The prevailing philosophy within the St. Clair ISD is to serve each child with a disability in theleast restrictive environment. This includes providing a continuum of educational services forchildren with mild to severe disabilities ranging in age from 0 through 25 years. These servicesinclude classroom programs, support services and vocational training programs designed to meetthe individual needs of children with disabilities. The Individualized <strong>Education</strong> Program Team(IEPT) shall consider that all children should have the opportunity to be educated together,regardless of disabilities, in the school he or she would attend if the child did not have adisability, unless otherwise determined appropriate through the IEPT process.In accordance with R340.1733(f), the St. Clair ISD operates secondary Moderately CognitivelyImpaired (MoCI), Severely Cognitively Impaired (SCI), Severely Multiply Impaired (SXI)programs with an expanded age span due to the low incidence of students eligible in these areas.The age span will vary depending upon enrollment. LEA’s also operate elementary MoCIprograms with an expanded age range due to the low incidence of students eligible in MoCIareas. These programs comply with the staff- to-student ratios specified in R340.1739,R340.1738 and R340.1748, respectively.Autism ProgramThe St. Clair ISD assures that programs provided for students with autism under 340.1758(1)(b)meet the following criteria:a. Inservice education will be provided to the special education teacher responsible for theeducation of students with autism. The inservice education shall be provided in thefollowing areas:i. Syndrome of autism, including its etiologyii. Child development, with special emphasis on language, communication andcognitive skills.iii.iv.Behavioral management techniquesSystematic curriculum development, with special emphasis on personal adjustmentand prevocational educationv. Home/school interactionsvi. Family and community support servicesb. A consultant knowledgeable regarding autism and programming for students with autismwill be available to the teacher and support staff to assist in meeting the unique individualneeds of the student.c. Ancillary and related service providers who are responsible for the delivery of services tostudents with autism will have inservice education relating to the service they provide.d. The IEPT will describe its consideration of the ability of the student with autism tofunction in the program of placement in the context of such items as class size andstudent-to-staff ratio.Page 6

Qualified PersonnelParaprofessionals employed by the St. Clair ISD and LEA’s will possess a high school diplomaor equivalent, and meet any other requirements specified in the law or rule.TransportationWithin St. Clair <strong>County</strong>, there are several programs that are operated in separate facilities. TheIntermediate School District operates the Woodland Developmental Center, a speciallyconstructed facility which provides full range programming for the moderate cognitive impaired,severe cognitive impaired, severely multiply impaired.The St. Clair <strong>County</strong> Probate Court provides instructional classrooms at the Juvenile Detentionfacility. The Port Huron Area School District provides these classroom programs for long andshort-term placed youth.Students will be provided with regular transportation whenever possible. An IEPT willdetermine the need for additional or specialized transportation. Local districts are responsible forregular and specialized transportation unless a contractual agreement exists with the ISD.The Intermediate School District transports students to and from the State School for the Deafand to the Woodland Developmental Center.ISD Millage (Act 18)<strong>Special</strong> <strong>Education</strong> programs and services in St. Clair <strong>County</strong> will be reimbursed through the useof Public Act 18 charter millage wherever possible. The St. Clair Intermediate School Districtwill use the added cost deduct formula defined in Part 6 of the Michigan <strong>Special</strong> <strong>Education</strong>Rules. Public Act 18 funds will be appropriated in the following priority in accordance with theSt. Clair <strong>County</strong> Intermediate School District’s approved budget:A. Full reimbursement of special education services provided at the St. Clair <strong>County</strong>Intermediate School District Service Center.B. Full reimbursement of St. Clair <strong>County</strong> Intermediate School District center based MoCI,SevereCI, SXI and countywide services i.e., PT, Audiology, VI/O&M, TC/AI. Further,Port Huron School District locally operates center programs and services that arereimbursed 100% of added cost.C. The St. Clair <strong>County</strong> Intermediate School District may reimburse up to 25% of St. Clair<strong>County</strong> Intermediate School District Central Office and general administrative expenses,not directly charged to the special education fund, on the “Annual School District FinancialReport.” The actual percent charged to the special education fund is based on generallyacceptable accounting practices.D. Full reimbursement for non-center special education programs operated by the constituentlocal district. If insufficient funds are available for full reimbursement, reimbursement willbe prorated based on the districts K-12 enrollment as a percentage of total countyenrollment. Pursuant to R380.1729 of P.A. 291, revenue received including federal funds,


special education foundation allowances, state categorical aid and intermediatereimbursement shall not exceed total program costs.E. By resolutions duly adopted by the Board of <strong>Education</strong> of St. Clair <strong>County</strong> IntermediateSchool District on August 18, 2003, the board of education has determined that it is in thebest interest of the school district and its students to make certain building improvements toits school facilities, for health, safety and welfare reasons as well as for energyconservation improvements. A copy of the resolutions and a description of the buildingsand the projects are attached hereto as Attachment A 1 and A 2 respectively.The formula utilized to determine allocations has been approved by the ISD’s auditing firmand is on file in the ISD business office.The cost of the project will be financed, in part, with tax-exempt non-voted bondsauthorized to be issued by the intermediate school district pursuant to Sections 629 and1274a of the Revised School Code, as amended. The debt service for the bonds will bepaid from the general fund, vocational education and special education millage based uponan allocation of the cost of the project between said funds, taking into consideration anumber of factors, including, but not limited to, the square footage of the buildings andtheir use. The allocation of the cost of the project is attached hereto as Attachment B.The approximate debt service for the bond issue is attached hereto as Attachment C.In the event that center program added costs of priorities A and B above are not appropriated at a100% funding level using the combined funding of Section 52 and P.A. 18, the following chargeto local districts will apply:• This charge will be determined by dividing the total unfounded balance of allcenter program added costs by the total of head count students attendingprogram and/or receiving services during the school year.• These charges shall be paid to the St. Clair <strong>County</strong> Intermediate School Districtfor distribution to the operating school districts.Act 18 monies will not be used to pay for educational costs for students who receive servicesoutside the jurisdiction of the ISD as a result of the Schools of Choice.Surrogate Parent <strong>Plan</strong>ADDITIONAL PLAN CONTENTThe St. Clair ISD assures that the ISD, LEAs, and PSAs comply with the State Board of<strong>Education</strong> (SBE) approved Policy for the Appointment of Surrogate Parents. The St. Clair ISDwill provide annual training for potential surrogate parents, will maintain an updated list oftrained surrogate parents, and will review the Policy for the Appointment of Surrogate Parentswith special education administrators once a year. Local districts and PSAs will be asked torecruit parents to maintain a sufficient number of surrogate parents.


Homebound Hospitalized ServicesPursuant to R 340.1746(d), progress of each student receiving homebound and/or hospitalizedservices are recorded and reported through progress reports of their goals. The schedule ofreporting progress is indicated on the IEP.PARENT ADVISORY COMMITTEE (PAC)The St. Clair <strong>County</strong> Intermediate School District Board of <strong>Education</strong> will annually appoint the<strong>Special</strong> <strong>Education</strong> Parent Advisory Committee whose members will serve a three-year term andmay be renewed for up to four terms at the discretion of the district. The terms are staggered toassure that a majority of experienced members remain on the committee. The director or hisdesignee is responsible for assuring that a recommendation is made to the Board of <strong>Education</strong>.Role and Responsibility of the Parent Advisory Committee<strong>Special</strong> <strong>Education</strong> <strong>Plan</strong> Development – The St. Clair ISD special education plan andamendments to such shall be developed in cooperation with the PAC. It shall be theresponsibility of the Coordinator of <strong>Plan</strong>ning/Monitoring to assure that the PAC representativesare provided with copies of the current St. Clair ISD special education plan, subsequent andproposed amendments and deviation requests.Upon request, the Coordinator of <strong>Plan</strong>ning/Monitoring will review the St. Clair <strong>Special</strong><strong>Education</strong> <strong>Plan</strong> with the PAC. At subsequent meetings, the PAC will review any changes in thespecial education plan and/or areas of concern from the PAC representatives.The Coordinator of <strong>Plan</strong>ning/Monitoring will develop a draft of the St. Clair ISD specialeducation plan to be presented to the PAC for reactions and suggestions. An attempt will bemade to reconcile any differences that may exist. If these differences cannot be reconciled, theCoordinator of <strong>Plan</strong>ning/Monitoring will advise the PAC Chairperson of the objection process asdefined by R 340.1836.Prior to the submission date, the PAC Chairperson shall be asked to sign the special educationplan endorsement page indicating that the PAC has been involved in the development of theplan.Voting Procedures – Voting eligibility for committee business is conducted in compliance withPAC bylaws.Additional PAC Rules and Responsibilities – The PAC will have a role in program evaluationthrough participation in the following: The Coordinator of <strong>Plan</strong>ning/Monitoring will review withthe PAC the monitoring process, monitoring criteria and timelines for monitoring. TheCoordinator of <strong>Plan</strong>ning/Monitoring will coordinate the annual parent survey, which is a part ofthe monitoring report, and brief the PAC regarding the results of the survey and monitoring


esults. The PAC chairperson will receive copies of all deviation requests from local schooldistricts and the St. Clair ISD as required in R 340.1734.Administrative Relationship with the Parent Advisory CommitteeThe Coordinator of <strong>Plan</strong>ning/Monitoring shall act as advisor to the PAC. The goal of this effortis to have an active and informed PAC that will work cooperatively with administrativepersonnel in ensuring the effective and efficient delivery of special education programs andservices within the St. Clair ISD.Fiscal and Staff Resources Available to the Parent Advisory CommitteeThe St. Clair ISD will provide the following items in support of the PAC:• Postage for notices and other committee• Reimbursement for phone calls• Reproductions of appropriate documents• In-service/conferences• Information materialsThe PAC chairperson and the Coordinator of <strong>Plan</strong>ning/Monitoring shall mutually agree upon anyexpenditures.The St. Clair ISD shall make available staff resources for the purpose of making the PAC anefficient and effective operational unit. The Coordinator of <strong>Plan</strong>ning/Monitoring shall beresponsible for assuring that reasonable secretarial support is available to the PAC for committeebusiness.
