schools</strong>In <strong>Newcastle</strong> these <strong>schools</strong> are either Church ofEngland or Catholic and responsibility formanagement is shared between the LA and thechurch but with the church playing a greaterrole. The governing body is the admissionauthority and it is responsible for determiningthe admission arrangements. These aredifferent from those used by the LA.Voluntary controlled (VC) <strong>schools</strong>The only VC school in <strong>Newcastle</strong> is All SaintsCollege.
