What is <strong>Purple</strong> <strong>Flag</strong>?• An accreditation through Association of TownCentre Management to award and recogniseexcellence in towns• Was launched in 2008 – 31 local authoritieshave achieved the status• In Kent, Canterbury hold the accreditation• Is viewed as being hugely beneficial in positivelypromoting the evening economy to residentsand visitors and assists promoting business


Core Agenda• The town is measured across five standards‣Wellbeing – is the town welcoming, clean andsafe?‣Movement – Is there a secure pattern ofarrival circulation and departure?‣A broad appeal – Is there a vibrant choice anda rich mix of entertainment and activity?‣Place – Is the town a stimulating destinationand a vital place?‣A clear aim and a common purpose


Minimum standards• Wellbeing – Per capita crime and anti-social behaviourrates that are at least average and show an improvingtrend – taking both residents and visitors into account• Movement – Some form of appropriate late-night publictransport provision• Appeal – A late night offer that is broader than youthorientatedand alcohol-based activity• Place – A diversity of land uses. A convenient andattractive destination at night• Clear aim & common purpose – a collaboration betweensectors, agencies, service providers and policy-makers


Wellbeing• Safety• Care– Visible, effective policing and active surveillance– Responsible customer care, guardianship and concern for community health• Regulation– Positive and pro-active licensing and enforcement• Services– Appropriate levels of public utilities• Partnership– Active involvement of businesses to drive up standards• Perceptions– Good public engagement and positive presentation of the area to customers andinvestors


Movement• Public Transport– Safe, affordable. Well managed late night public transport• Car Parking– An appropriate provision of late night car parking• Pedestrian Routes– Clear, safe and convenient links within the centre and homewards• Crowd Management– Policies to deal with overcrowding, congestion and conflict between movingvehicles and pedestrians• Information– Provision of practical information and guidance to town centre users• Partnership– Business commitment and participation


• Food and DiningAppeal– A choice of eating venues and a commitment to good food• Pubs and Bars– Well-managed venues, to meet varied tastes and offering more than justalcoholic beverages• Late Night Venues– Late night venues that complements the diverse appeal of the town as a whole• Early evening activity– An active early evening period, including late-opening shops• Public Buildings– Creative and imaginative use of public/civic buildings in the evening and at night• Arts and Culture– A vibrant, inclusive arts and cultural scene


Place• Location– Appropriate location, clustering and capacity of venue types• Diversity– A successful balance of uses and brands• Clarity– Well-designed links and visible signs• Animation– Attractive, well used public place• Design– Thoughtful and imaginative design for the night• Identity– The appropriate use of natural and built features to reinforce appeal


Aim & Purpose• Data– A sound statistical base for policy-making and action• Strategy– Positive strategic objectives and targets• Coordination– Public policy co-ordination and focus• Leadership– Clear responsibilities for policy and action• Partnership– Multi-sector endorsement and commitment• Community– A dialogue with consumers and residents


Application Process• ATCM recommend the following process:‣ Register the intention to apply for <strong>Purple</strong> <strong>Flag</strong>, submit theentry form and appropriate fee‣ Form a working group and appoint a <strong>Purple</strong> <strong>Flag</strong>coordinator‣ Prepare the <strong>Purple</strong> <strong>Flag</strong> Map of the area‣ Prepare the <strong>Purple</strong> <strong>Flag</strong> snapshot to present conclusionsand statistics on the performance of the area, against the<strong>Purple</strong> <strong>Flag</strong> Core Agenda


‣Undertake an Overnight PerformanceAssessment to evaluate the reality on theground‣Prepare the Self-Assessment ConclusionsChart‣Submit the entry to ATCM
