special education foundation allowances, state categorical aid and intermediatereimbursement shall not exceed total program costs.E. By resolutions duly adopted by the Board of <strong>Education</strong> of St. Clair <strong>County</strong> IntermediateSchool District on August 18, 2003, the board of education has determined that it is in thebest interest of the school district and its students to make certain building improvements toits school facilities, for health, safety and welfare reasons as well as for energyconservation improvements. A copy of the resolutions and a description of the buildingsand the projects are attached hereto as Attachment A 1 and A 2 respectively.The formula utilized to determine allocations has been approved by the ISD’s auditing firmand is on file in the ISD business office.The cost of the project will be financed, in part, with tax-exempt non-voted bondsauthorized to be issued by the intermediate school district pursuant to Sections 629 and1274a of the Revised School Code, as amended. The debt service for the bonds will bepaid from the general fund, vocational education and special education millage based uponan allocation of the cost of the project between said funds, taking into consideration anumber of factors, including, but not limited to, the square footage of the buildings andtheir use. The allocation of the cost of the project is attached hereto as Attachment B.The approximate debt service for the bond issue is attached hereto as Attachment C.In the event that center program added costs of priorities A and B above are not appropriated at a100% funding level using the combined funding of Section 52 and P.A. 18, the following chargeto local districts will apply:• This charge will be determined by dividing the total unfounded balance of allcenter program added costs by the total of head count students attendingprogram and/or receiving services during the school year.• These charges shall be paid to the St. Clair <strong>County</strong> Intermediate School Districtfor distribution to the operating school districts.Act 18 monies will not be used to pay for educational costs for students who receive servicesoutside the jurisdiction of the ISD as a result of the Schools of Choice.Surrogate Parent <strong>Plan</strong>ADDITIONAL PLAN CONTENTThe St. Clair ISD assures that the ISD, LEAs, and PSAs comply with the State Board of<strong>Education</strong> (SBE) approved Policy for the Appointment of Surrogate Parents. The St. Clair ISDwill provide annual training for potential surrogate parents, will maintain an updated list oftrained surrogate parents, and will review the Policy for the Appointment of Surrogate Parentswith special education administrators once a year. Local districts and PSAs will be asked torecruit parents to maintain a sufficient number of surrogate parents.
