Performing Arts Center Board (continued)<br />

The Board met on a monthly meeting schedule, starting in June <strong>2008</strong>. Several<br />

special meetings were held in order to meet objectives on a timely basis.<br />

During the <strong>2008</strong> year, the PAC Board accomplished the following items:<br />

It established a Fiscal Year for <strong>Report</strong>ing Operational Results. That year<br />

runs from Oct 1 to the following September 30th.<br />

A Statement <strong>of</strong> Purpose was established, providing that the Performing<br />

Arts Center is an entertainment facility.<br />

A set <strong>of</strong> Policies have been approved concerning the use <strong>of</strong> the<br />

Performing Arts Center.<br />

With the approval <strong>of</strong> the Board <strong>of</strong> Selectmen, a contract for the<br />

Manager, Keith Distel, was renewed for the 2009 Fiscal Year. This<br />

timely renewal enabled Mr. Distel to market the facility for the 2009<br />

season beginning on October 1, <strong>2008</strong>. The contract includes incentives<br />

for attainment <strong>of</strong> the event bookings objectives.<br />

A <strong>2008</strong> Financial <strong>Report</strong> was published in November <strong>2008</strong>.<br />

A PAC at SM 2009 Capital Request and Cost Justifi cation was submitted.<br />

The 2009 Talcott Mountain Music Festival dates have been scheduled<br />

with the Hartford Symphony Orchestra, and one additional major<br />

entertainment event has been scheduled to date. The objective is to book<br />

two additional major events.<br />

A PAC at SM website update has been specifi ed. The changes will be<br />

implemented by the end <strong>of</strong> February 2009.<br />

Planning Commission<br />

The Planning Commission is an elected body <strong>of</strong> six members and three<br />

alternate mambers. In accordance with the Connecticut General Statutes<br />

the Commission prepares, adopts and amends the Plan <strong>of</strong> Conservation and<br />

Development every ten (10) years. It also makes recommendations under<br />

CGS Section 8-24 with regard to municipal improvements including the<br />

construction <strong>of</strong> facilities, acquisition and disposition <strong>of</strong> real property and<br />

acts upon applications for the subdivision <strong>of</strong> land.<br />

The Commission, which meets regularly on the second and fourth Tuesday<br />

<strong>of</strong> each month, also makes recommendations to the Zoning Commission<br />

on proposed zone changes and text amendments to the <strong>Simsbury</strong> Zoning<br />

Regulations as required by the Connecticut General Statutes under CGS<br />

Section 8-3.<br />

During the <strong>2007</strong> – <strong>2008</strong> fi scal year the Commission received 3 subdivision<br />

applications. All <strong>of</strong> the three were approved. In addition, the Commission<br />

received and acted on 2 CGS 8-24 referrals during this time as well.<br />

During this period the Planning Commission continued to investigate the<br />

possibility <strong>of</strong> conducting a Charrette and subsequently producing a plan<br />

focused on increasing the vitality <strong>of</strong> the town center. In <strong>2008</strong>, the Planning<br />

Commission will begin to undertake the implementation efforts associated<br />

with the adopted Plan.<br />

Police Commission<br />

By Connecticut State Statute and <strong>Simsbury</strong> <strong>Town</strong> Charter provisions, the<br />

<strong>Simsbury</strong> Police Commission has the requirement <strong>of</strong> general management<br />

and supervision <strong>of</strong> the Police Department (through the auspices <strong>of</strong> the<br />

Chief <strong>of</strong> Police). In pursuit <strong>of</strong> that requirement, the Commission reviews<br />

citizen matters involving the Police Department and submission <strong>of</strong> annual<br />

budget to the Board <strong>of</strong> Selectmen. It further participates in the collective<br />

bargaining process; and is the fi nal authority for all personnel and<br />

disciplinary matters within the Police Department.<br />

Accomplishments <strong>of</strong> <strong>2007</strong> – <strong>2008</strong><br />

Supported National Accreditation activities<br />

Approved additional personnel required to maintain levels <strong>of</strong> police<br />

protection during budget process.<br />

Participated in department leadership through the Administration <strong>of</strong><br />

the department.<br />

Reviewed monthly activity reports wherein criminal events and <strong>of</strong>fi cer<br />

activities are summarized. Make recommendations for actions to<br />

enhance positive trends.<br />

Made recommendations as to desired direction <strong>of</strong> the department in order<br />

to achieve goals in safety, performance and reduction in criminal activity.<br />

Reviewed and supported department Community Policing initiatives.<br />

Reviewed communications from citizens.<br />

Attended various functions established by the Police Department such<br />

as Citizens’ Police Academy Graduation, inductions <strong>of</strong> new <strong>of</strong>fi cers<br />

and promotions.<br />

Goals for <strong>2008</strong> – 2009<br />

Achieve National Accreditation.<br />

Continue activities to further support department goals.<br />

Provide additional support for Police Department involvement in<br />

the community.<br />

Support Community Policing initiatives.<br />

Public Building Committee<br />

The Public Building Committee, which is made up <strong>of</strong> nine appointed<br />

members, met at least once a month throughout the year to oversee<br />

the design and construction <strong>of</strong> all major school projects. The Board <strong>of</strong><br />

Selectmen also assigns major addition and/or renovation projects <strong>of</strong> townowned<br />

buildings to the Public Building Committee for oversight.<br />

Accomplishments <strong>of</strong> <strong>2007</strong> – <strong>2008</strong><br />

Completed construction <strong>of</strong> the $1.11 million High School Auditorium<br />

renovation. The auditorium’s new rigging, lighting and curtains<br />

compliment the recent High School renovations and addition.<br />

Completed construction <strong>of</strong> the <strong>Simsbury</strong> Public Library addition and<br />

renovation, with a value <strong>of</strong> $6.5 million. A grand opening was held in<br />

the spring <strong>2008</strong>.
