Ghouse Mohiddin, R/o 26-2-117, Dakshayani Towers, Thyagaraja Nagar,Vedayapalem, Nellore District – 524 004 has filed a 2 nd appeal dated 22.01.2008 which wasreceived by this Commission on 24.01.2008 for not getting the information sought by him from thePublic Information Officer/ DRO, Nellore District and Appellate Authority/ Joint Collector,Nellore District.The brief facts of the case as per the appeal and other records received along with it are thatthe appellant herein filed an application dated 19.11.2007 before the PIO seeking the followingdetails:-i) Classification of Anupallipadu Shrotrium lands as per the old block survey recordsprepared in the year 1908. (Please let me know whether it is a Ryotwari land or Govt.land as per the Old Block Survey records).ii) Copy of Fair Adangal of Anupallipadu Village in respect of S.No.58 (Old S.Nos.1, 2, 76to 79) and 10(1).iii) Copy of proceedings of Asst. Settlement Officer, Nellore dated 30.12.1952 by which hehas granted Ryotwari Patta to Vissa Rajagopal Rao in respect of the Anupallipadulands.iv) Copy of record of enquiry conducted by the Inam Special Deputy Tahsildar and reportsubmitted by him in respect of the Anupallipadu Shrotrium in the year 1961.v) Details of Ryotwari Pattas granted and issued by the Inam Deputy Tahsildar on19.06.1962 in respect of Anupallipadu Shrotrium lands.vi) Details of Pattadar pass books granted and issued by the Mandal Revenue Officer,Manubolu in S.No.58 (Old S.Nos.1, 2, 76 to 79) of Anupallipadu, Manubolu Mandal tillnow.vii) Kindly let me know as to for how much extent Pattadar Pass books were issued inrespect of the land occurring in S.No.58. Give me the names and extent of the pass bookholders.viii) Kindly given me details as to how many pass books are genuine and how many passbooks are erroneously granted by the Mandal Revenue Officer, Manubolu as per theenquiry report dated 03.11.2006 submitted by the Mandal Revenue Officer, Manuboluto the Sub-Collector, Gudur. When did the report reach the Office of Sub-Collector,Gudur and what action has been initiated till now against the erroneous grant of passbooks?ix) It is understood that the RMO, Manubolu has issued instructions to the Sub-Registrar,Gudur not to undertake registration of any document in respect of the lands occurringin S.No.58 of Anupallipadu. Kindly let me know the reason for which such instructionswere issued.As the Appellant did not get any reply from the PIO he filed an appeal u/s 19(1) dated22.12.2007 before the Appellate Authority/ Joint Collector, Nellore requesting to arrange to supplythe information.The appellant stated that as he did not get the information even after 30 days of filing hisappeal, he filed this 2 nd appeal before this Commission requesting to take action against the PIOand the Appellate Authority for not furnishing information sought by him and also to arrange tofurnish the information sought by him.

The 2 nd appeal was taken on file and notices were sent to the parties concerned directingthem to appear before this Commission for hearing on 12-06-2008.On 12-06-2008 the case was called. The Appellant was absent. The Respondent, PIO /DRO, Nellore was present. He submitted that information on items 2,6,7,8 and 9 have beensupplied through the Tahsildar, Manubolu and that other records are not readily available. TheAppellant has persisted for the supply of records as they are very basic record and variousclassifications were done based thereupon. The Commission directed the Respondent to make athorough search once again and if traceable, to supply the full information sought for.The Commission further directed that if the Appellant desires to peruse the records himself,this also may be permitted.With the above direction, this appeal is closed.Authenticated by:C.D.
