5i6 KENNETH GOODCOALESCENCE OF ECONOMIC AND POLITICAL POWER<strong>Corruption</strong> <strong>and</strong> mismanagement <strong>in</strong> <strong>Botswana</strong> is relatively pale <strong>and</strong>restricted. It is almost entirely an elite phenomenon, <strong>and</strong> when itextends to others, as <strong>in</strong> state-run f<strong>in</strong>ancial organizations <strong>and</strong> over l<strong>and</strong><strong>in</strong> Mogoditshane, it is under conditions seem<strong>in</strong>gly sanctioned by someparticipat<strong>in</strong>g government leaders <strong>and</strong> officials. It is not systemic to thewhole of the political economy as <strong>in</strong> Zaire, where <strong>in</strong> measuredgradations it has served to reta<strong>in</strong> the loyalty of officials to PresidentMobutu, one of the richest men <strong>in</strong> the world.64 Nor is it epidemic,afflict<strong>in</strong>g the whole society, as <strong>in</strong> Nigeria, <strong>and</strong> there is decidedly no'culture of corruption' as exists <strong>in</strong> Brazil. It significance lies <strong>in</strong> contrastwith the generally reputable <strong>and</strong> efficient governmental performancepreced<strong>in</strong>g the I 98os, <strong>and</strong> <strong>in</strong> what the cases noted here might presage forthe future. Responsibility <strong>and</strong> accountability have been seriouslyreduced with<strong>in</strong> the top-most levels of the Government, but to-datemany state <strong>in</strong>stitutions <strong>and</strong> most citizens rema<strong>in</strong> untarnished.The rul<strong>in</strong>g elite <strong>in</strong> <strong>Botswana</strong> is dist<strong>in</strong>ctive <strong>in</strong> orig<strong>in</strong>at<strong>in</strong>g from anactive <strong>and</strong> direct engagement <strong>in</strong> production - <strong>in</strong> cattle, which rema<strong>in</strong>sthe basis of the rural economy. This <strong>in</strong>volvement was sanctioned <strong>in</strong>Tswana history, as was the private accumulation of a ruler.65 Thosewho acquired power <strong>in</strong> the nation-state at <strong>in</strong>dependence had a grow<strong>in</strong>gstake <strong>in</strong> the economy. Ketumile Masire, for example, decided to giveup full-time teach<strong>in</strong>g <strong>in</strong> I955, <strong>in</strong> order to devote himself, as recentbiographers say, to 'his one great passion: farm<strong>in</strong>g'. He bought abr<strong>and</strong> new tractor about this time - only the second-such acquired bya Motswana - <strong>and</strong> asked for 'a greatly <strong>in</strong>creased l<strong>and</strong> allocation for hisplough<strong>in</strong>g needs'. Shortly afterwards the Department of Agricultureawarded him the Master Farmer's Certificate, the first given to anAfrican <strong>in</strong> <strong>Botswana</strong>.66 As early as I970, the BDP was not only a partyof the educated <strong>and</strong> middle-aged, but <strong>also</strong> of 'the wealthy'.67In a significant step <strong>in</strong> the early I 98os, the private bus<strong>in</strong>ess activitiesof public servants were accorded official, legal recognition.
