measures for small scale plants (<strong>art</strong> 28)<br />
<strong>•</strong> Application: small scale renewable thermal energy plants <strong>and</strong> energy<br />
efficiency measures built s<strong>in</strong>ce 2012<br />
<strong>•</strong> Feed <strong>in</strong> tariff charged on natural gas bill <strong>and</strong> def<strong>in</strong>ed by specific<br />
contracts between GSE (gestore sistema elettrico) <strong>and</strong> plant owner,<br />
based on renewable heat or saved energy<br />
<strong>•</strong> Further decree <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> Economic Development with<strong>in</strong> 6 months<br />
to put <strong>in</strong>to practice the subsidy measure:<br />
- m<strong>in</strong>imum technical performances required (annex 2 <strong>of</strong> Dlg 28)<br />
- Guarantee a fair remuneration <strong>of</strong> <strong>in</strong>vestment <strong>and</strong> operational costs <strong>of</strong> the<br />
renewable projects<br />
- Incentive duration <strong>of</strong> 10 years, constant amount over the timel<strong>in</strong>e<br />
- Specific subsidy amounts dedicated to each technology should be<br />
<strong>in</strong>troduced
