the performance measures for Goal three demonstrate the <strong>City</strong>’s progress in<br />

increasing opportunities and reducing barriers to improve the lives <strong>of</strong> edmonton’s<br />

vulnerable populations. it also measures how edmontonians feel about accessing and<br />

using <strong>City</strong> programs and services.<br />
