CORRUPTION AND MISMANAGEMENT 509Congress (ANC), <strong>and</strong> subsequently the Premier of that Prov<strong>in</strong>ce, haspublicly stated that his organisation had <strong>in</strong>vestigated potential threatsto South Africa <strong>and</strong>, apart from the <strong>Botswana</strong> airbase, had found thatthese were non-existent. He believed that the United States must be<strong>in</strong>volved <strong>in</strong> the projected utilization of so large a facility, though he <strong>also</strong>noted that Wash<strong>in</strong>gton had denied such claims. Sexwale reportedlysaid that the base had affected the ANC's strategic th<strong>in</strong>k<strong>in</strong>g on militarythreats <strong>in</strong> the region.26 The rationality <strong>and</strong> prudence which oncecharacterized the choice <strong>and</strong> implementation of policy <strong>in</strong> <strong>Botswana</strong>seem absent from Project Eagle.THE NATIONAL DEVELOPMENT BANK (NDB)The NDB was established 'for the purpose of promot<strong>in</strong>g theeconomic development of <strong>Botswana</strong>', <strong>and</strong> to this end was meant 'toprovide f<strong>in</strong>ancial assistance', <strong>and</strong> to conduct its bus<strong>in</strong>ess '<strong>in</strong> the mannerbest suited for the efficient <strong>and</strong> economical utilization of its funds'.27 Itwas, <strong>in</strong> the words of the M<strong>in</strong>ister of F<strong>in</strong>ance <strong>in</strong> i99i, 'an essentialvehicle for channell<strong>in</strong>g loan f<strong>in</strong>anc<strong>in</strong>g from Government <strong>and</strong> extern<strong>also</strong>urces to the agricultural sector <strong>and</strong> other development activities ofhigh priority'. It had long been, Mogae emphasized, 'a pillar of ourf<strong>in</strong>ancial system'. 28By late I 993, however, its near bankruptcy was obvious. The NDB'saccumulated losses had by March totalled P4 I I million. Outst<strong>and</strong><strong>in</strong>gloans amounted to P9I-3 million, of which over one-third were <strong>in</strong>arrears, most for more than six months. The Government's equityposition was a negative PI 56 million. In addition, the Small BorrowersFund, adm<strong>in</strong>istered by the NDB for the Government, had at the sametime accumulated losses of P32-4 million; 70 per cent of its accountswere <strong>in</strong> arrears, almost all <strong>in</strong> excess of six months.29 By November, theNDB was los<strong>in</strong>g P450,ooo a month. At a press conference, Mogae saidthat the NDB was owed more than P6o million <strong>in</strong> arrears, <strong>and</strong> that theessential problem entangl<strong>in</strong>g the Bank was the near refusal of borrowerseven to service their loans.30The NDB's collapse was neither sudden nor accidental. 5IO KENNETH GOODrapid expansion of lend<strong>in</strong>g dur<strong>in</strong>g the I 980s', when loans <strong>and</strong><strong>in</strong>vestments <strong>in</strong>creased ten-fold from i980 to reach P47p2 million <strong>in</strong>I 988. The Government had <strong>in</strong>jected a total of P36 million to cover thewrite-offs of bad debts by the NDB on a number of occasions after I 982,with P3 I million be<strong>in</strong>g outlaid for this purpose <strong>in</strong> i988 alone.31 It had<strong>also</strong> sanctioned the reschedul<strong>in</strong>g of loans simply on an across-the-boardbasis, without regard for an <strong>in</strong>dividual's possible capacity to repaywhat was still owed. The effect, accord<strong>in</strong>g to some employees of theNDB after the events, was to send the wrong signals to farmers <strong>and</strong>other borrowers - that loans need not be repaid because their eventualcancellation could be safely anticipated.32Part of the weaknesses of the Bank, especially its heavy accumulationof debt, seem<strong>in</strong>gly related to the composition of the NDB Board. Here<strong>in</strong>civil servants tended to predom<strong>in</strong>ate, as at the start of I994, <strong>and</strong> whilethey were men <strong>and</strong> women of likely capacity, their collective strength,<strong>in</strong>dependence, <strong>and</strong> autonomy vis-a'-vis M<strong>in</strong>isters, was not obvious.33On the testament of employees of the Bank, <strong>in</strong>terest rates on NDBloans were not set by the Board, but by the Government.34 Variousrestructur<strong>in</strong>g programmes were announced, but all to no avail. A consultancywas commissioned by the NDB <strong>in</strong> i989-90, at a cost of Pimillion, but its recommendations were never implemented.35 TheM<strong>in</strong>ister of F<strong>in</strong>ance, <strong>in</strong> his budget speech of January i99i, <strong>and</strong> aga<strong>in</strong><strong>in</strong> January I992, specifically stated that 'a sharply curtailed level ofnew lend<strong>in</strong>g <strong>and</strong> an <strong>in</strong>tensive debt collection campaign' had 'been<strong>in</strong>itiated .36 A year later, <strong>in</strong> January I 993, the M<strong>in</strong>ister referred aga<strong>in</strong>to an '<strong>in</strong>tensive arrears collection programme', add<strong>in</strong>g illum<strong>in</strong>at<strong>in</strong>glythat new loans were 'restricted to creditworthy borrowers '37 _seem<strong>in</strong>gly, such st<strong>and</strong>ard bank<strong>in</strong>g requirements had not always beenupheld previously.The futility of the various remedial measures was f<strong>in</strong>ally clarified atthe beg<strong>in</strong>n<strong>in</strong>g of I 994.
