24Appendix 1Tana river project and environmental protectionRecommendations for the National Environment Management Authority (NEMA) - ,Kenya 2008A. That the Tana Integrated Sugar Project as currently proposed be rejected for thereasons listed above.B. That NEMA takes the lead, in collaboration with other government agencies, inlisting the Tana River Delta under the Ramsar Convention on Wetlands ofInternational Importance, for which it unquestionably qualifies. At least 130,000ha of the most critical parts of the Tana River floodplain and Tana River Deltashould be designated as national protected areas. This will set the stage for anypermitted developments in the remaining area of the Delta, which will need to bedesigned to ensure the integrity of the Protected Areas.C. That NEMA should demand, and take the lead in facilitating, a Conservation andDevelopment Master Plan for the Tana Delta. This Plan to be drawn up inconsultation with other Government agencies and stakeholders. The Plan toinclude an economic assessment of the local, national and global environmentalvalues of the Tana Delta.D. That TARDA and Mumias Sugar Company take the brilliant opportunity to createa truly “Green” development by supporting the gazettement and management oflarge parts of the Delta as conservation areas, and tailoring developmentactivities to small schemes that will directly benefit the local people, and maintainthe hydrological and ecological integrity of one of Kenya’s most important naturalassets.We hope the above submissions will find fair consideration and action to ensure that theTana River Delta ecosystem, the ecological goods and services it provides, the localsocial setup, and the interactions among them, are maintained for the sustainability ofhuman life and biodiversity survival. Brenco (USA)Brenco processing plant in the town of Costa Rica: in February 2008, the federalgovernment’s mobile inspection group caught 133 workers lodged in degradingconditions at Brenco’s enterprises in the towns of Campo Alegre de Goiás e Mineiros,state of Goiás, 17 of which were considered slave labourers.
