2014 SRA—Appendix IV 07-01-13(E)(F)(G)(H)(I)(J)The procedures applicable to the sales <strong>and</strong> service of eligible cropinsurance contracts <strong>and</strong> any changes thereto;How to properly fill out <strong>and</strong> submit all applicable forms,documents, notices <strong>and</strong> reports;The requirements under applicable Federal c<strong>iv</strong>il rights statutes <strong>and</strong>methods to encourage <strong>program</strong> participation, including, but notlimited to, participation of limited resource, women, minority, <strong>and</strong>underserved producers or in underserved areas;How to recognize anomalies in reported information <strong>and</strong> commonindicators of misrepresentation, fraud, waste or abuse, the processto report such to the Company, <strong>and</strong> appropriate actions to be takenwhen anomalies or evidence of misrepresentation, fraud, waste orabuse exist;Compliance with applicable laws <strong>and</strong> regulations governingbusiness conduct <strong>and</strong> ethics, including, but not limited to, rebatingprohibitions, conflicts of interest, <strong>and</strong> controlled business, etc.; <strong>and</strong>Any other requirements as may be established by FCIC.(2) The Company shall ensure the following:(A)(B)(C)Any new agent or other ind<strong>iv</strong>idual who solicits or otherwisepromotes crop insurance sales on behalf of the Company shallparticipate in a structured training <strong>program</strong> on all of the itemslisted in paragraph (1) before selling or servicing any eligible cropinsurance contract.Any experienced agent shall annually complete structured training,on updates or changes specifically related to the items listed inparagraph (1), or that are identified by FCIC or the Companywhere errors or omissions were identified during <strong>quality</strong> controlreviews or processing of the sales related documents.All new agents shall pass a basic competency test before they cansell or service an eligible crop insurance contract (all testingrecords, including test results, shall be maintained in accordancewith section IV(g) of the Agreement). Basic competency testsshall specifically relate to the items listed in paragraph (1) <strong>and</strong>determine the proficiency of the ind<strong>iv</strong>idual who completed therequired training. Additionally, the Company shall review the testresults <strong>and</strong> document follow-up training for any deficienciesidentified.5
