Department <strong>of</strong> Engineering/Capital Projects (continued)<br />
During 2009, we will work in partnership with elected <strong>of</strong>fi cials,<br />
commissions, staff, and consultants to complete the renovation and<br />
addition to the Tariffville School, to undertake a facilities’ needs assessment<br />
for buildings at <strong>Simsbury</strong> Farms, and to incorporate energy savings and<br />
alternates into the Tootin’ Hill school ro<strong>of</strong> replacement, the <strong>Simsbury</strong><br />
Farms study and Eno Memorial Improvements projects.<br />
We also plan to extend the Center Area Streetscape’s lighting, landscaping<br />
and walks in conjunction with the State DOT’s Hopmeadow/Drake Hill<br />
West Street intersection improvements. Those improvements include<br />
greenway, crosswalk and travel lane improvements.<br />
While the current economic environment demands ever more effi cient use<br />
and management <strong>of</strong> resources, we also believe that the prudent selection <strong>of</strong><br />
projects may result in construction cost savings.<br />
Department <strong>of</strong> Finance<br />
The Finance Department has three distinct divisions – Assessor’s Offi ce,<br />
Computers and Tax Collector.<br />
In addition to the administration/accounting/payroll functions, the Finance<br />
Department, in cooperation with the Board <strong>of</strong> Finance, has responsibility for<br />
all aspects <strong>of</strong> the <strong>Town</strong>’s fi nancial affairs. This includes risk management;<br />
purchasing preparation and monitoring <strong>of</strong> the annual operating and capital<br />
budgets; establishment and monitoring <strong>of</strong> internal control procedures;<br />
investment <strong>of</strong> <strong>Town</strong> funds; and coordination <strong>of</strong> debt fi nancing.<br />
<strong>Simsbury</strong> Public Library<br />
The grand opening for the expanded and renovated 42,000 sq. ft facility<br />
took place on June 8, <strong>2008</strong>. More than a thousand people attended the<br />
day-long event which included a parade, a HUG <strong>of</strong> the Library, and<br />
outstanding performances by local talent.<br />
Some features <strong>of</strong> the renovated building are lots <strong>of</strong> natural light, expansive<br />
spaces, large bay windows, a grand staircase, and a beautifully appointed<br />
courtyard. The Children’s area, which doubled in space, includes a large<br />
Science and Discovery Center, a Baby Room, a large window-seat reading<br />
nook, gaming computers, a study center, and media computers for our<br />
youngest patrons. The adult area includes a Teen Space, a Technology<br />
Learning Center, a Business Resource Center, work/study rooms, a business<br />
conference room with presentation equipment, a new media wing and a<br />
café area.<br />
Also, there is more parking, increased accessibility for the handicapped,<br />
wireless capability throughout the building, two conference rooms and a<br />
program room that accommodates 150 people.<br />

The Library operates with a staff <strong>of</strong> 21 full-time-equivalents – 14 full-time and<br />
23 part time staff. It is open 68 hours a week including evenings and weekends<br />
through most <strong>of</strong> the year. More than 200 volunteers complement the staff’s<br />
work and ensure that we have a vibrant, well funded, full-service library.<br />
A sampling <strong>of</strong> what we <strong>of</strong>fered in <strong>2008</strong>:<br />
Programs<br />
Catch the Reading Bug summer reading program. 2,700 children<br />
participating.<br />
Chess Club for children. Meets twice/month.<br />
Mystery Book Club, Thursday Night Book Club, Great Decisions are<br />
some <strong>of</strong> the adult discussion groups sponsored by the Library.<br />
One Valley, One Book project, a region-wide book discussion event<br />
culminating with author visit.<br />
Natural Health Series and Green Home programs for everyone.<br />
New Services and Technology<br />
Overdrive. Downloadable audio books. Expanded access to 1,600 adult<br />
and teen titles.<br />
Book Flix. Books on fi lm for children (great for adults too!)<br />
downloadable through our website: www.simsburylibrary.info<br />
System Wide Holds: Library users can reserve any book in our<br />
29-library system and have it delivered to <strong>Simsbury</strong> Library for pick up.<br />
Learning Express- provides interactive online practice tests and tutorial<br />
courses for academic and licensing tests.<br />
PrepMe prepares students for the SAT & ACT exams. Study from the<br />
Library or download it at home through our website.<br />
Technology Learning Center<br />
Created through a generous donation from the Hartford Foundation for<br />
Public Giving, the Technology Learning Center, is a 20-computer teaching<br />
and learning facility for students, seniors, job seekers and entrepreneurs.<br />
Since it’s opening in September <strong>2008</strong>, 70 classes have been held attended<br />
by 600 residents. Sample <strong>of</strong> <strong>of</strong>ferings include:<br />
Digital Photography A-Z classes presented by <strong>Simsbury</strong> camera Club.<br />
Introduction to Computers and the Internet; Advanced Internet Searching.<br />
Introductory Word, Advanced Word.<br />
Resume writing- for fi rst-time job seekers and veteran workers<br />
Business Resource Center<br />
Monthly business buzz and periodic business newsfl ashes.<br />
Answered 3,345 business related questions.<br />
Presented 27 business programs to 754 people. Sample <strong>of</strong> recent<br />
programs are:<br />
